Reischauer The Emperor and Empress of japan on a quiet stroll in the gardens of the Imperial Palace in Tokyo. Few events in the long history of international relations carry the significance of the first visit to the United States of the Em peror and Empress of Japan. Only once before has the reigning Emperor of Japan ventured forth from his beautiful island realm to travel abroad. On that occasion, his visit to a number of Euro pean countries resulted in an immediate strengthening of the bonds linking Japan and Europe. -

Japan Opens Up Japan, under the rule of the Tokugawa clan (1603 to 1867), experienced more than 200 years of isolation. During this period, the emperors ruled in name only. The real political power was in the hands of the shoguns all of whom were from the Tokugawa family. The Tokugawa maintained a feudal system in Japan that gave them and wealthy landowners called daimyo power and control. After negative experiences with Europeans in the 1600s, the shoguns were extremely resistant to trade because they viewed outsiders as a threat to his power. Japan's isolation came to an end in 1853 when Commodore Matthew Perry of the United States Navy, commanding a squadron of two steam ships and two sailing vessels, sailed into Tokyo harbor. He sought to force Japan to end their isolation and open their ports to trade with U.S merchant ships. At the time, many industrialized nations in Europe and the United States were seeking to open new markets where they could sell their manufactured goods, as well as new countries to supply raw materials for industry. -

During the first three decades of the twentieth century, Japanese society underwent significant changes in a short amount of time. After the intense modernizations of the late nineteenth century, the start of the twentieth century witnessed an increase in overseas militarism, turbulent domestic politics, an evolving middle class, and the expansion of roles for women to play outside the home. As such, the early decades of the twentieth century in Japan were a crucial period for the formation of modern ideas about femininity and womanhood. Before, during, and after the rule of her husband Emperor Taishō (1879-1926; r. 1912-1926), Empress Teimei held a highly public role, and was frequently seen in a variety of visual media. -

Poet Profiles His Imperial Majesty Emperor Akihito and Her Imperial Majesty Empress Michiko of Japan Ty Hadman Since 951 A.D., in the fifth year of Tenreki during the reign of Emperor Murakami, there has been held a ceremony, in the presence of the assembled high court of Japan, known as Utakai Shiki (Ceremony for Chanting Poetry). In spite of interruptions of wars and political variations of the powers of the clans to determine actual rulers of the country, the ceremony is still celebrated to this day. One of the sustaining facets of the ceremony is the fact that the Emperor and members of the Imperial Family each contribute their best poem of the year to be read before this distinguished audience. In order to fulfill this duty of office and to also present an elevated standard of proficiency, part of the education of princes and princesses, is to study the art of waka or tanka writing. The present Emperor of Japan, taken from his mother when he was three years old to be raised by tutors, chamberlains and nurses, was also given instruction in poetry writing. Even after becoming an adult, and still as His Imperial Highness, the Crown Prince, he continued to be instructed on tanka composition by Gotô Shigeru. In 1957, when the then Crown Prince Akihito was of an age to marry, he met, at a tennis match, Miss Michiko Shoda, the eldest daughter of the chairman of the Nisshin Flour Milling Company. She had just graduated, as valedictorian, from the Sacred Heart Women’s University, with a degree from the Department of Literature. -

Document 5 THE SOCIAL EFFECTS OF THE MEIJI RESTORATION In Japan in 1853, only 3% of the population was receiving a formal education. The farmers, tradesmen, and soldiers received their own specific training, but no formal education. By 1878, however, 25% were; by 1885, 42%; and by 1897, 95% were receiving some formal education, at least at the primary level, which would be equal to our elementary schools. This had a great effect on Japan because, with these educated people, it was then possible for Japan to rapidly man factories for steel, iron, and rubber production, and train people to grow more food with the aid of new farm tractors. Because of this last innovation, the Japanese people at better and became healthier. Eventually, their population skyrocketed and Japan became a very crowded chain of islands. To reduce this crowding, and to search for supplies of raw materials, Japan began to look for new lands to expand into; with their new modern weapons and methods, they began to build an empire in Asia. The Emperor Meiji knew that for Japan to be successful in her modernization effort she would have to copy many western ways. Here are some examples. -The government also built model factories in the steel, cement, plate glass, fire brick, woolen textiles, and spinning industries. They were set up on a profit-making basis but with the primary aim of introducing European production methods and techniques into Japan. -Reforms in other fields were far reaching: education was made compulsory, all restrictions were lifted on Japanese going abroad, Christianity was permitted, vaccinations, postal service, telegraphs, and steamships were introduced, torture was abolished, European dress was prescribed for officials (with the Emperor showing the way by adopting Western military dress), and European and American advisers were freely employed. -
Japan Has Always Held an Important Place in Modern World Affairs, Switching Sides From
Japan has always held an important place in modern world affairs, switching sides from WWI to WWII and always being at the forefront of technology. Yet, Japan never came up as much as China, Mongolia, and other East Asian kingdoms as we studied history at school. Why was that? Delving into Japanese history we found the reason; much of Japan’s history was comprised of sakoku, a barrier between it and the Western world, which wrote most of its history. How did this barrier break and Japan leap to power? This was the question we set out on an expedition to answer. With preliminary knowledge on Matthew Perry, we began research on sakoku’s history. We worked towards a middle; researching sakoku’s implementation, the West’s attempt to break it, and the impacts of Japan’s globalization. These three topics converged at the pivotal moment when Commodore Perry arrived in Japan and opened two of its ports through the Convention of Kanagawa. To further our knowledge on Perry’s arrival and the fall of the Tokugawa in particular, we borrowed several books from our local library and reached out to several professors. Rhoda Blumberg’s Commodore Perry in the Land of the Shogun presented rich detail into Perry’s arrival in Japan, while Professor Emi Foulk Bushelle of WWU answered several of our queries and gave us a valuable document with letters written by two Japanese officials. Professor John W. Dower’s website on MIT Visualizing Cultures offered analysis of several primary sources, including images and illustrations that represented the US and Japan’s perceptions of each other. -

