Introduction As six women entered the field of Democratic presidential candidates in 2019, the political media rushed to declare 2020 a new “year of the woman.” In the Washington Post, one political commentator proclaimed that “2020 may be historic for women in more ways than one”1 given that four of these woman presidential candidates were already holding a U.S. Senate seat. A writer for Vox similarly hailed the “unprecedented range of solid women” seeking the nomination and urged Democrats to nominate one of them.2 Politico ran a piece definitively declaring that “2020 will be the year of the woman” and went on to suggest that the “Democratic primary landscape looks to be tilted to another woman presidential nominee.”3 The excited tone projected by the media carried an air of inevitability: after Hillary Clinton lost in 2016, despite receiving 2.8 million more popular votes than her opponent, ever more women were running for the presidency. There is a reason, however, why historical inevitably has not yet been realized. Although Americans have selected a president 58 times, a man has won every one of these contests. Before 2019, a major party’s presidential debates had never featured more than one woman. Progress toward gender balance in politics has moved at a glacial pace. In 1937, seventeen years after passage of the Nineteenth Amendment, Gallup conducted a poll in which Americans were asked whether they would support a woman for president “if she were qualified in every other respect?”4 * Cynthia Richie Terrell is the founder and executive director of RepresentWomen, an organization dedicated to advancing women’s representation and leadership in the United States.

One hundred one women were initially sworn in to the 113th Congress—1 female Republican House Member has since resigned, and 2 Democratic House Members have been elected. This is higher than the previous record number of 95 women who were initially elected to the 111th Congress. • The first woman elected to Congress was Representative Jeannette Rankin (R- MT, 1917-1919, 1941-1943). The first woman to serve in the Senate was Rebecca Latimer Felton (D-GA). She was appointed in 1922 and served for only one day. Hattie Caraway (D-AR, 1931-1945) was the first Senator to succeed her husband and the first woman elected to a six-year Senate term. • A total of 298 women have served in Congress, 194 Democrats and 104 Republicans. Of these women, 254 (165 Democrats, 89 Republicans) have served only in the House of Representatives; 34 (21 Democrats, 13 Republicans) have served only in the Senate; and 10 (8 Democrats, 2 Republicans) have served in both houses. Ninety-two women were initially sworn in to the 112th Congress, but one Democratic House Member has since resigned, and two others have been elected. This number (92) is lower than the record number of 95 women who were initially elected to the 111th Congress. The first woman elected to Congress was Representative Jeannette Rankin (R-MT, 1917-1919, 1941-1943). The first woman to serve in the Senate was Rebecca Latimer Felton (D-GA). She was appointed in 1922 and served for only one day. A total of 276 women have served in Congress, 176 Democrats and 100 Republicans. Of these women, 237 (151 Democrats, 86 Republicans) have served only in the House of Representatives; 31 (19 Democrats, 12 Republicans) have served only in the Senate; and 8 (6 Democrats, 2 Republicans) have served in both houses. These figures include one non-voting Delegate each from Guam, Hawaii, the District of Columbia, and the U.S. Virgin Islands. Edith Nourse Rogers (R-MA), who served in the House for 35 years, holds the record for length of service by a woman in Congress.

    What Kind of Women Matter? A Study of Women’s Representation in the United States Senate Zoe Colman Advisor: Professor Jeremy Elkins Political Science Senior Thesis April 28, 2014 1 2 Abstract This thesis seeks to answer the question of how women in the United States Senate work to represent the needs of female citizens. To understand how women empirically represent women, the thesis looks at two contrasting theories of representation: critical mass and critical action. Critical mass theory asserts that women work together as a collective group to advance the women’s agenda, while critical action theory states that individual leadership actions are more effective. The work uses data from five Congressional sessions in an attempt to determine which theory fits best with our current system. Although the results of the data analysis are not definitive, they suggest that individual actions are more important.     NEWS RELEASE CONTACT: Lisa Lederer January 3, 2006 202/371-1999 All 14 Women Senators Urge President Bush To Increase Federal Afterschool Funding Bipartisan Group of Women Senators Send Letter to Bush Today Washington, DC -- All 14 women Senators today sent a letter to President Bush urging him to increase funding for the 21st Century Community Learning Centers (21st CCLC) afterschool initiative in his Fiscal Year 2007 budget. The 21st CCLC initiative is the principal federal funding mechanism for afterschool programs. It has been flat-funded for five years, and subjected to several across-the-board cuts. To date, none of the increases authorized by the No Child Left Behind Act have been realized. The women Senators’ letter says, in part, “the demand for affordable, quality afterschool programs far exceeds the availability of these programs... The 21st CCLC program has been level funded for five consecutive years. If this trend continues, it will become more difficult for the 21st CCLC program to meet the needs of children currently served, and it will prevent the program from growing to reach more children.” In fact, an Afterschool Alliance study released in December found that 26 states could not make any new grants to afterschool programs this year because of the federal funding freeze. Senators Barbara Boxer (D-CA) and Susan Collins (R-ME) organized the letter, and Senators Maria Cantwell (D-WA), Hillary Rodham Clinton (D-NY), Elizabeth Dole (R-NC), Dianne Feinstein (D-CA), Kay Bailey Hutchison (R-TX), Mary L. Landrieu (D-LA), Blanche L. Lincoln (D-AR), Barbara Mikulski (D-MD), Lisa Murkowski (R-AK), Patty Murray (D-WA), Olympia Snowe (R-ME), and Debbie Stabenow (D-MI) signed on.

These political trailblazers from Scandal, House of Cards, Veep, The Good Wife, and Madam Secretary, respectively, are pounding the pavement on the #MarchtoParity from the state legislature to the Oval Office, presenting society with prominent and powerful female protagonists. Women’s leadership is nowhere near where it should be—on TV or in real life—but these fresh representations of women in powerful roles are opening up a world of political possibilities for women and girls. If “cultural change is often the dress rehearsal for political change,” we’re just starting to set the stage. Movies and TV shows that feature prominent women leaders catalyze conversations about women in politics and may inspire women to pursue lives in public service. These media representations also show audiences that women belong in politics. These depictions should be ordinary, not extraordinary, explains screenwriter, director, and producer Shonda Rhimes, known for featuring women, people of color, and LGBTQ lead characters. Bucking the word “diversity,” she explains, “I call it ‘normalizing.’ I make TV look like the world looks.” While there are certainly some women represented in politics, there aren’t nearly enough in real life or on television for it to be normal, not novel. In this paper, I review the status of and obstacles for women in congressional leadership, analyze the media coverage of recent contests for Democrat and Republican Party congressional leadership positions, and pose some questions and implications for the study of women in congressional leadership. I find that women members of Congress mo reso than men are associated with contested leadership races in the last decade. As the number of lower -level leadership posts expanded in the 1990s, so too did the frequency of leadership contests involving women, both those challenged by men and those running against other women. Women’s rise to congressional leadership confronts the obstacles of numbers, districts, informal processes, and outright resistance. In recent leadership races, the media coverage suggests important differences in gendered discourse. The media pay much greater attention to but contradictory interpretations of Rep. Nancy Pelosi’s leadership style, which could be due to perceived incongruities of her femininity with the unspoken masculinity of congressional leadership.
