SMART CITY MISSION AND AMRUT

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether the Government is implementing Smart City Mission and Atal Mission for Rejuvenation and Urban Transformation (AMRUT);
(b) if so, the details thereof and the likely benefits thereof indicating the role of the States therein and the names of the cities selected thereunder, State/UT-wise and the criterion adopted for their selection; (c) the expenditure incurred thereon and work done thereunder along with the criterion fixed for funding of these works and the manner in which funds are likely to be mobilised; (d) the details of the proposals received from the States/UTs under the said missions along with the action taken on them indicating the funds allocated, released and utilized thereunder during each of the last three years and the current year, State/UT-wise; ...2/- -2- (e) the financial assistance sought and made available by foreign countries in this regard; and (f) the details of the discussions made with States and private companies in this regard indicating the suggestions received and the reaction of the Government thereto along with the further steps taken by the Government for successful implementation of these missions? (a) &(b): Yes, Sir. The Smart Cities Mission(SCM) and Atal Mission for Rejuvenation and Urban Transformation (AMRUT), both the Centrally Sponsored Schemes, were launched on 25 th June, 2015.
Under SCM, 100 Smart Cities have been selected through a two- stage competition. A total of 5,151 projects worth Rs. 2,05,018 crore have been included by selected 100 cities in their Smart City Proposals, the details of which and timeframe for completion are available on the SCM website (www.smartcities.gov.in).
As regards AMRUT, in total, 500 cities have been included in the AMRUT covering approximately 60% of urban population in the country. The thrust areas of AMRUT are water supply, sewerage & septage management, storm water drainage, green spaces and park and non-motorised urban transport. The details of AMRUT are available on AMRUT website ( www.AMRUT.gov.in ). The lists of selected cities under SCM &AMRUT are annexed as Annexure-I &II.
(c)& (d): As per Smart Cities Mission Statement and Guidelines, the Central Government proposes to give financial support to the extent of Rs.48,000 crores (45% of SCP value- including state share) over five years i.e. an average of Rs.500 crore per city over the Mission period. An equal amount, on a matching basis,
...3/- -3- is to be provided by the State/ULB. Apart from these, around Rs. 42,028 crores (21%) is expected from convergence with other Missions, Rs. 41,022 crores (21%) from PPP, around Rs. 9,843 crores (4.8%) from loans, Rs. 2,644 crores (1.3%) from own resources and remaining from other sources. Since the inception of SCM in June, 2015, till 11 th July, 2019, out of 5151 proposed projects worth Rs. 2,05,018 crore, 3,645 projects worth Rs. 1,34,994 crore (66%) have been tendered, out of which 2,834 projects worth Rs. 90,176 crore (44%) have been completed/under implementation. Rest of the projects are at DPR stage. As per Smart Cities Mission Statement & Guidelines, yearly instalment of funds are released to the Smart Cities after they meet certain conditions such as timely submission of City Score Card, satisfactory physical and financial progress, achievements of milestones given in the roadmap etc. The timelines for completion of projects by the Smart Cities is five years from the date of their selection as Smart Cities.
In AMRUT, a total outlay of Rs. One Lakh Crore has been made including a Central Assistance of Rs.50,000 crore spread over 5 years i.e. from FY 2015-2016 to FY 2019-2020. The balance share of Rs.50,000 crore has to come from States and ULBs. State Annual Action Plans (SAAPs) for the entire Mission period (2015- 2020) have been approved for Rs.77,640 crore including committed central assistance of Rs.35,990 crore. Out of the total SAAP size of Rs.77,640 crore, works have been completed for 1,673 projects worth Rs.4,262 crore, contracts have been awarded & work in progress for 3,247 projects worth Rs.61,148 crore, 621 projects worth Rs.14,917 crore are under tendering
and DPRs worth Rs.1,503 crore are under preparation. The central assistance allocated to a State/UT is released in three instalments in 20:40:40.
The details of funds released to the States/UTs for implementation of SCM and AMRUT projects during the last three years and current year and utilization certificates received are at Annexure-III &IV respectively. ...4/-

(e): SCM and AMRUT, being the Centrally Sponsored Schemes, no financial assistance has been sought from foreign countries. SCM have collaborated in specific areas of work with some countries. These countries, inter alia, include Germany through GIZ, United Kingdom – DFID, USA through USTDA, Denmark, Netherlands, France though AFD, Japan through JICA.
(f): The implementation of SCM, at the City level, is done by a Special Purpose Vehicle (SPV) created for the purpose. SPV plans, appraises, approves, releases funds, implements, manages, operates, monitors and evaluates the Smart City development projects.
In addition, for fast track implementation and timely completion of SCM & AMRUT, the Ministry regularly reviews the progress of implementation of the Missions in all States/UTs/Smart Cities through meetings, video conferences and official visits. Progress of the Missions is also monitored by the Apex Committees constituted under the Missions.
Further, as per AMRUT guidelines, there will be a quarterly external monitoring by the Independent Review and Monitoring Agency (IRMA). IRMA submits the report to the State AMRUT Director. The State AMRUT Director submits the action taken on IRMA report at the time of claiming funds in AMRUT. Hand- holding support is also being provided to the required States/UTs for successful implementation of AMRUT.
