The DOH is constantly referred to by planners, administrators, academicians and researchers. It is inl6r alia used for delimitation of constituencies, {ormulation of local level and regional plans and as an aid to district administration. The District Census Handbook is the only publication which provides Primary Census Abstract (PCA) data upto village level for the rural areas ward... wis::: for each city or town. It als:> provides data on infra.. structure and amenities in villages and towns, etc. The District Census Handbook series was ini tiated during the 1951 Census. It contained important census tables and PCA for each village and town of the district. During 1961 Cen sus the scope of the DCH was enlarged and it c-lntained a descriptive account of the district, administrative statistics, census tables and a village and town directory, including POA. The 1971 DOH series was planned in three parts. Part-A related to village and town dIrectory, Part-B to village and town peA and Part -0 comprise an.alytical report. administrative statistics, district census tables and certain analytical tables based on POA and amenity data in respect of villages. However. in some states it was confined to district census and in a few altogether given up due to delay in compiLitioo and printing. While designing the formate of 1981 DOH series some new features along with the restructuring of the formats of village an.d town directory have been attempted. At the same time, comparability with the 1971 data has also been kept in view. All the amenities except power supply in the village have been brought together in the village directory with the instruction that in case an amenity is not available in the refnrent village the distance in. broad ranges from the nearest place where the amenity is available may be given. The restructuring of the format of the village directory and incorporating more exhaustive data on infra-structure aspect particularly in relation to amenities and land-use pattern is expected to further meet the need of micro level planning for rural areas. It is expected to help not only in local area planning but regulating the provision of goods and services as well as to minimise the regional imbalances in the process of development. A few new items of information have also been introduced to meet some of the requir<;ments of the Revised Minimun Needs Programme. Such new items of information as adult literacy centres, primary health sub-centres and community health workers in the village have been introduced in the village directory with this objective in mind. The new item on approach to the village is to have an idea about the villages in the district which are inaccessible. A new column, IItotal population and number of households" has been introduced to examine the correlation of the amenities with the population and number of households they serve_ Addition of two more appendices listing the villages where no amenities are available and according to the proportion of scheduled caste and scheduled tribe population to the total popUlation has also been made with this view in mind. The formats of the town directory have also been modified to meet the requirements of ( iv ) the Minimum Needs Programme by providing information on a few new items. A new statement on civic and other amenities in Glass-I and Class--II towns ( Statement IV-A) has been intro duced with this objective in mind. It is expected that this will help the planners to chalk out programmes on provision of civic amenities for the improvement of slums. The columns on Scheduled Castes and Scheduled Tribes populatiun in statement IV relating to civic and other amenities and adult literacy classess,'centres under educational facilities in statement V are also added intlr alta with this view. A significant additlOn is class of town in all the seven statements of the town directory. The infrastructure of amenities in urban areas of the country can be best analysed by taking the class of towns into consideration. The addition of the columns on civic administration status and population in a few statements also serves this purpose. The format of the primary census abstract for the villages and towns has been formula ted in the light of changes in the economic and other questions canvassed through the individual slip of 1981 Census. In order to avoid delay m publication of 1931 DOH series it has been so designed that Part-A of the volume contains village and town duectury anri Part-B, the PCA of villages and towns including the Scheduled Castes and Scheluled Tribes peA upto Tahsil/Town levels. At the beginning of the DCH a detailed analytical note supported by a number of inset tables based on peA and non-census d"l.ta in relation to the infra structure has been introduced to enhance its value. The District and Tahsil/P0lice Station/CD Block etc. level maps depicting the boundaries and other important features have been inserted at appropriate places. to further enhance the value of the publication. This publication is a joint venture of the State Government and the Census 01'gani zation. 'The data have been collected and compiled in the State under the direction of Sri Ravindra Gupta, the Director of Census Operations, U. They are needed for running democratic institutions. district level planning and district administration besides catering to the assorted needs of researchers. scholars and common man. By presenting census data down to the level of villages, the District Census Handbook series occupies a place of prominence in the galaxy of census publications. The need for small domain data always prompted publication of village figures in some form or the other in most of the censuses. Yet it was only in 1951 census that the publicat ion of village statistics acquired the well deserved importance by the introduction of District Census Handbook series. These volumes have been published with unbroken regularity in Uttar Pradesh State bince 1951 census by the Census Organization on behalf of the Government of Uttar Pradesh. The District Census Handbook was brought out for each District in two vvlumes in 1951/1961, three volumes in 1971 and is being brought out in two volumes Part A and Part B in 198 . With the introduction of this series, it developed into a healthy tradition to collect village-wise information on amenities and infra structure, taking advantage of the massive census operation and publish it in the form of village and town directories in vulume A of the District Census Handbook. Part I A' volume, in keeping with the tradition, consists of villa5e and town directo ries, giving basic information relating to infra-structure and amenities and total popUlation of each village and town as thrown up by the 1981 Census. The Part B volume presents prLnary census data for each village and town giving total population with scheduled caste/scheduled tribe, literates, main workers by main category marginal workers and non-w.