Motions | Gluasadan recognises that the declaration sets out fundamental rights for those in recovery, including access to quality care, the human right to healthcare and informed choice; notes that the campaign has the support of a wide range of addiction organisations, including the Scottish Drugs Forum, Alcohol Concern UK, the Scottish Recovery Consortium and the National Association for Children of Alcoholics; commends Faces & Voices of Recovery UK, which spent a year travelling through Scotland, England, Northern Ireland and Wales collaborating with various groups and individuals to create the declaration, and welcomes the underlying principle that people in recovery have a right to respect and dignity and to live free from stigma and discrimination.

*S5M-14786 Christine Grahame: Ban Electronic Training Collars for Dogs—That the Parliament notes that, in January 2018, the Scottish Government issued a press statement on shock collars stating that it would “take steps to effectively and promptly ban their use in Scotland” and “there to be no doubt that painful or unpleasant training for dogs will not be tolerated”, and that it would be issuing “strong Ministerial guidance on the use of all painful training devices for Courts to take into consideration in any cases brought before them regarding unnecessary suffering through the use of these devices”; further notes additional published guidance that stated “Particular training devices that the Scottish Government does not condone are: electronic shock (static pulse) collars, electronic anti-bark collars, electronic containment systems…These techniques compromise dog welfare”; considers that this guidance, though not publicised by the Scottish Government, had been initially welcomed by welfare and animal behaviour organisations as a positive step forward; understands that these organisations now consider that the guidance is not enough to put an end to the use of shock collars and that, as the Scottish Government has since stated, the use of electronic training aids is not prohibited; considers that this is backtracking on a previous unequivocal commitment to ban electronic shock collars, and notes calls for these devices to be banned unequivocally.

*S5M-14785 Anas Sarwar: Movember, Men’s Health Awareness Month—That the Parliament recognises November is Movember, which is Men’s Health Awareness Month; notes that Movember seeks to raise awareness and funds for men’s health, specifically prostate cancer, testicular cancer, mental health and suicide prevention; notes that Prostate Cancer UK is the main beneficiary of the Movember campaign in the UK; understands that prostate cancer is the most common cancer among men in Scotland, with over 3,000 men diagnosed each year; further understands that it is the third most common cause of cancer deaths in Scotland, according to ISD Scotland data, with 986 men dying in 2017; welcomes the recent game-changing breakthroughs in prostate cancer diagnosis, such as multiparametric-MRI (mpMRI) scans prior to biopsy; congratulates Prostate Cancer UK on its work to raise awareness of prostate cancer risk factors, such as age, ethnicity and family history, to promote earlier diagnosis; recognises the importance of access to a clinical nurse specialist, which it considers leads to improved patient experiences, and further recognises the need for high-quality post-treatment support for men diagnosed with prostate cancer to deal with potential side effects, such as erectile dysfunction and incontinence.

*S5M-14784 Peter Chapman: Aberdeenshire Sailing Trust Receives Funding for New Hansa Disability Boat—That the Parliament congratulates Aberdeenshire Sailing Trust on receiving £2,000 of funding from MHI Vestas through the Aberdeen Offshore Windfarm; understands that this money will go towards the transport of a new Hansa disability boat, mini rigs and a sailing kit for young children, and appreciates that the funding will enable the trust to start 2019 with a full set-up for sailors of all ages and levels, including schools, families and disabled sailors. Proposals for Members’ Bills

A member seeking to introduce a Member’s Bill must first lodge a draft proposal, together with a consultation document (or a statement of reasons why consultation is not considered necessary). Subsequently, the member may lodge a final proposal, in broadly similar terms to the draft, accompanied by a summary of consultation responses (or the statement of reasons). The member secures the right to introduce a Bill to give effect to the proposal if the final proposal secures, within one month, the support of at least 18 other members from at least half the political parties or groups represented in the Parliamentary Bureau, and provided no indication is given that the Scottish Government or UK Government is planning equivalent legislation.

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics. As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is four sitting days before the meeting at which those amendments will be considered (e.g. Wednesday for a meeting on Tuesday); at Stage 3 it is five days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for each Stage, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2. Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.
