Current- ly, despite the importance of the issue, no specific study and planning have been done to locate proper zones for an outing. In this regard, evaluation of the land potential for any kind of activity such as recre- ational planning is the first step in planning. In this study, we evaluated and zoned the ecotourism po- tential of Marivan in Kurdistan province with fuzzy logic, FAHP, and TOPSIS, based on 15 criteria and ap- plying GIS, where the outcome was zoning map of areas most suitable for ecotourism development. The results indicated that a total area of 3183 km2 (included in the study), classes 4 and 5, respective- ly, with 151 and 513 km2 constitute the most appropriate zones for ecotourism development. Among points with ecotourism attraction, the Zarivar Lake claimed the top priority while Anjiran Heights re- ceived the last priority. IRAN EXECUTIVE SUMMARY the Islamic Republic of Iran
IRAN EXECUTIVE SUMMARY The Islamic Republic of Iran is a constitutional, theocratic republic in which Shia Muslim clergy and political leaders vetted by the clergy dominate the key power structures. Government legitimacy is based on the twin pillars of popular sovereignty--albeit restricted--and the rule of the supreme leader of the Islamic Revolution. The current supreme leader, Ayatollah Ali Khamenei, was chosen by a directly elected body of religious leaders, the Assembly of Experts, in 1989. Khamenei’s writ dominates the legislative, executive, and judicial branches of government. He directly controls the armed forces and indirectly controls internal security forces, the judiciary, and other key institutions. The legislative branch is the popularly elected 290-seat Islamic Consultative Assembly, or Majlis. The unelected 12-member Guardian Council reviews all legislation the Majlis passes to ensure adherence to Islamic and constitutional principles; it also screens presidential and Majlis candidates for eligibility. Mahmoud Ahmadinejad was reelected president in June 2009 in a multiparty election that was generally considered neither free nor fair. There were numerous instances in which elements of the security forces acted independently of civilian control. Demonstrations by opposition groups, university students, and others increased during the first few months of the year, inspired in part by events of the Arab Spring. In February hundreds of protesters throughout the country staged rallies to show solidarity with protesters in Tunisia and Egypt. The government responded harshly to protesters and critics, arresting, torturing, and prosecuting them for their dissent. As part of its crackdown, the government increased its oppression of media and the arts, arresting and imprisoning dozens of journalists, bloggers, poets, actors, filmmakers, and artists throughout the year. -

NGO in Special Consultative Status with the Economic and Social Council of the United Nations Check against delivery Organization: Lawyers’ Rights Watch Canada Item: Item 4: Interactive Dialogue with the Special Rapporteur on the Islamic Republic of Iran Date: 11 March 2019 Speaker: Ms. Hélène Ramos dos Santos Oral Statement to the 40th Session of the UN Human Rights Council from Lawyers’ Rights Watch Canada (LRWC), NGO in special consultative status Re: Ongoing and Intensified Wrongful Treatment of Lawyers in the Islamic Republic of Iran Mr. President, Lawyers’ Rights Watch Canada thanks the Special Rapporteur for his report1 and calls on Council to take action to stop the criminalization of legal practice and peaceful human rights work in Iran. LRWC’s written report to Council in 20142 outlined Iran’s failure to fulfil its obligations under the ICCPR3 and the UN Basic Principles on the Role of Lawyers.4 Iran continues to unlawfully intimidate and harass lawyers and human rights defenders. Iran has intensified its crackdown on lawyers and defenders since mid-2018,5 including the arbitrary arrest and ill-treatment of lawyers such as Amirsalar Davoudi, Arash Keykhosrqavi, Farokh Forouzan, Hoda Amid, Peyam Derafshan, Qasem Sholehsaadi, and Zeinab Taheri.6 LRWC notes that of nine lawyers wrongfully prosecuted and arbitrarily detained between 2009 and 2014, authorities continue to unlawfully interfere with human rights lawyer Nasrin Sotoudeh’s lawful representation of cases. Authorities arbitrarily arrested Ms. Sotoudeh on 13 June 2018 in relation her defense of women protesting Iran’s forced veiling laws and her opposition to the death penalty. -

Prepared Testimony to the United States Senate Foreign Relations Subcommittee on Near Eastern and South and Central Asian Affairs May 11, 2011 HUMAN RIGHTS AND DEMOCRATIC REFORM IN IRAN Andrew Apostolou, Freedom House Chairman Casey, Ranking member Risch, Members of the Subcommittee, it is an honour to be invited to address you and to represent Freedom House. Please allow me to thank you and your staff for all your efforts to advance the cause of human rights and democracy in Iran. It is also a great pleasure to be here with Rudi Bakhtiar and Kambiz Hosseini. They are leaders in how we communicate the human rights issue, both to Iran and to the rest of the world. Freedom House is celebrating its 70th anniversary. We were founded on the eve of the United States‟ entry into World War II by Eleanor Roosevelt and Wendell Wilkie to act as an ideological counterweight to the Nazi‟s anti-democratic ideology. The Nazi headquarters in Munich was known as the Braunes Haus, so Roosevelt and Wilkie founded Freedom House in response. The ruins of the Braunes Haus are now a memorial. Freedom House is actively promoting democracy and freedom around the world. The Second World War context of our foundation is relevant to our Iran work. The Iranian state despises liberal democracy, routinely violates human rights norms through its domestic repression, mocks and denies the Holocaust. Given the threat that the Iranian state poses to its own population and to the Middle East, we regard Iran as an institutional priority. In addition to Freedom House‟s well-known analyses on the state of freedom in the world and our advocacy for democracy, we support democratic activists in some of the world‟s most repressive societies, including Iran. -

