    87th LEGISLATIVE SESSION AND COVID RESTRICTIONS On January 12, 2021, lawmakers from across the state will convene the 87th Texas Legislative Session, meeting for the Regular Session over the following 140 days through May 31. This will be the first time that all 181 legislators will come together since the beginning of the Covid-19 pandemic, and the virus is top-of-mind for everyone involved. While the Governor recently announced the re-opening of the Capitol building on January 4, we have minimal knowledge of the health and safety protocols the members, staff and Capitol visitors will have to follow when they enter the building next week. It will surely be a much different environment than previous sessions. We know the following requirements will be in place as of today, per a memo released by the State Preservation Board last week: • The Capitol building will only be open from 9 a.m. to 6 p.m., Monday through Friday; it will be closed Saturday and Sunday for cleaning. • The public may only enter through the North Capitol entrance. • Covid testing will be encouraged and provided on the North Plaza at no expense. • A mask will be required to be worn inside the building at all times. • All deliveries to the Capitol, including food and beverage, must be left at the loading dock; no delivery personnel will be allowed beyond the loading dock or through the public entrance. • No public tours or groups or sponsored event space will be available. • The House and Senate will manage public access to their offices once convened and rules are adopted, and the public will need to check with the offices directly for specific guidelines.

Price Foundation Background • Under current law, farmers can legally sell raw milk in Texas directly to consumers under a Grade A Raw for Retail license. Texas Grade A Raw for Retail dairies are subject to regulations that meet or exceed all regulatory standards for pasteurized milk. • Agency regulations limit the sales to “the point of production, i.e., at the farm.” This marketing restriction burdens both farmers and consumers. Farmers who invest significant resources to become licensed face unfair limitations. Consumers who want unprocessed food must expend significant time, gas, and money on long weekly drives. • Texas raw milk farmers have an excellent safety record. CDC data from 1998-2008 show that there were only two reported illnesses attributed to raw milk in Texas during that time. Since 2008, there have been 4 additional illnesses allegedly linked to raw milk, for a total of 6 illnesses in 15 years.

Introduction Political scientists have long used roll call votes cast by members of the U.S. Congress to plot the legislators on the liberal-conservative dimension along which most legislative politics in our nation’s capital (as well as in Austin) now takes place.1 Here, drawing on the data provided by roll call votes held during the combined 2011 regular and first special legislative sessions (January-June), I provide similar information for the members of the Texas House of Representatives. These data provide a window from which to view only one facet of a representative’s activities in Austin, and should thus be considered as one of many tools utilized by citizens to evaluate their elected officials.

    Community Support from State Representatives This list reflects letters received from State Representatives in order to apply points to Applications in the 2020 Competitive Housing Tax Credit cycle under 10 TAC §11.9(d)(5) of the Qualified Allocation Plan (QAP). This is solely a list of letters received and under review and is not a formal assessment of points. The purpose of this list is to enable applicants and elected officials to review the list of letters and confirm that all letters submitted have been received and are under review. The second worksheet includes letters received by the Department but will not be scored, along with information about why the letters will not be scored. As no eligibility or scoring determinations have been made, the posting of this list does not serve to trigger the appeals rule. The list is sorted by application number. All eligible applications submitted to the Department for the 2020 cycle are listed, regardless of whether or not any letters were received. In order to qualify for points the letter must come from the elected official whose district boundaries include the development site, must clearly state support for or neutrality or opposition to the specific Development, and must have been received by the Department by the final application submission date. Pursuant to §11.9(d)(5)(B) of the QAP, if no letter was received from a State Representative, or if a letter received conveys that no written statement of support, neutrality, or opposition will be provided by the State Representative for a particular Development, points available under this subparagraph will be based on how an Application scores under §11.9(d)(1), of the QAP relating to Local Government Support.
