  • Porchester Square Gardens Management Plan 2008 – 2013
Porchester Square Gardens Management Plan 2008 – 2013 FORWARD Westminster is one of the most densely populated cities in the United Kingdom, if not the World, with around 90% of its residents living in flats. Hence Westminster’s parks and open spaces are enormously valued by its residents, as well as those who work and visit the city. It is, therefore the Council’s policy to work towards maintaining all of its parks to a Green Flag standard; to renew the infrastructure and to ensure that our parks and open spaces are something we can all be proud of. I am keen that all our residents and visitors should have an opportunity to become involved in the future development of our green spaces. We need to ensure that we are providing a full range of facilities and services that local residents and visitors would like to see, which will clearly vary from park to park around the City. In pursuit of excellence, the City Council wants each of the parks entered for the prestigious Green Flag award not only to gain but retain the award. This management plan for Porchester Square sets out our proposed plans for the park over the next five years. The plan is intended to enable us to achieve the highest horticultural and environmental quality, to ensure continuous top quality maintenance and provide facilities for residents and visitors to play, walk, exercise and relax. All this needs to be managed to ensure that there is something for everyone in the City’s parks and open spaces. If you have any comments you would like to make about the content of this

Our role is to provide independent and objective built heritage advice to the GLA as local planning authority for the determination of an application for full Planning Permission for this proposed development. 1.2 As background, the ‘Applicant’ submitted an application for full Planning Permission to WCC for the following proposed development on this Site on 14 May 2019: “Erection of a mixed-use development comprising ground floor (at Kingdom Street level), plus 18 storeys to provide offices (B1a) plus ancillary plant and amenity areas. • Dear Mr Handley Town & Country Planning Act 1990
Mr Rupert Handley Our ref: GLA/4925/02 Development Planning Your ref: 19/03673/FULL City of Westminster Date: 23 March 2020 PO Box 732 Redhill, RH1 9FL Dear Mr Handley Town & Country Planning Act 1990 (as amended); Greater London Authority Acts 1999 and 2007; Town & Country Planning (Mayor of London) Order 2008 5 Kingdom Street, Paddington Local Planning Authority Reference: 19/03673/FULL Direction under Section 2A of the 1990 Act I refer to your letter of 10 March 2020 informing the Mayor that Westminster City Council is minded to refuse planning permission for the above planning application. I refer you also to the notice that was issued on 17 March 2020 under the provisions of article 5(1)(b)(i) of the above Order. The Mayor has delegated his planning powers to me and having now considered a report on this case, reference GLA/4925/02 (copy enclosed), I hereby direct (under the powers conferred by Section 2A of the 1990 Act) that the Mayor will act as the local planning authority for the purposes of determining the above planning application. My reasons are as follows: a) The development would have a significant impact on the implementation of the London Plan because of the potential for the scheme to contribute towards the aims of London Plan Policies 2.10, 2.11, 2.13 and 4.2, London’s economy and the implications for London’s continued success as a world city, as set out in the attached report. b) The development would have a significant effect on more than one London Borough because of a clear functional relationship with the wider CAZ and Paddington Opportunity Area.
