In 1863 gold was discovered on Jordan Creek, starting the boom and bust cycle of Silver City. During the peaks of activity in the local mines, the population grew to a few thousand residents with a full range of business services. Most of the mines played out by 1914. Today there are numerous summer homes and one hotel, but no year-long residents. Nine miles “down the road” from Silver City was DeLamar, another mining boom town. -

It has four distinct seasons and receives a modest amount of precipitation spread throughout the year. July is the warmest month of the year with summers ranging from mild to hot. December is the coldest month of the year, which consists of periods of snow and low temperatures. Average High/Low Temperatures The air quality index for Boise is 27% better Low / High than the national average. The pollution index December 24oF / 38oF for the city is 82% better than the national average. July 60oF / 91oF Average Precipitation Rain 12 in. Snow 31 in. GEOGRAPHY Boise is located in southwestern Idaho, about 41 miles east of the Oregon border, and 110 miles north of the Nevada border. -

344 IDAHO STATE HISTORICAL SOCIETY REFERENCE SERIES LOCATION OF IDAHO'S TERRITORIAL CAPITAL Number 344 December 24, 1964 On December 24, 1864, Boise became the capital of the territory of Idaho. But although the act of the territorial legislature was clear and simple, the situation was not, and the story surrounding it is typical of politics of that day. When the territory of Idaho was established by Congress, March 4, 1863, the law provided that the first territorial legislature should select a permanent capital. Originally, before the new territory was set up, the weight of population had been in the north and the principal city there was Lewiston. When the first territorial governor, William Henson Wallace, reached the territory in July, 1863, it was logical for him to establish his office in Lewiston and proclaim the organization of the territory from that town. It was also to Lewiston that he summoned the first territorial legislature in December, 1863. But for a little more than a year the center of population had been shifting. Gold had been struck in the Boise Basin in the summer of 1862, and the new mines had drawn population from north to south. When the census, on which apportionment was based, was taken in September, 1863, the area around Boise already had far more people than did the northern mines around Lewiston. The trend continued in coming years. That first legislature in Lewiston in 1863 did not face the issue of locating a definite territorial capital. Thus all through 1864, Lewiston was the temporary seat of the territorial government, but there was no permanent capital. -

Payette River Basin Initiative
Payette River Basin Initiative Purpose The purpose of the Payette River Basin (PRB) Initiative is to utilize conservation easements in permanently conserving portions of land which hold natural, recreational, agricultural and hydrological water resource value. The PRB initiative hopes to receive and focus local, regional and national resources to accomplish this goal. The waterways, lakes, and wild country within and around the basin has drawn people to the area for generations and with increased use, development is inevitable. The Payette Land Trust (PLT) has long understood the importance of the Basin to the area’s quality of life, economic viability, unique natural beauty and the importance to the State’s water quality. The PLT will strive to keep the land in private ownership and provide the opportunity for public access through agreements with willing private landowners. Goal The Goal of the PRB initiative is to permanently conserve a connected corridor from the Payette Lake inlet to Cabarton Bridge along the main stem of the North Fork Payette River. This effort will allow for access, recreation and movement of both people and wildlife within the corridor, while conserving the existing natural beauty and water quality. Payette River Basin Initiative Payette Land Trust: What We Believe The PLT believes in conserving the rural landscape of west central Idaho for the benefit of our community and future generations. We promote a community ethic that values and conserves its working agricultural properties and timberlands in balance with thoughtful development. Idaho’s Tourism KEY FINDINGS Industries Idaho’s tourism industry encompasses just over 1,700 businesses with more than 28,000 jobs and a payroll of over $500 million – 5 percent of total jobs and 2.3 percent of total wages. In addition, tourism indirectly supports another 11,600 jobs in other sec- tors of the economy, making tourism’s total economic impact 40,000 jobs. Idaho’s tourism employment declined at a faster rate than employment overall after the recession began. From 2007 to 2010, tourism jobs fell 15 percent, or 4,600, from the 2007 peak of 31,500. Tourism jobs began recovering from the 2010 low point of 26,970 to reach 29,100 in 2013, but still nearly 2,500 below the 2007 peak. Employment across all sectors dropped 8 percent from 2007 to 2010. The number of total jobs increased steadily since 2010 but remains more than 33,000 below the pre- recession peak. -

Natural Resources Conservation Service Idaho Water Supply Outlook Report April 1, 2019 Owyhee Reservoir in Eastern Oregon near the Idaho Border, March 30, 2019 In 1932, the U.S. Bureau of Reclamation completed the Owyhee Dam and the Owyhee Reservoir started filling for the first time. At the time of completion, the Owyhee Dam was the tallest of its kind in the world (417 feet) and served as a prototype for the Colorado River’s Hoover Dam. In the otherwise arid climate of Eastern Oregon and Southwestern Idaho, the reservoir provides critical irrigation water to approximately 118,000 acres of farmland across both states and four separate irrigation districts. The Owyhee River basin is huge, covering ~7,690 square miles in Oregon, Idaho, and Nevada. To put this in perspective, the entire Boise River basin is ~2,200 square miles! April 1 snowpack in the expansive Owyhee River basin is 130% of normal, and the reservoir is 61% full (88% of average), inflows began to increase in March and will continue in April as we transition into Spring. Area 2.2 – Research Natural Areas 1 4.1c – Maintain Unroaded Character with Allowance for Restoration Activities 27 5.1 – Restoration and Maintenance Emphasis within Forested Landscapes 72 General Location and Description - Management Area 17 is comprised of lands administered by the Boise National Forest within the North Fork Payette River drainage, from Banks to Cascade (see map, opposite page). The area lies in Valley and Boise Counties, and is part of the Emmett and Cascade Ranger Districts. The management area is an estimated 78,500 acres, of which the Forest Service manages 83 percent, 2 percent are private lands, and 15 percent are State of Idaho lands. The primary uses or activities in this management area have been dispersed and developed recreation, timber management, and livestock grazing. Access - The main access to the area is by paved State Highway 55 and well maintained, gravel- surfaced Snowbank Mountain Road and Clear Creek Road (Forest Roads 446 and 409). The density of classified roads in the management area is an estimated 3.0 miles per square mile, although part of the area is inventoried as roadless. Total road density for area subwatersheds ranges between 1.9 and 6.0 miles per square mile.