The aS trap Of Western Anatolia And The Greeks Abstract This dissertation explores the extent to which Persian policies in the western satrapies originated from the provincial capitals in the Anatolian periphery rather than from the royal centers in the Persian heartland in the fifth ec ntury BC. I begin by establishing that the Persian administrative apparatus was a product of a grand reform initiated by Darius I, which was aimed at producing a more uniform and centralized administrative infrastructure. In the following chapter I show that the provincial administration was embedded with chancellors, scribes, secretaries and military personnel of royal status and that the satrapies were periodically inspected by the Persian King or his loyal agents, which allowed to central authorities to monitory the provinces. In chapter three I delineate the extent of satrapal authority, responsibility and resources, and conclude that the satraps were supplied with considerable resources which enabled to fulfill the duties of their office. After the power dynamic between the Great Persian King and his provincial governors and the nature of the office of satrap has been analyzed, I begin a diachronic scrutiny of Greco-Persian interactions in the fifth century BC. -

THE WASHINGTON INSTITUTE FOR NEAR EAST POLICY n OCTOBER 2020 n PN85 PROTESTS AND REGIME SUPPRESSION IN POST-REVOLUTIONARY IRAN Saeid Golkar Green Movement members tangle with Basij and police forces, 2009. he nationwide protests that engulfed Iran in late 2019 were ostensibly a response to a 50 percent gasoline price hike enacted by the administration of President Hassan Rouhani.1 But in little time, complaints Textended to a broader critique of the leadership. Moreover, beyond the specific reasons for the protests, they appeared to reveal a deeper reality about Iran, both before and since the 1979 emergence of the Islamic Republic: its character as an inherently “revolutionary country” and a “movement society.”2 Since its formation, the Islamic Republic has seen multiple cycles of protest and revolt, ranging from ethnic movements in the early 1980s to urban riots in the early 1990s, student unrest spanning 1999–2003, the Green Movement response to the 2009 election, and upheaval in December 2017–January 2018. The last of these instances, like the current round, began with a focus on economic dissatisfaction and then spread to broader issues. June 8, 2020 To Members of the United Nations Human Rights Council Re: Request for the Convening of a Special Session on the Escalating Situation of Police Violence and Repression of Protests in the United States Excellencies, The undersigned family members of victims of police killings and civil society organizations from around the world, call on member states of the UN Human Rights Council to urgently convene a Special Session on the situation of human rights in the United States in order to respond to the unfolding grave human rights crisis borne out of the repression of nationwide protests. The recent protests erupted on May 26 in response to the police murder of George Floyd in Minneapolis, Minnesota, which was only one of a recent string of unlawful killings of unarmed Black people by police and armed white vigilantes. We are deeply concerned about the escalation in violent police responses to largely peaceful protests in the United States, which included the use of rubber bullets, tear gas, pepper spray and in some cases live ammunition, in violation of international standards on the use of force and management of assemblies including recent U.N. Guidance on Less Lethal Weapons. Additionally, we are greatly concerned that rather than using his position to serve as a force for calm and unity, President Trump has chosen to weaponize the tensions through his rhetoric, evidenced by his promise to seize authority from Governors who fail to take the most extreme tactics against protestors and to deploy federal armed forces against protestors (an action which would be of questionable legality). -

During Rouhani’s campaign rallies, not only did he make explicit references to issues of political and social freedom and promises to uphold such freedoms in his second term, his supporters also repeatedly made clear their demands for improvements in human rights. Despite Iran’s tradition of giving the incumbent a second term, Rouhani’s re-election was uncertain. Many Iranians struggling with high unemployment and other economic problems did not see any improvement in their daily lives from Rouhani’s signature achievement—the nuclear deal and easing of interna- tional sanctions. Yet even though the other candidates offered subsidies and populist proposals, and Rouhani’s economic proposals were modest, he won by a large margin—far greater than his win in 2013. In addition to his rejec- tion of populist economics, Rouhani was the only candidate that talked about human rights—and the more he focused on this issue, the more his support coalesced and strengthened. -

And Sheikh Qassim, who simultaneously leads the Bahraini Shi’a majority’s just struggle for a more r democratic society and acts as an agent of the Islamic Republic of Iran, matters to the future of Bahrain. A survey e of the history of Shi’a activism in Bahrain, including Sheikh Qassim’s political life, shows two tendencies: reform and t revolution. Regardless of Sheikh Qassim’s dual roles and the Shi’a protest movement’s periodic ties to the regime in Tehran, the United States should do its utmost to reconcile the rulers and the ruled in Bahrain by defending the s civil rights of the Bahraini Shi’a.
