In the last few years rapid expansion has taken place. Quantum jumps up to technical skill development institutions and model degree colleges have been placed in the State with equilibrium. The information Brochure of Higher & Technical Education for the last 12 years have stood up to show case the efforts of the government chronologically, the list of the Colleges, Polytechnics, Universities, the Private Universities, Professional Institutions are essayed. Who’s who as per the academic performance of the College, Polytechnics and APJEE are indicated to inspire and to further the compilation for academic excellence. As a statistical mirror, every year list of information on the enrolment of the students, strength of the teaching and total number of participants in APJEE are meticulously reflected. As on today, in the quantitative progress the Higher and Technical Institution has increased to 53 including 1 Central University, 1 NIT, 1 Deemed University (NERIST), 1 National Open University, 2 Other Central Institutions, 15 Government Degree Colleges, 3 Government Model Degree Colleges, 6 Government Polytechnics, 7 Private Degree Colleges, 3 Private Professional Institutions, 7 B. Ed Colleges, 1 Private Polytechnic, 7 Private Universities. The compilations are arduous, needs regular efforts to remind to all the institutions and to update to the latest. In this stride, successful presentations have been made on the comparative progress of all the Universities, Colleges and Polytechnics and also of APJEE results are in order. It keeps on record the worthy efforts of all heads of institutions and staffs of the Directorate in bringing out the present Information Brochure. The team works lead by Shri Joram Muthu, OSD (Academic) and assisted by Shri Rallo Tani (STA) are noted for sincere appreciation. Sd/- Dr. Tejum Padu Director, Higher and Technical Education, Government of Arunachal Pradesh, Itanagar. 1 INTRODUCTION Arunachal Pradesh, erstwhile NEFA, is situated at the North Eastern most corner of India sharing International boundaries with three countries namely Bhutan, China and Myanmar. It is area wise the largest state amongst the eight states of the North-Eastern region having an area of 83,743 Sq. Km and low density population of 17 per Sq. Km. The territory was known as “hidden land” during the British period. Slow and gradual administration penetrated only after the Independence of the country in 1947. Rapid development was made after 1972 when the territory attained the status of Union Territory and Statehood in 1987. Arunachal Pradesh is the late starter in formal education. At the dawn of independence of the country in 1947, it was officially recorded that there were only three primary schools with enrolment of 35 students. When the first ever census was conducted in the State in 1961, the literacy rate was recorded at 7.23% against 28.30% of all India. As per the latest Census 2011, report the State has achieved the 66.95% literacy rate but it is still below the national average of 74.04%. The history of higher education in the state started with the establishment of the J.N. College, Pasighat on 4th July 1964 with enrolment of 42 students. Now, we have 53 numbers of higher educational institutions including a Central University, a Deemed University and an NIT. The enrolment of students in the HEIs of the State is recorded at 36268 (up to academic session 2015-2016. However, the Gross Enrolment Ratio (GER) within the age group of 18-24 years is quite high figure of23.99 against the national average of 19.4 and GER of Male and Female was recorded at 24.72 and 23.21 respectively. The overall student –teacher ratio in the Higher Education Institutions of the State is 1:30 and the ratio of that of Govt. Colleges alone is 1:47 and that of Govt. Polytechnics is 1:17 against the UGC laid norms of 1:25 for science, 1:15 for Honours Course (Humanities) and 1:30 for Pass course respectively and as per the RUSA laid norms the ration is 1:20 in all perspective. As such, there is acute shortage of teachers in Colleges. The Directorate of Higher & Technical Education was established in 1996 by bifurcating from the erstwhile Directorate of Public Instruction. The mandate of the Directorate is to consolidate and expand higher education in the state. As per “The Business of the Govt. of Arunachal Pradesh (Allocation) Rules 1998 under section 7.B, the Directorate of Higher & Technical Education has to deal with the following subjects: 2 1. College Education 2. Expansion, development and propagation of Technical and Professional Education(other than Medical Education) 3. Stipend/Scholarships and loans for Higher Education including Technical Education. 4. Administration of Educational institutions under the sector 5. Matters relating to Rajiv Gandhi University(Arunachal University) 6. Matters relating to conduct of Joint Entrance Examination and allotment of seats to Technical and Professional courses including Medical, Engineering, Agriculture, Horticulture, Pisciculture etc. against Arunachal Pradesh quota. 7. National Service Scheme 8. Matters relating to nomination of students to Engineering Institutions. In addition to the above, the Directorate has been entrusted to deal with the implementation of Rashtriya Uchchatar Shiksha Abhiyan (RUSA) since last year. Rashtriya Uchchatar Shiksha Abhiyan (RUSA) is a centrally sponsored scheme (CSS), launched in 2013 aims at providing strategic funding to eligible state higher educational institutions. The objective of RUSA Mission is to achieve equity, access and excellence in higher education. As a nodal govt. department the Directorate has not only the primary responsibility to co-ordinate for the planned development of Higher & Technical Education but also to oversee maintenance of standard of Higher Education in the state.
