BOARD MEETING - PUBLIC SESSION JUNE 20, 1994

The Board Meeting - Public Session of The York Region Board of Education was held in the Board Room of The Education Centre, Aurora at 8:10 p.m. on Monday, June 20, 1994 with Chair B. Crothers presiding and the following members present; Trustees Barker, Bennett, Bowes, Caine, Dunlop, French, Hackson, Hogg, Irish, Jonsson, Kadis, Krever, Nightingale, Pengelly, Sinclair, Stevenson, Wakeling and Wallace.

Regrets: Trustee D. Middleton.

Also in attendance: French Language Advisory Committee Vice-Chair Y. Bourbonnais.

EXPRESSION OF SYMPATHY

The Board Chair announced with regret the passing of Trustee D. Middleton’s wife, Shirley. He extended the Board’s deepest sympathy to Trustee Middleton and his family.

STUDENT AND STAFF RECOGNITIONS

The East Gwillimbury Historical Society (Clare Eves, President)

The Director of Education stated that the East Gwillimbury Historical Society brings the pioneer aspect of the curriculum alive for students at Holland Landing, Park Avenue, Sharon and Queensville Public Schools. In the pioneer learning centres brought to their doorsteps, the students have an opportunity to touch history, which then becomes relevant to them. He said the society also responds to the learning needs of the older students. Society members are currently working on the history of the Holland River in preparation for a presentation to the Intermediate students. These local, active neighbours and friends are all volunteers who provide our students with an important link to the past. The Director recognized their contributions through Clare Eves, President of the Society.

Karan Gardiner, Policy and Program Coordinator for Human Resources, The Town of Markham

Through her dedication to helping students make the transition to the work world, Karan Gardiner has contributed significantly to the quality of education in York Region. The Director told trustees that, not only has Karan acted as a cooperative education liaison between the Town and all Markham area schools, but she has also made numerous classroom presentations on employee relations, resume writing, and interview skills. In addition, she promotes education and partnership to Town employees. Recently, her efforts on behalf of the Town of Markham led to the inauguration of a partnership with Unionville High School. Karan’s belief in the mutual benefits of partnerships articulates her efforts to ensure a valuable, meaningful and relevant education for all students, teachers, staff, business and the community.

Vic Priestly, Local Entrepreneur

Trustees were introduced to Vic Priestly, a man who believes in the importance of quality education and backs up his belief with both his support and his time. He has offered his knowledge and support to a variety of programs at Aurora High School. In the classroom, he shares his expertise and experience with business classes. He also provides additional support beyond the classroom, offering the use of his property for field trips and his equipment for special projects.

Vic’s advice to students - be the best at what you do, set a goal and work hard to achieve it - has helped students realize that dreams combined with hard work can come true.

The Rotary Club of Newmarket (Gord Cockburn, President)

The Board recognized Gord Cockburn, President of the Newmarket Rotary Club. The Rotary Club of Newmarket has demonstrated its commitment to the youth of Newmarket through a variety of initiatives:

. presenting scholarships to high school students in Newmarket; . sponsoring and arranging international exchanges; . coordinating the Interact Club for all Newmarket residents 14-18 years of age to encourage community service and to help devote students’ leadership skills; . providing financial assistance when needed; . organizing school career fairs; . providing guest speakers for classrooms.

Through these efforts and others, the Rotary Club of Newmarket continues to demonstrate its commitment to education.

York Central Hospital (Ken Tremblay, President and CEO)

The Director indicated that York Central Hospital has been a cooperative education placement for York Region secondary students for more than 10 years. Over the past decade, the hospital has offered excellent training in areas such as pharmacy, obstetrics, physiotherapy, nursing, rehabilitation and emergency. Through this effort, students have had the opportunity to explore possible careers in health care.

Recently, he said, York Central Hospital formed a formal partnership with Alexander Mackenzie High School. Through this partnership, six initiatives are currently unfolding, from job shadowing to assistance with rush jobs and from special project counselling to computer instruction for hospital personnel.

The York Region Board of Education’s partnership with York Central Hospital has provided an exemplary model for partnerships throughout the region. Board Minutes - Public Session Page 3 June 20, 1994

Toronto Sun "Teacher of the Year"

Trustees learned that Buttonville Public School teacher Jean Sena’s philosophy is to be your best. Jean models her philosophy, as attested to in her nomination for the Toronto Sun Teacher of the Year Award by student Mackenzie Sutherland, six and one-half years old. Mackenzie described Jean as "wonderful...terrific...the best." Sheri Sutherland, Mackenzie’s mother, noted that Jean creates "magic in her classroom...I wish I had had a teacher like her."

