In Spain the first area declared as a Biosphere Reserve was Sierra de Grazalema (1977). The history of the management of this Protected Area is now significant enough to analyze how the applied initiatives aimed at conservation have harmonized with those most directly committed to social and economic development. This paper provides an extensive review of the conservation and development programmes and associated measures implemented in the last ten years in Sierra de Grazalema. INTRODUCTION During the last several decades, the role of Protected Areas (PA) has been significantly redefined in relation to the debate on sustainability. These changes have been accompanied by major updates in European and worldwide policies on PA (Antón et al. 2008). Mose and Weixlbaumer (2006) and Gamper (2007) published papers on a genuine paradigm shift from static protection to dynamic and integrated approaches. -

Cagayan Riverine Zone Development Framework Plan 2005—2030
Cagayan Riverine Zone Development Framework Plan 2005—2030 Regional Development Council 02 Tuguegarao City Message The adoption of the Cagayan Riverine Zone Development Framework Plan (CRZDFP) 2005-2030, is a step closer to our desire to harmonize and sustainably maximize the multiple uses of the Cagayan River as identified in the Regional Physical Framework Plan (RPFP) 2005-2030. A greater challenge is the implementation of the document which requires a deeper commitment in the preservation of the integrity of our environment while allowing the development of the River and its environs. The formulation of the document involved the wide participation of concerned agencies and with extensive consultation the local government units and the civil society, prior to its adoption and approval by the Regional Development Council. The inputs and proposals from the consultations have enriched this document as our convergence framework for the sustainable development of the Cagayan Riverine Zone. The document will provide the policy framework to synchronize efforts in addressing issues and problems to accelerate the sustainable development in the Riverine Zone and realize its full development potential. The Plan should also provide the overall direction for programs and projects in the Development Plans of the Provinces, Cities and Municipalities in the region. Let us therefore, purposively use this Plan to guide the utilization and management of water and land resources along the Cagayan River. I appreciate the importance of crafting a good plan and give higher degree of credence to ensuring its successful implementation. This is the greatest challenge for the Local Government Units and to other stakeholders of the Cagayan River’s development. -

NATURE PARKS IN THE REPUBLIC OF CROATIA Brankica Cigrovski-Detelić, Dražen Tutić, Dino Udovičić University of Zagreb, Faculty of geodesy Kačićeva 26, 10 000 Zagreb, Croatia Abstract Environmental protection, the preservation of biological and landscape diversity, and rational usage of natural resources and energy in the most convenient way are the basic conditions of healthy life and the fundament of a sustainable development of every country. The nature and natural values are of great interest for the Republic of Croatia, and they are particularly protected, which is also legally regulated. There are altogether 11 nature parks in the Republic of Croatia: Biokovo, Kopački rit, Lonjsko polje, Medvednica, Papuk, Telašćica, Velebit, Vranko Lake and Učka. The paper presents the particularities and geographic position of all Croatian nature parks. Key words: Nature Park, natural resources, environmental protection 1. INTRODUCTION Nature Park is, according to the Environmental Protection Act of the Republic of Croatia (National Gazette 162/03) regionally natural or partly cultivated land and/or sea area with ecological properties of international or national significance, with emphasized landscape, educational, cultural and historical, and tourist and recreation values. In the Republic of Croatia there are altogether 11 nature parks: Nature Park Biokovo, Nature Par Kopački rit, Nature Park Lonjsko polje, Nature Park Medvednica, Nature Park Papuk, Nature Park Telaščica, Nature Park Velebit, Nature Park Vransko Lake, Nature Park Učka, Nature Park Žumberak – Samobor Mountains and Nature Park Lastovo islands. -

In Philippines where typhoons frequently occur, flood risk maps are essential for the protection of communities and ecosystems in watersheds. This study created flood inundation maps with climate change considerations under 2020 A1B1 and 2050 A1B1 scenarios for four major river basins in the Philippines: the Agno, Cagayan, Mindanao, and Buayan-Malungon River Basins. From these maps, the most vulnerable areas for each basin are identified using GIS mapping software. Sixteen inundation risk maps were generated, four for each river basin, in terms of built-up areas, roads, bridges, and dams. Results showed that the northern part of Cagayan River Basin and the central parts of the Agno and Mindanao River Basins are the most flood-prone areas, while the Buayan-Malungon River Basin will have no significant inundation problems. Part One THE proper utilization of the country’s rivers and its raw water supply, a major economic resource in the Philippines, can provide the much-needed boost to help the country sustain growth and achieve the status of a First World economy, the country’s top environment official said. Citing the case of Singapore, Secretary Regina Paz L. Lopez of the Department of Environment and Natural Resources (Denr) said properly managing the country’s rivers is the key to sustaining the country’s growth and development. The key to Singapore’s phenomenal economic growth, she said, was the cleaning of the Singapore River, allowing it to spur economic activities, generate income and provide employment through tourism. Following the footsteps of Singapore and other first-world economies, the Philippines should be able to sustain growth by optimizing the ecosystems services provided by rivers and its abundant supply of freshwater, Lopex said. “The key to all the other first- world economies was the cleaning of their rivers; from Germany to France, to Korea,” says Lopez, an environmental advocate who once led the Pasig River Rehabilitation Commission, the agency tasked to rehabilitate one of the country’s most polluted. “So the recipe works.” The Denr, the agency mandated to manage the country’s natural wealth, is implementing various programs geared toward protecting and conserving the country’s rivers. -
