    Special Report: Gauteng Xenophobic Attacks February 2017 Prepared by Alexandra Hiropoulos 26 February 2017 Over the past two years, xenophobic violence has claimed lives and destroyed property in communities across South Africa. As shown in Table 1, nearly 70 people have died, over 100 have been assaulted, close to 600 shops have been looted and over 10,000 people have been displaced due to xenophobic incidents between January 2015 and January 2017. Since official figures are not released by the South African Police Service, figures in Table 1 are based on media reports which likely underestimate the total number of victims during attacks. Table 1: Xenophobic Incidents across South Africa between January 2015 and January 2017 Type of Incident Number of Reports Deaths 66 Assaults 116 Looted 571 People Displaced 11,140 This special report provides a time line of xenophobic events in Gauteng province during February 2017. Information is based predominantly on media reports1 as well as reports from Xenowatch partners which include the United Nations High Commissioner for Refugees (UNHCR). Between 05 and 24 February this year, community raids of foreign-owned or occupied residences and businesses led to the victimisation of well over 60 individuals, including foreign nationals and South African citizens. 1 Links to sources are embedded within text throughout the document. Table 2 provides descriptive information on events that transpired during attacks this month. In many cases, the exact number of victims is unknown. In each location, multiple homes and businesses were looted. The total number of victims is likely higher than those presented in Table 2.

Introduction The Mabopane-Centurion Development Corridor" (MCDC)-project. as referred to in Chapter Two, is discussed in depth in this chapter. This incorporates a reference to the development corridor approach in the Republic of South Africa, but focuses primarily on sections reflecting the key focuses, project strategies, success stories and the institutional arrangements for the MCDC-project. 2. Background issues to the corridor development approach in the Republic of South Africa As far back as the early 1970's, the Republic of South Africa experienced a general lack of focused urban development contributing to principles such as urban efficacy, efficiency and productivity, especially as far as public transport-orientated development is concerned. This view was expressed repeatedly in reports compiled in the past by government, amongst them the report of the Driessen Commission on Urban Transportation in South Africa, compiled in 1976 (Department of Transport, 1993). Furthermore, the fact that government could not succeed in integrating public transport and the government's economic development policies in the 1980's and 1990's, contributed (together with the former apartheid policies) to the development of the fragmented urban complexes , as known today. The latter is expressed in official government reports SO compiled by the national Department of Transport in the 90's, which recognised the " .. .need for affirmatively restructuring South African cities in favour of those who are disadvantaged by poverty, limited access to cars and the legacy of apartheid .

    03Site & Theoretical Approach West Fort Davisonville Heritage Village Leprosy Hospital Site Mabopane BELA BELA Wonderboom CONTEXT BRITS airport The site is situated to the West of Pretoria. The West Fort Zambesi Drive is located on the Waterberge, near Lotus Gardens and Danville. The area is very neglected and various RDP City of Tshwane low-income housing surround the area. The site is West Fort approximately 400ha in extent. It is situated N4 approximately 10km to the west of Church Square and to the north of the low income township Lotus Gardens. Menlyn Access from the CBD of Tshwane is via the N4 Highway national map Maputo and Church Street (Holm Jordaan: 2008). PHYSICAL CHARACTERISTICS TOPOGRAPHY Centurion The northern boundary of the site is formed by the Daspoortrant also known as the Witwaterberg and forms R21 part of the Magaliesberg. The site lies against the southern slopes of this ridge. The entire site therefore lies higher than existing developed areas and enjoys a view towards the southern parts of Tshwane. The upper Midrand slopes of the ridge does not allow for township N1 development due to the steepness and also due to the presence of rocky outcrops. Kempton MUNICIPAL WATER RESERVOIR Sandton Park Slightly further east of the fort is a large municipal water O.R Tambo reservoir at about 1521m, the highest point in the vicinity, Johannesburg CBD airport just outside of the cadastral boundaries of the site. THE ARCHAEOLOGICAL SITE Witbank An archaeological site is situated near the western-most neck, near the top of the Daspoortrant. It is believed that the homesteads belonged to Sotho-Tswana speaking Springs people and that it dates back to the 16th century.
