Document Reference Guide for Entry into Singapore (Updated as of 5 June 2021) The following deck is prepared for Airlines as a reference for the documents required for entry into Singapore. Kindly note that all travellers will still be subjected to assessment upon arrival in Singapore. The grant of Visit Passes to visitors is assessed by the Immigration & Checkpoints Authority (ICA) officers at the point of arrival and subjected to the prevailing immigration policies, amongst others. All visitors must fulfil our entry requirements and may be subjected to interviews and additional checks as part of the clearance process before they can be considered for entry. Those who are ineligible for a Visit Pass will be refused entry. As Singapore’s measures will be adjusted according to the global COVID-19 situation, we encourage everyone to check the MOH’s website for the latest updates. Restricted 1 As of 26 Nov 2020 Quick Overview Entry into Singapore Singapore Permanent Long Term Pass Citizens Residents Holders Green FIN Singapore Blue Card Passport Identification Card -Approval Letter of Entry OR With Valid - SafeTravel Pass OR Re-Entry - Pre-Approved permit Business Pass OR - Letter of Invite from RGL countries Social Visitors In Principal Business / Approvals for Essential / General Medical Employment Official Travel / Visit Pass / Student Pass MOH - Approval Waiver of Letter of Entry - Approval Restriction OR Letter of Entry With - SafeTravel Pass OR Approval - Air Travel Pass 2 Letter of Entry Restricted ALL TRAVELLERS are required to submit their Health Declaration using the SG Arrival Card e- service before arrival into Singapore. Restricted 3 ALL TRAVELLERS are required to submit their Health Declaration using the SG Arrival Card e- service before arrival into Singapore. This is a Health Declaration, NOT AN APPROVAL FOR ENTRY INTO SINGAPORE Restricted 4 ALL TRAVELLERS, entering or transiting through Singapore are required to produce a Pre-Dep swab Test within 72 hours of flight to Singapore Only PCR test is accepted. Restricted 5 ALL TRAVELLERS, entering or transiting through Singapore are required to produce a Pre-Dep swab Test within 72 hours of flight to Singapore Only PCR test is accepted. Restricted 6 Pre-Dep Swab test must be printed in English and state the following. i) the test result ii) the date that the test was taken; and iii) minimum of 2 personal identifiers as stated in the passport (i.e name and either date of birth or passport). Handwritten identifiers are not accepted. Only PCR test is accepted. Restricted 7 All Short Term Visitors with a visa- required passport/travel document, would need to separately apply for and obtain a valid Singapore visa prior to departure for Singapore. Possession of a valid visa alone does not guarantee entry into Singapore. All short term visitors must still seek prior approval via appropriate travel channels before they can enter Singapore Restricted 8 Singapore Citizensand Permanent Residents Singapore Citizens and Permanent Residents do not require any approvals to enter Singapore. Singapore Permanent Residents are required to produce a valid Re-Entry permit (REP) for entry into Singapore. Without a valid REP, they will be considered as a Social Visitor and would require an Approval Letter of Entry via the appropriate travel channels. Singapore Citizens and Permanent residents are required to produce a Pre-Dep swab test.
