Terms of Reference for the Conduct of an Earthquake Safety Assessment of the UN Offices in Yangon Terms of Reference for the Conduct of an earthquake safety assessment of the UN offices in Yangon Background Myanmar is prone to regular earthquakes and is impacted by the active Sagaing fault while the western coastline is mirrored by the Northern Sunda Megathrust. The Sagaing fault passes close to Yangon and even closer to Mandalay. The Sagaing Region experienced a magnitude 6.9 earthquake in April. Mandalay is assessed as being at particular risk while Yangon is located on an alluvial plain making it somewhat less affected by earthquakes, although they are still felt. Yangon has not suffered a major earthquake since 1930 when 600 people died. The general poor infrastructure and lack of seismic resistant construction methods means that most buildings are vulnerable to the impact of an earthquake. Given the potential high risk for the safety of the personnel and visitors in the office, UNDSS in Myanmar in collaboration with UN Agency Offices in Myanmar is exploring to identify a company or an institution to conduct a study to assess the earthquake safety immediately to take necessary actions to mitigate the risks caused by earthquake in the future. Objective of the study The immediate objective of the study is to provide a professional analysis of the safety of the UN offices building in Yangon from earthquake forces and recommend a mitigation plan to ensure the safety of staff. Approach to the study The consultant will propose in their offer the methodology, the approach and a detailed implementation plan to the assessment based on up-to-date knowledge in the earthquake assessment of buildings in accordance to the provisional Myanmar National Building Code (as a minimum) and international best practices. Activities may include the following: desk review of available information, physical inspection of the buildings and foundations, consultations with MHSC and UN Department of Security and Safety (UNDSS), soil analyses, historical seismic records, structural calculations, and other relevant work. Timing and deliverables The study shall be completed within two weeks. Planned start date is last week of January 2018. Draft report Due within 4 weeks of signing the contract Final report Due after 2 weeks of receiving feedback from UN Agencies on the draft report The report will contain the following: 1. Outline the methodology and code of practice used to analyse the structural stability of all the buildings in the premises against earthquake, cost of carrying out earthquake strengthening work, and insurance approaches 2. Detailed description of the identified risks and potential impact of each risk if it occurs 3. Recommendations to mitigate identified risks in consultations with the MHSC/UNDSS and in line with relevant ILO standards on health and safety 4. Annexes as required to support the findings in the report including tools and questionnaire for the evaluation Management of the contract The Consultant will directly report to UNOPS for draft and final reports clearance and acceptance. Submission and Evaluation of the quotations The offerer is expected to submit the proposal with a description of the methodology, the approach and a detailed implementation plan. UNDP will evaluate the technical proposal based on 1. Offeror’s qualification, capacity and expertise 2. Proposed Methodology, Approach and Implementation Plan and technical compliance with the requirements of the TOR 3. The aim is to understand the value of cultural heritage and assess the importance for socio-economic development of our country. Yangon is the attractive city of Myanmar and the center of economics, religion, politics and culture. According to Yangon City Heritage List of Yangon City Development Committee, it consists of 171 structures and is largely made up of mostly religious structures, and British colonial era buildings. The study is presented by the spatial distribution pattern of heritages within Yangon City, which is analysed into eight groups from the geographic point of view. The total number of heritage in city is 171, and 89 or 52 percent of them are cultural heritages. Most of the heritages are found in Kyauktada township with 39 or 23 percent. This research intends to safeguard the cultural heritage of our country to learn and to promote the cultural heritage sectors, and to help the economic growth in the area.
