Indiana DSMCC-EM&V Subcommittee Evaluation Status Report

Month: February 2015 Final

This document presents the monthly evaluation progress report for the Indiana DSMCC-EM&V Subcommittee. Evaluation progress is reported in summary bullet form to allow for ease of review and to minimize reporting costs.

1. Overall evaluation management and operations

Current Efforts  Vanessa Barbarisi (Assistant EM&V Project Manager) delivered a healthy baby boy on February 10, 2015. Mother and baby are doing well.  The evaluation team continues the analysis and drafting of the PY3 report and will submit a draft to the DSMCC on Monday March 2, 2015 (March 1, 2015 is a Sunday).  Follow-up PY3 data was delivered by GoodCents and only minor gap filling issues were identified and resolved.  Reviewed and edited sections of PY3 report as they are drafted and submitted to the review team. Will continue drafting, reviewing and editing of report draft through February 28, 2015.  Several follow-up meetings of the team have been held to coordinate, plan and review status of the final evaluation analysis and write-ups. The analysis efforts are in full-swing and report development is moving forward as planned and budgeted.  Held a meeting with Ed Rutter of the OUCC to discuss the inclusion of IMPA results in the PY3 report. The evaluation team was instructed to exclude energy and cost effectiveness impacts for IMPA for the PY3 report and to refer people who need IMPA results to the PY2 report.  Effective March 1, 2015 following delivery of the Core Program Evaluation Draft Report for PY3, TecMarket Works will merge with the Cadmus Group. From March 2, 2015 through end of the project, Cadmus will take on the prime position and will be responsible for delivery of remaining reports.

 The Cadmus Group will be establishing contractual assignment discussions with each utility and the representative of the OUCC to maintain contract coverage and consistency in the evaluation efforts. These efforts will occur the last weeks of March 2015.

Current Efforts  The evaluation team received and reviewed data requested from GoodCents to support field research activities.  The Evaluation Team reviewed performance of Core C&I program in the context of this study  The evaluation team is currently drafting a memo to be shared with the DSMCC about preliminary findings which inform subsequent evaluation steps  The evaluation team update survey and data collection instruments to include: o References to PY2014 rather than PY2011; o Matching equipment efficiency to Core C&I program offerings.

 The evaluation team will send the final survey instruments and preliminary findings to the DSMCC in February including a building owner/facility manager general phone survey; and a participant trade ally internet survey  The evaluation team plans to prepare the survey sample for the building owner/facility manager using customer lists received from GoodCents.  The evaluation team plans to conduct a participant trade ally survey to establish contractor outreach outside of C&I program projects.  The evaluation team plans to field a survey with building owners/managers.

Impact Evaluation

Current Efforts  The evaluation team completed the impact analysis.  The evaluation team developed the report and utility specific binders.  The evaluation team is exploring a possibility for an alternative sales modeling approach to determine free-ridership. If successful, the results will be integrated to the degree practical and feasible as part of the market effects study.

Upcoming Efforts  The evaluation team will QA/QC the impact analysis.  The evaluation team will submit the report and utility specific binders to DSMCC.

 Held a meeting with Ed Rutter, EM&V Evaluation Subcommittee Chairman, to discuss the status of IMPA in the benefit cost analysis and in the report. The decision by the DSMCC is to exclude all IMPA reporting from the PY3 report.  The evaluation plan for 2014 results will follow the approach taken for 2013.

This document presents the monthly evaluation progress report for the Indiana DSMCC-EM&V Subcommittee.

Current Efforts  The Evaluation Team submitted the draft report on March 2, 2015. The Team expects to receive comments from the DSMCC by March 18, 2015.  Utility specific workbooks are being completed and submitted to the respective utilities throughout the end of March.

 The Evaluation Team received and reviewed data requested from GoodCents to support field research activities.  The Evaluation Team reviewed performance of Core C&I program in the context of this study.  The Evaluation Team submitted a memo to the DSMCC outlining the market effects approach with the associated data collection instruments.  The Evaluation Team has prepared the sample frame for the building owner/facility manager survey.  The Evaluation Team is currently preparing the sample frame for the Trade Ally survey.

Up-coming efforts  The Evaluation Team will complete preparing Trade Ally sample frame.  The Evaluation Team will field the building owner survey beginning around March 23, 2015.  The Evaluation Team will invite all light and HVAC trade allies to complete the online survey beginning around March 23, 2015.

Indiana DSMCC-EM&V Subcommittee Evaluation Status Report

Month: April 2015 Final

This document presents the monthly evaluation progress report for the Indiana DSMCC-EM&V Subcommittee.

1. Overall evaluation management and operations

Current Efforts  The Evaluation Team submitted the final report on April 1, 2015.  All utility specific workbooks were finalized and distributed to the respective utilities by April 1, 2015.  The Evaluation Team conducted all cost-effectiveness analysis in early April and plans to submit the cost-effectiveness results on May 1, 2015.  The Evaluation Team began creating the public evaluation report (to be submitted June 1, 2015).

2. Market Baseline

Current Efforts  The Evaluation Team completed telephone survey effort.  The Evaluation Team has completed over 200 on-sites and continuing this effort.  The Evaluation Team is currently analyzing telephone survey data.
