Abstract The number of fatally injured drivers who had blood alcohol concentrations (BAC) of .08 g/dL or more at the time of their crashes has decreased in recent years in the United States while the number of pedestrians killed at similar BACs has increased. A BAC of .08 g/dL was the legal per se limit for drivers in all States at the time of this study. The objective of this study was to conduct analyses of demographic and driving record data for pedestrians killed in motor vehicle crashes to identify whether those killed with high BACs (.08 g/dL or more) had more prior alcohol-related driving offenses (e.g., DWI, DUI) on their driving records than did fatally injured pedestrians at BACs below .08 g/dL. The study obtained crash information and driving records for fatally injured pedestrians from five States, Florida, Massachusetts, Tennessee, Texas, and Washington. Overall, males represented 71.2 percent of the fatally injured pedestrians (BAC ≥ .08 78.6% male; BAC < .08 65.9% male). For the entire sample, 60 percent was middle-aged (30-59 years), 22 percent were 60+ years old, and 18 percent were less than 30 years old. Most of the BAC ≥ .08 males and females were 30-59 years old (7.0% and 72.5% respectively); 2.5 percent of the BAC ≥ .08 females were 60+ years old compared to 14.3 percent for the males; and 25 percent of the BAC ≥ .08 females were less than 30 years old compared to 15.7 percent of the males. When driving records were available (68.5% of the total sample of fatally injured pedestrians), about 45 percent of the males and 34 percent of the females who were BAC ≥ .08 had prior alcohol-related offenses compared to 21 percent of the males and 14 percent of the females who were BAC < .08. This finding suggests that people with prior alcohol related driving offenses may be at greater risk for being killed as high-BAC pedestrian than those without a prior alcohol offense. The study then identified strategies and countermeasure approaches with the potential to reduce impaired pedestrian fatalities given the study findings. Eight subject matter experts and the project staff generated a total of 50 countermeasure ideas in seven categories (reducing or preventing alcohol use; preventing or limiting/controlling walking or driving after high alcohol consumption; interventions by medical and social service personnel; interventions by law enforcement, courts, and probation; third-party interventions; increased awareness of the problem; and general pedestrian and traffic safety) that could potentially address the problem. 17. Kuttschreuter University of Twente Faculty of Behavioural, Management and Social Sciences Abstract Drunk bicycling, that is bicycling in public while intoxicated, is associated with an increased risk of accidents and severe injuries. In the Netherlands, under students it is common to use the bike as the standard means of transportation. This also includes bicycling to and from parties or other drinking occasions. Relatively little is known about the factors influencing drunk bicycling intentions and possible ways of intervening. The present research tries to shed some light on the Psychology of drunk bicycling by applying the Theory of Planned Behaviour (TPB). Prior research on similar behaviour like drunk driving and drunk walking indicates attitude and subjective norms as important predictors of intention and perceived risk shows sound correlations with attitude. That is why two factors – ‘perceived risk’ and ‘subjective norms’ – were manipulated in a 2 (low risk vs. high risk information) x 2 (negative vs. positive norms information) between- participants experiment. One hundred fifty-nine psychology students of the University of Twente participated in the study by filling out an online questionnaire with demographic variables and TPB measures related to drunk bicycling. Attitude, subjective norms and ultimately also intention of drunk bicycling were the independent variables. It was expected that the manipulations would influence attitude and subjective norms and that this change would transmit on intentions.

Martin died peacefully the morning of March 9, 2009 at his home in Havre de Grace, Maryland. The world is mourning today for the loss of Father Joseph C. Martin an authority on the treatment of alcoholism. He has been directly beneficial in saving thousands of lives around the world. His lectures reached grassroots America and through love and compassion he touched on the inner issues of alcoholism. “Every addict is a prisoner. He is a prisoner of the cells of his body which compel him to use whatever it is that is destroying him. He has no control over that.” In 1972 Father Martin made the film “Chalk Talk” on alcohol; a classic in the field of addiction education and treatment. “I wanted to make a presentation within the space of about an hour that would at least give a skeletal look at alcoholism; be a one shot presentation. The Case of Chile∗ Sebasti´an Otero Tom´as Rau (J-PAL) (PUC Chile) This version: August 2014 PRELIMINARY: PLEASE DO NOT CITE OR QUOTE Abstract In 2012, the Chilean government enacted a zero tolerance law that lowered the permissible blood alcohol content (BAC) threshold from 0.5 to 0.3, which also instituted severe financial and license revocation penalties for drivers of all ages. Using a rich panel municipality-level administrative record data set, this paper employs a difference-in-differences strategy to es- timate the causal impact of the law on car accidents and fatality rates. Results indicate that the law reduced the number of alcohol-related car accidents by 18% to a quarter of all accidents, which is entirely driven by non-fatal incidents. Evidence also indicates that the law works by increasing sober driving, not by reducing drunk drivers' alcohol consumption. Supporting current findings, this paper also shows evidence that the law has no effects on fatality rates. Lastly, it shows a three-month-long anticipation effects that coincide with the bill's announcement, which we attribute to a public confusion of the difference between the announcement and the enactment of the law. School of Health and Social Care, University of Greenwich Introduction In 2008 the Sheppey Health and Wellbeing Group (SHWG) raised awareness of the need for a project on the Isle of Sheppey with a focus upon drug and alcohol abuse. The SHWG is a network of over 20 local community groups and partners involved in various local public health initiatives. The group had been concerned for some time by regular reports of drugs and alcohol abuse in Sheerness, often leading to fights and other anti-social behaviour. The University of Greenwich was identified as a suitable partner to gather data about local needs. The members of the SHWG agreed that Sheppey Matters was best placed to work with the University on this project, funding was obtained from the HEFCE funded SECC initiative and a community researcher was employed to bridge the gap between the University of Greenwich and the Isle of Sheppey. The project was overseen by a steering group of individuals from the Isle of Sheppey and University of Greenwich.