The Director stated that the Board is also proud of five of its teachers who were finalists in the annual contest:

1. Yvonne Dufault, Doncrest Public School; 2. Sue Flinders-Adams, Glen Cedar Public School; 3. Bill Guy, Morning Glory Public School; 4. Claude Picard, Royal Orchard Public School; 5. Penny Sedore, Dr. G.W. Williams Secondary School.

First in Physics

Joanna Karczmarek, an OAC student at Vaughan Secondary School and one of the 16 students selected for the Celebrating Student Success awareness project, has scored another first. Joanna is the first Canadian woman chosen for the International Physics Olympiad. She and four other Canadian students won places in the July event in China by competing against Canada’s best and brightest in a week of exams.

First in Math

Thornlea Secondary School student Traiq Muinuddin has won a gold medal in the national Cayley Math Contest for Grade 10 students. More than 20,000 students from across Canada participated in this challenging contest, which is sponsored by the Canadian Mathematics Competition at the University of Waterloo.

This feat, however, is not Tariq’s first such achievement. In Grade 9, he shared first place in the North American Atlantic-Pacific Math Contest and was on the national winning team of the Pascal Contest. In Grade 8, he was first in the National Mathematics League competition.

First in Fitness

The Director announced that E.J. Sand Public School has been awarded the prestigious Canadian Association for Health, Physical Education and Recreation/Fitness Canada Recognition Award for providing a high quality physical education program.

This award is presented annually to a select number of schools in Canada. Studies indicate that students who are engaged in a regular physical education program are healthier, happier, demonstrate improved fitness, develop active living skills, display positive behaviours and attitudes towards school, self and others, and experience enhanced academic achievement. First in

York Region’s young women curlers - two of our current students and two of our recent graduates - are Number One.

In April these young women, represented Canada, beating the American rink 10-7 in a dramatic finish at the Junior Women’s World Curling Championships in Sofia, Bulgaria.

The Junior Women’s World Curling Champions are:

1. Skip Kim Gellard, a graduate of Markham District High School, who also won the championship’s All-Star Skip Award; 2. Lead Sandy Graham, a Markville Secondary School student; 3. Second Lisa Savage, a Markham District High School student; 4. Third Corie Beveridge, a Markham District High School graduate.

Another First in Curling

Four Markville Secondary School students scored a first for Markville - an Ontario Federation of School Athletics’ Association title in curling.

Coached by Lou Goodwin, the foursome - Skip Julie Anderson, Vice Christy Anderson, Second Alexa Figgess, and Lead Kristin Turco - defeated White Pines of Sault Ste. Marie to capture the OFSAA Girls’ Curling Championships.

First in Student Politics

Trustees learned that Michael Rubinoff, a Grade 12 student at Thornlea Secondary School, has been elected Premier of the Ontario Secondary School Students’ Association, the largest student organization in Canada. President of the Thornlea Student Council, Michael has been working actively on behalf of his fellow students at Thornlea and throughout York Region. He was a recipient of the Board’s Excellence in Education Award in 1993.

PRESENTATION TO DIRECTOR OF EDUCATION

At this time two students from Doncrest Public School, Sharon Shih and Joyce Fong, presented the Director of Education with a poster and poem based on the theme "Together We’re Better". The poem focused on the interaction of the teacher, school, parent and home in the development of every child. Teacher Y. Dufault thanked the Director for his recent visit to Doncrest Public School.

1) Approval of Agenda

3) Non-Resident Fees - 1994

That Non-Resident Student Fees charged to other boards and to the Province for the calendar year 1994 be approved as outlined in the staff report, subject to adjustment when the actual financial data and attendance data for the year have been determined. 6) Approval of Textbooks

That the textbooks listed in the staff report be approved for use in all schools in accordance with sections 3b,p.ix; 5(a) and 5(b), p.xii; and Schedule 5,P.143; Circular 14, 1993, as amended, to delete the textbooks "No More Saturday Nights" and "Sworn Enemies".

7) Sutton Multi-Use Facility, Town of Georgina - Sketch Plans

That The York Region Board of Education approve the sketch plans of the Sutton Multi-Use Project as prepared by C.A. Ventin Architects Ltd. for submission to the Ministry of Education and Training.

That The York Region Board of Education approve the proposed "Development Agreement" subject to review and amendments by the Board’s solicitor.

That staff be authorized and directed to continue negotiations with The York Region Roman Catholic Separate School Board for the purpose of preparation of working drawings and the development of a detailed "Shared Use Agreement".

SPECIAL ANNOUNCEMENTS - RETIREMENT OF SUPERINTENDENT OF SCHOOLS DON JOHNSTON

At this time J. Jonsson read the following tribute in recognition of Superintendent of Schools D. Johnston.

"Don Johnston’s career began in 1961 as a teacher of History at Humberside Collegiate in Toronto. With only three years of teaching experience behind him, he quickly discovered the benefits of assuming additional responsibilities when he was appointed Head of the History department. received an outstanding service award from his colleagues for developing a history and contemporary studies curriculum guideline.

