After a Summary and Introduction, the substantive discussion begins in Section Two by reviewing the scale and characteristics of urban poverty, outlining the challenges which movements and their members face. Section Three contextualises social movement activity as one of several development strategies used by the poor; the section reviews both individual and collective alternatives to movement activity, elaborating on the difficulties faced in including and addressing the needs of the chronically poor. The Section ends with a categorisation of social movements in urban areas. This includes three types of movement related to labour and employment; protecting and acquiring land and other assets; and disadvantaged social identities seeking greater political inclusion. The discussion of the inclusion of the poorest, both within movements and their activities, and in respect of the outcomes being in the interests of those who have the lowest income and/or who are otherwise vulnerable, highlights the significance of the political context. Section Four elaborates the relationship between movements/movement activities and the “position” taken by states within a five-fold distinction.

This article is an open access publication Abstract The idea of inclusive development rides high on the international agenda, following publication of the Sustainable Development Goals in September 2015 and the Habitat III New Urban Agenda in 2016. The commitment to ‘leave no one behind’ in tackling the linked challenges of economic, social and environmental development provides an encompassing statement of intent. However, it also raises a number of important questions about how ideas of inclusivity are translated into practice, in contexts where there are extreme imbalances in resource and power and where established structures of governance marginalise the involvement of the poor in the delivery of development. Drawing on a case study of a SDI affiliate organisations in Harare, Zimbabwe, this paper examines the creation of efficacy among low-income community members as a foundation for inclusive urban development. The case study is used to discuss the importance of building efficacy as a necessary condition for communities to engage in development. Keywords Inclusive development . Efficacy. If the map and territory do not coincide, what can the map capture of the territory? According to Bateson, the answer is its differences. Drawing from Gregory Bateson’s ideas, we can envision an ethnographic representation of the city through which we can represent the urban territory through the different ways its inhabitants perceive it. In this article, I describe the process that led me to build a map of post-apartheid Cape Town from Long Street. I took inspiration from Bateson’s book Naven and compared it with the District Six Museum map in Cape Town with the objective of representing post-apartheid Cape Town through its differences. We are living in the urban age, which is actually more than just about cities, but is about how a mode of organizing space and society is shaping the world in which almost all of us live. Those great cities of the twentieth century – Paris, London, New York and others – continue to grow in size, surely but slowly. Yet, some of the most important changes are happening elsewhere in the world. Delhi, Karachi, Mumbai, Shanghai, São Paulo; these cities are where the action is, so to speak, where population growth rates are the highest, and where the issues of producing and managing ecological, economically, and socially sustainable cities are at the most pressing. Think about the challenges cities face over energy usage, over housing their citizens, over infrastructural needs, over political participation, over addressing poverty and over abating violence. Of course, cities are not just problems that need solutions. Cities have always been sources of cultural creativity, conviviality, diversity, and transnational inter- connections. And so, in the twenty first century, they continue to be sources of inspiration as well as perspiration. In this urban age traditional disciplines come up short. The challenges faced by cities, by their citizens, and by those who govern them demand new ways of thinking, that draw upon but that move beyond ways in which research has often been divided.

Who Owns the City? The privatisation of public land in Manchester Dr Tom Gillespie | University of Manchester and Dr Jonathan Silver | University of Sheffield Research conducted in partnership with Greater Manchester Housing Action Supported by the University of Manchester and ESRC Executive Summary Manchester is a city with historically high levels of public land ownership - the City Council owned 57.9% of land within its local authority boundaries in 1982. The city is currently experiencing a housing crisis characterised by a shortage of affordable and social housing. In this context, there are growing concerns amongst researchers, journalists and civil society groups that public land has been allocated to private developers to build unaffordable apartments. However, there is a deficit of publicly accessible information on which sites have been allocated and on what terms. This report investigates the privatisation of public land in central Manchester. Our focus is on land owned by Manchester City Council (hereafter ‘the Council’), and we pay particular attention to the central wards of Piccadilly and Ancoats & Beswick that have experienced significant transformation in recent years. Our aim is to establish whether public land ownership and use is transparent, whether public land disposals have been good value for the public, and what type of city is being built using public resources. The authors obtained data on public land disposals from the Council using freedom of information requests. We combined this with data from the UK Land Registry to identify who particular plots of land have been allocated to. This data collection process has enabled us to highlight three major issues regarding public land privatisation in Manchester.
