Its major aim is to promote pan-European economic integration. To do so, UNECE brings together 55 countries located in the European Union, non-EU Western and Eastern Europe, South-East Europe and Commonwealth of Independent States (CIS) and North America. All these countries dialogue and cooperate under the aegis of the UNECE on economic and sectoral issues. To this end, it provides analysis, policy advice and assistance to governments, it gives focus to the United Nations global mandates in the economic field, in cooperation with other global players and key stakeholders, notably the business community. The UNECE also sets out norms, standards and conventions to facilitate international cooperation within and outside the region. -

As this is the last meeting under the presidency of the United States, I will provide some concluding remarks at the end of this session. Before giving the floor to the speakers of this meeting, I would like to seize the opportunity, on behalf of the Conference and on my own behalf, to bid farewell to our distinguished colleagues, Ambassador Levanon of Israel and Ambassador Fiori of Italy, whose terms in Geneva are about to come to an end. They have represented their countries and upheld their values with dignity and authority. On behalf of the Conference and on my own behalf, I would like to convey to both Ambassador Levanon and Ambassador Fiori every wish for success and happiness in the future. I now give the floor to Ambassador Levanon of Israel. Mr. LEVANON (Israel): Madam President, as this is my last intervention in the Conference on Disarmament before I leave Geneva, I would like to thank you personally, as well as my colleagues in the CD, for the professional courtesy and personal friendship that have been extended to me during the last four years. We have learned with deep sorrow that on 23 February 2006 at least 56 people were killed and dozens injured when the snow-laden roof of Basmanny market in Moscow collapsed. Two days later, on Saturday, 26 February 2006, a six-storey building housing shops and offices collapsed in the Bangladesh capital, Dhaka. At least 19 people were killed and more than 50 were injured in that accident. On behalf of the Conference on Disarmament and on my own behalf, I wish to express our most sincere condolences and deepest sympathy to the families of the victims and to the peoples and the Governments of the Russian Federation and Bangladesh. This morning I welcome the 30 new Egyptian diplomats from the Egyptian Ministry of Foreign Affairs now in training in Geneva. In accordance with the timetable of meetings for my presidency, this week the Conference on Disarmament will proceed to a focused debate on nuclear disarmament. I should like to remind you that I suggested that delegations make their interventions under the sub-item “Assessment of the implementation of nuclear disarmament”. With regard to the arrangement of sessions, I would like to inform you that during the consideration of the timetable of plenary meetings of the Conference for the current week, the Coordinators of the Group of 21 requested that four plenary meetings be scheduled for the current week, that is, two meetings today, Tuesday, and two meetings on Thursday. -

REPORT of the Commission of Inquiry on Lebanon pursuant to Human Rights Council Resolution S-2/1 ADVANCED UNEDITED VERSION Geneva, 10 November 2006 Executive Summary 1. On 11 August 2006, at its second special session, convened to address the ongoing conflict in Lebanon, the Human Rights Council adopted resolution S-2/1, entitled “The grave situation of human rights in Lebanon caused by Israeli military operations”, in which it decided to “urgently establish and immediately dispatch a high-level commission of inquiry”. The mandate of the Commission, according to paragraph 7 of resolution S-2/1, is: (a) to investigate the systematic targeting and killings of civilians by Israel in Lebanon; (b) to examine the types of weapons used by Israel and their conformity with international law; and (c) to assess the extent and deadly impact of Israeli attacks on human life, property, critical infrastructure and the environment.” 2. On 1 September 2006, the President of the Human Rights Council, Ambassador Luis Alfonso de Alba, announced the nomination of Ambassador João Clemente Baena Soares, Judge Mohamed Chande Othman, and Professor Stelios Perrakis as members of the Commission of Inquiry. The Commission assembled in Geneva, together with its Secretariat, and began its work on 11 September. It agreed to report to the Council within two months. 3. In Geneva, the Commission held meetings with the President of the Human Rights Council, the UN High Commissioner for Human Rights, the Permanent Missions of Lebanon and Israel, UN agencies and NGOs. The Commission visited Lebanon from 23 September through 7 October, and 17 through 21 October. -