Seven years after first branching into education, Don became a program consultant in the Central Region Office of the Ministry of Education. From there he was assigned by the Ministry as a Financial Officer with the School Business and Finance Branch. Don’s expertise and conceptual ability were recognized by the Ministry where he continued to hold various positions for eleven years. Board Minutes - Public Session Page 9 June 20, 1994

Quite separate and apart from his commitment to education, Don was appointed Lieutenant Colonel in the Army Reserve. In this capacity, he served as the senior director at Militia Officers’ Training School and also on 5 Royal Tours. Perhaps one of Don’s most memorable moments in the Reserve came when he was personally decorated at Clarence House by the Queen Mother. He is still active in the Reserve and we are confident that Don looks forward to pursuing this interest during his retirement.

In August of 1988, The York Region Board of Education hired Don as Superintendent of Schools for what used to be called Area G. Don has been a respected leader, known primarily for his ability to calm the waters of conflict. A credit to his expertise was the highly successful opening of Woodbridge College where morale continues to be high and enrolment continues to grow.

School administrators in Don’s area would agree that they learned a great deal from his broad experience in education and from his ability to supervise, provide assistance and develop venues for professional development. I know that the West Education Centre team of Frank Brathwaite and Bill Gordon will miss his camaraderie and collegiality.

Retirement for Don means becoming more actively involved in all of the interests that formerly took a backseat to education. First on his agenda is a trip to Africa. Upon his return, Don will be found enjoying the serenity of his cottage with his wife Rosalyn.

On behalf of The York Region Board of Education, I wish you and your family a retirement filled with good health and happiness. Thank you, Don, for the commitment you have made over the past 33 years to education."

MINISTRY FUNDING ACKNOWLEDGEMENT

At this time the Board Chair announced the $76 million allocation received by The York Region Board of Education for capital projects from the Ministry of Education and Training. The Chair indicated the allocation was timely considering the changing demographics, student enrollment increases and the complex nature of education finance. He said that predicting growth and planning appropriately for student programs and student success is the mandate for both educators and politicians.

During the past year the process of planning for the future has been accomplished more expeditiously through the collaborate efforts of a number of individuals. Specifically, he acknowledged the accomplishments of Bev Freedman, Ministry Liaison, who had worked tirelessly on the Board’s behalf and who played a key role in ensuring the Board’s recent success. In addition, the Board Chair acknowledged the fine efforts of Superintendent Ron McKnight and his team of staff which helped to produce a report which provided rationale for the Board’s accommodation needs. In addition, the Chair paid tribute to Superintendent Ralph Benson and Director of Education Bill Hogarth who had been instrumental in building strong relationships with the Ministry which resulted in one of the largest capital allocations ever given to The York Region Board of Education.

ONTARIO PUBLIC SCHOOL BOARDS’ ASSOCIATION REPORT

At this time Trustee N. Dunlop, the Board’s representative on the Ontario Public School Boards’ Association Board of Directors reported to trustees on recent developments with that association.

She indicated a copy of the Annual Report would be available in the Trustees’ Lounge for information purposes. In addition, she announced that Donna Cansfield had been elected president of OPSBA and that Lynn Peterson had been elected Executive Vice-President of OPSBA. Trustee Dunlop expressed the opinion that these individuals would provide quality leadership for the association in the coming year.

That the Board receive the Ontario Public School Boards’ Association information report from Trustee N. Dunlop.

CANADA/ONTARIO INFRASTRUCTURE WORKS PROGRAM, PROPOSED LIST OF PROJECTS

At this time Superintendent of Plant Services R. McKnight addressed the Board with respect to the proposed list of eligible projects for funding under the Canada/Ontario Infrastructure Works Program.

He indicated the projects had been prioritized regionally and reviewed by the Superintendents of Education and Community Services. Dialogue had taken place with the Ministry of Education with respect to criteria and the list had been approved by the Property Management Committee. Mr. McKnight requested Board approval to submit the list of projects to the Ministry of Education for approval.

8. Moved by H. Nightingale, seconded by R. Stevenson:

1) That The York Region Board of Education approve the List of Projects contained in the staff report for application to the Ministry of Education and Training within the guidelines of the Canada/Ontario Infrastructure Works Program. Board Minutes - Public Session Page 11 June 20, 1994

2) That staff be authorized and directed to submit application and procure the required approvals for the List of Projects to the Ministry of Education and Training, Central Ontario Region.

3) That staff submit a report for information, to the Property Management Committee, upon receipt of the Ministry’s announcement of approved projects.

4) That staff be authorized and directed to proceed with tendering (advanced or otherwise) the 1994 projects subject to approval of the Ministry of Education and Training, Central Ontario Region and Interministerial Management Committee.

