SETTLEMENTS 8 County Durham Settlement Study September 2017 Planning the future of County Durham 1 Context 1 Context County Durham has a population of 224,000 households (Census 2011) and covers an area of 222,600 hectares. The County stretches from the North Pennines Area of Outstanding Natural Beauty (AONB) in the west to the North Sea Heritage Coast in the east and borders Gateshead and Sunderland, Northumberland, Cumbria and Hartlepool, Stockton, Darlington and North Yorkshire. Although commonly regarded as a predominantly rural area, the County varies in character from remote and sparsely populated areas in the west, to the former coalfield communities in the centre and east, where 90% of the population lives east of the A68 road in around half of the County by area. The Settlement Study 2017 seeks to provide an understanding of the number and range of services available within each of the 230 settlements within County Durham. (a) Identifying the number and range of services and facilities available within a settlement is useful context to inform decision making both for planning applications and policy formulation. The range and number of services within a settlement is usually, but not always, proportionate to the size of its population. The services within a settlement will generally determine a settlement's role and sphere of influence. This baseline position provides one aspect for considering sustainability and should be used alongside other relevant, local circumstances.     Northeast England – A history of flash flooding Introduction The main outcome of this review is a description of the extent of flooding during the major flash floods that have occurred over the period from the mid seventeenth century mainly from intense rainfall (many major storms with high totals but prolonged rainfall or thaw of melting snow have been omitted). This is presented as a flood chronicle with a summary description of each event. Sources of Information Descriptive information is contained in newspaper reports, diaries and further back in time, from Quarter Sessions bridge accounts and ecclesiastical records. The initial source for this study has been from Land of Singing Waters –Rivers and Great floods of Northumbria by the author of this chronology. This is supplemented by material from a card index set up during the research for Land of Singing Waters but which was not used in the book. The information in this book has in turn been taken from a variety of sources including newspaper accounts. A further search through newspaper records has been carried out using the British Newspaper Archive. This is a searchable archive with respect to key words where all occurrences of these words can be viewed. The search can be restricted by newspaper, by county, by region or for the whole of the UK. The search can also be restricted by decade, year and month. The full newspaper archive for northeast England has been searched year by year for occurrences of the words ‘flood’ and ‘thunder’. It was considered that occurrences of these words would identify any floods which might result from heavy rainfall.

    Recovering the Popular Past: the Beamish Open-Air Museum in its British Context John Walton. This paper may seem somewhat paradoxical in the context of the symposium, because it deals with a museum project that deliberately marginalized and finally sold off its ‘great house’, while retaining and presenting to the public the two farmhouses that were on the site, and incorporating an array of other domestic and industrial buildings (including a cluster of coal miners’ cottages and the surface buildings and machinery of an actual coal mine) into a complex site which has grown during more than thirty years to occupy over three hundred acres. The text of the paper as presented here is an adaptation, with some shared text, of Chapter 6 of The Playful Crowd: Pleasure Places in the Twentieth Century, a book that I co-authored with Gary Cross in 2005; but the research on the North of England Open Air Museum at Beamish, in County Durham, and its interpretation in the British context, is my own.1 The later years of the twentieth century saw the rise of the open-air museum of industrial and social history in Britain. Its range of artefacts and reconstructions from a documented past laid claim to scholarly accuracy and historical authenticity in ways that commercial theme-parks did not choose to emulate. A significant British pioneer in this field was the open-air museum at Beamish in County Durham, in the old industrial north- east of England. Seeking to represent a relatively recent industrial past, much of which was still within living memory, Beamish rode the wave of interest in industrial archaeology that grew out the work of L.T.C.

    Case study on the experience of newly established local (parish and town) councils STANLEY TOWN COUNCIL (DURHAM) Background Stanley Town Council was created through statutory instrument on 11th April 2007. It set its first precept during the later stages of 2008/09 and became officially operational on 1st April 2009. Stanley is a former colliery town in County Durham, centred on a hilltop between Chester- le-Street and Consett. The town now stretches into what were formerly neighbouring villages and towns, such as Annfield Plain to the west, Tanfield and Tantobie to the North, and Beamish and Pelton to the east. The creation of the council came about as a result of a public petition. For many years there was a strongly expressed local view that Stanley had a separate geographic and historical identity from the other settlements which comprised the former Derwentside District Council. However, this was not supported by the District Council. As the campaign gathered momentum, the support of a local MP became important. This was seen as crucial when the case for the new council was finally approved by the Secretary of State. National policy also played a key role at that point.