Professor Ben-Ami Shillony discussed the future succession to the Japanese throne in the light of the current debate about female succession, outlined in his recent book Enigma of the Emperors (Folkestone: Global Oriental, 2005). Dr Best analysed the changing Anglo-Japanese court relationship which had originally been underpinned by the Anglo-Japanese alliance but had become a secondary factor by the 1930s. November 2006 Abstracts Shillony: Paper examines how Japan’s imperial dynasty dependent on the male line of succession has lasted so long and analyses how it will overcome its present difficulties. An Advisory Panel was created to recommend future policy to the Koizumi cabinet but its report in 2005 was criticized. The impasse over the Panel’s report was broken by the birth of a son in September 2006 to Princess Kiko, wife of Prince Akishino. Best: Paper explains why the royal relationship with Japan became so important to Britain. During the Anglo-Japanese Alliance (1902-23), relations between the two Courts were cordial. -

She was the first child of The Duke and Duchess of York, who later became King George VI and Queen Elizabeth. At the time she stood third in line of succession to the throne after Edward, Prince of Wales (later King Edward VIII), and her father, The Duke of York. But it was not expected that her father would become King, or that she would become Queen. She was named after her mother, while her two middle names are those of her paternal great-grandmother, Queen Alexandra, and paternal grandmother, Queen Mary. The Princess's early years were spent at 145 Piccadilly, the London house taken by her parents shortly after her birth, and at White Lodge in Richmond Park. She also spent time at the country homes of her paternal grandparents, King George V and Queen Mary, and her mother's parents, the Earl and Countess of Strathmore. In 1930, Princess Elizabeth gained a sister, with the birth of Princess Margaret Rose. The family of four was very close. The Queen’s early life When she was six years old, her parents took over Royal Lodge in Windsor Great Park as their own country home. Princess Elizabeth's quiet family life came to an end in 1936, when her grandfather, King George V, died. -

Dokyo, who came from a clan of the low-ranking provincial aristocracy, gained the affection of the retired Empress K6ken2 in 761 and proceeded to gather political power to himself; by the end of the decade he stood as the paramount figure in the court bureaucracy and had already begun to usurp imperial prerogatives. It was in 769 that an oracle from the shrine of Hachiman in Kyushu was reported to Nara: the god prophesied peace in the realm if Dokyo were proclaimed em- peror. -

Is the Japanese Monarchy in Crisis Due to Its Gender Bias? Masako Kamiya GAKUSHUIN UNIVERSITY Abstract: Japanese monarchical succession is restricted to male offspring of imperial lineage, with the order of succession being primogeniture. This rule is not written in the 1947 Constitution—which prohibits sex discrimination in Article 14—but rather in the Imperial House Law of 1947. Given the current gender composition of the imperial family, it is not difficult to imagine a future in which the existence of the imperial system is threatened by a lack of legitimate male heirs. The article takes this reality as its starting point and evaluates the divergent attitudes of fundamentalist, orthodox, and egalitarian monarchists towards male-line primogeniture and the case for a gender-neutral monarchy in Japan. The article advocates an egalitarian view of monarchy as being most consistent with international law, Japan’s 1947 Constitution, comparative practice in contemporary monarchies, and the historical record that includes eight Japanese empresses who ruled in their own right. The article then turns to consider the contemporary role of the Emperor. Although the Japanese monarchy is comparable to others due to its exclusively symbolic and religious nature, the article notes its uniquely gendered aspects, such as the lack of public involvement and visibility of female members of the imperial family. Politicians, however, are reluctant to amend the Imperial House Law, which presents a structural barrier to gender-neutral monarchy.