5) That staff be authorized to award tenders for those projects to be completed in 1994 recognizing that the total Board Share is not to exceed $1.6 million.

6) That trustees be appointed to serve as Chair of the Opening of Tenders Committee where necessary. The date, time and place for the Opening of Tenders will be communicated to all trustees by staff when determined.

7) That staff be authorized to retain a coordinator and clerical support on a contract basis to coordinate the Infrastructure projects. That the total cost of the coordinator and clerical support be $125,000.

Moved in amendment by K. Irish, seconded by P. Bennett:

That the paving, parking and driveway project for Aurora High School be replaced with a paving, parking project for Thornlea Secondary School.

In the ensuing discussion, some trustees expressed concern with respect to the allocation of funds in various areas of the region. In addition, particular concerns were expressed with regard to the parking lot at Thornlea Secondary School.

Superintendent McKnight indicated that staff had made every effort to prioritize projects in a fair and equitable manner working from the Program and Facilities budget and taking into consideration program renewals and outstanding projects from the Capital Expenditure Multi-Year Forecast.

Several trustees pointed out that concessions do need to be made in certain areas due to the financial restrictions involved.

BUSINESS ARISING

Superintendent R. McKnight agreed to return to the August Board Meeting with an updated report regarding allocations for these projects. Board Minutes - Public Session Page 12 June 20, 1994

1994 CAPITAL EXPENDITURE MULTI-YEAR FORECAST - SIXTEENTH AVENUE PUBLIC SCHOOL REPLACEMENT, NEWMARKET HIGH SCHOOL REPLACEMENT, UNNAMED SECONDARY SCHOOL, CITY OF VAUGHAN, AND JUNIOR KINDERGARTEN PROJECTS

Superintendent of Plant Services R. McKnight spoke to the report regarding the 1994 Capital Expenditure Multi-Year Forecast indicating that staff was seeking approval to proceed with the necessary arrangements for the projects outlined. He told trustees that the Multi-Year Funding Project gives the Board the opportunity to begin construction before grants are actually available.

9. Moved by B. Hogg, seconded by D. Caine:

1) That The York Region Board of Education authorize staff to retain the architectural firm of Robbie Sane Architects Inc. to utilize a repeat design of Coppard Glen Public School in the construction of the replacement Sixteenth Avenue Public School, Town of Richmond Hill.

2) That the Board authorize and direct staff to submit a request for Building Program Approval to the Ministry of Education and Training for Sixteenth Avenue Public School based upon a repeat design of Coppard Glen Public School.

3) That the Board authorize and direct staff to submit a request for Building Program Approval to the Ministry of Education and Training for Newmarket High School replacement based upon a repeat design of Milliken Mills High School.

4) That the Board authorize and direct staff to submit a request for Building Program Approval to the Ministry of Education and Training for the unnamed secondary school, Bathurst Street, City of Vaughan based upon a repeat design of Milliken Mills High School.

5) That the Board authorize and direct staff to submit a request for Building Program Approval to the Ministry of Education and Training for the necessary additions/alterations at various elementary schools to implement the introduction of junior kindergarten in September 1994 - 1997.

OPENING OF TENDERS, UNNAMED ELEMENTARY SCHOOL, BERNARD AVENUE, TOWN OF RICHMOND HILL

Superintendent of Plant Services R. McKnight spoke to the report regarding tenders for the Unnamed Elementary School on Bernard Avenue in the Town of Richmond Hill. He indicated that results of the opening of tenders for construction of the new school had been somewhat higher than anticipated. He attributed this to the design of the building in relation to the park and site configurations and the cost of environmentally sensitive material being used in the project. Superintendent McKnight indicated that staff were recommending issuing a post tender addendum to address this situation. This would involve a review of the project with the architect with a view toward cutting costs through making changes to construction methods, dimensions and materials. The re-tender would be for the revised items only and would be issued to the three lowest tenderers. A report on this process could be presented to the July 11, 1994 Board Meeting. He told trustees that the building permit and site plan approval had been applied for and that the timeline for construction would not be extended significantly by this step.

Trustees discussed the possibilities with respect to this issue. They suggested that perhaps the post tender addendum could be submitted to up to five tenderers for consideration.

A related friendly amendment was made to the motion, which was put forth as follows.

10. Moved by H. Nightingale, seconded by R. Stevenson:

1) That staff and the project architect be authorized and directed to issue a post tender addendum to at least the lowest three general contractors in order to establish a more economical building cost;

2) That staff be authorized and directed to bring a handout report to the July 11, 1994 Board Meeting with further recommendations;

3) That local Trustee(s) with the Superintendent of Schools form a Community Users’ Committee consisting of the trustee(s), the Superintendent of Schools, three ratepayers, a representative from the Parks and Recreation Department, the Area Business Administrator, a principal, a teacher, Plant Department staff, to discuss the community use of the school and to recommend a name for the school.