-:>rkers break up. The District Census HandboGk Part A and Part C were publishej in English in 1971 Census. Part B volume was brought out in Hindi as well as in English in separate issues with a view to enlarging its utility. This, however, resulted in delayed publication of data, erroding lome of their topicality by prolonged time-lag. This time, therefore, the District Cen'lus Hand book are being brought out in diglot form in single volumes. The alphabetical list of villages is given in Hindi as well as in English to make the reference easier to both categories of users. The scope of analytical notes has been en 'arged this time. In Part A, the' Analytical Note, consists of brief introduction of the district and analysis of data presented there in. The introduction to the District Census Handbook it also contains explanations of the terms used in the village and town directory and general concepts of census, while only a brief analysis of data and explanations of census concepts pertinent to the Primary Census Abstract have been included in Part B. The non-census information was collected through the agency of lekhpals the basic revenue functionary. The lekhpals collected information for each village under their charge. It has passed on the Census Directorate by the District Census Office after getting it duly vetted by the Land Record Inspectors and Tahsildars. The information for towns was supplied by the local authorities. I gratefully acknowledge their role in collection of information. We have ( viii ) also used material made available to us by the Collectors and District Magistrates in drafting introductory notes on districts, I am extremely thankful to them for their assistance. The Part A volume consists of village and town directories glv~ng basic information relating to infra-structure and amenities and total popUlation of each village and town as thrown up by 1981 Census. The non-census information relates to the year 1979/ 80/1981, making it almollt synchronous with the 1981 population census, Part B volume presents primary census data, known as in census Jargon as 'Primary Census Abstract' (peA) for each village and ward of a town The peA gives tot"l population with scheduled castes/scheduled tribes, literates, main workers by main categories, marginal workers Bnd non-workers break-up. Two special tables-one for scheduled caste popUlation and another for scheduled tribe population are also presented in Part 'B' volume. These tables give tahsil-wise and t.ownwise and also for the district as a whole scheduled caste/scheduled tribe population. It is important for the readers to acquaint themselves with census concepti of general importance. 1. RURAL AND URBAN AREAS The census data are presented by rural and urban areas. A rural area is non-urban consisting of revenUe villages with well defined boundaries which 1S the smallest unit in the hierarchy of administrative units. It may comprise of several hamlets. Yet it is cons.idered one unit for the persentatioQ. of data. Habitations in forest areas are also considered as villages and each forest range Officer's beat is considered as one forest village. Urban areas have been especially defined for the purpose of population census. The definition is treated with some flexibility with a view to accommodating nlinor variations for meeting the ex.igency of the sitUation. An urban. unit has been defined as follows: (a) All places with a municipal, corpora.tion. municipal board, cantonment board, notified area an d town area. (b) All other places which satisfy the following criteria (i) A minimum popUlation of 5,000; (ii) At least 75% of the male working popUlation engaged in non-agricultural activity, (iii) A population of at least 400 per Sq. km. (or one thousand per sq. mile.) All1ed agricultural activities such as fishing, logging etc. have,been considered agricul tut"al iii. 1981 Census for determining the proportion of engagement of male population in non agricultural activities for the purpose of declaring a place a town. l. URBAN AGGLOMERATION The concept of Urban Agglomeration. of the 1971 is also adopted for 198! census. Very often the growth of towns over-lapped the statutory limits of the city or town. Large ( ~vi ) railway colonies, university campuses, port areas, industrial areas etc. Came tip outside the limits of the town but they form continuous growth with the town. These outgrowths mayor may not by themselves qualify to be treated as separ&te towns hut these .ootgr.owths deserve to be treated as urban areas. Such a town with their outgrowth areas is treated as one urban unit and called "Urban Agglomeration~ and Urban Agglomeration may constitute. (i) A city with continuous out-growths, (the part of outgrowth being O1Itside the statutory limits but falling within the boundaries of the adjoil'l.ift.g viNage or villages), (ii) One town with similar outgrowth or two or more adjoining towns with their out-growths as in (i); or (iii) A city and one or more adjoiaing towns with their outgrowths ail of whiclll form a continUDus spread. 3. CENSUS HOUSE A 'census house' is a building or a part of a building having a separate main entrance from the road or common courtyard or staircase etc., used recognised as a separate unit. It n'ta'y be vacant -or occupied. It may be used for residential or non-residentia1 pt:WpdSC or both. of. HOUSEHOLD A hlJ.11'Sehold is a group of persons who conrmonly lh-'e t~her at'ld who take the.. meals from a common kitchen unless the exigency of 'Work prevents them fl"'0m ~iR.-g 110. Theft: may be a household. of persons related by blood or unrelated persons or having a mix of both. Examples of unrelated household are boarding houses, masses, hoste)sl residential hotels, rescue homes, jaiIs1 ashrams etc. These are called institutional households. There may be one-member households, two-member households or multi-member households. For census purpose, each one of these types is regarded as a household. 5. SCHEDULED CASTES/SCHEDULED TRIBES A persons has been returned as belonging to a scheduled caste or scheduled tribe if caste or tribe to which he belongs is includ~d in the schedule of the 8tat4- 8chedulod caste can belong to Hindu -or Sikh religion. However, a person! belongiI't~ to scheduled tl"ibe call profess any religion. A person who can both read ud write with undentandiag .in aa.y ~e is to be takeJl, .aa li~ate. A person who can merely read but cannot write. is a;o.t a literate. It is aot necessary that a person who is literate mould have pas::ted aay minimum QdueatioDal staPdard. 7. WORKER I~ 1981 Cens~ the economic status of a person has been ~1assified as; (i) Main worker ( xvii ) (ii) Marginal Worker (iii) Non-workers Th~ dichotomy of workers and non·workers or 1961 and 1971 census has bqen discarded in 1981 censUS and time disposition criterion in economic activity with one year reference period is adopted. A person who has engaged himself in economic activity for major part of the year (at least 183 days) is considered as main worker while those who worked in for somotime during the last year but not major part of the year have been treated marginal worker. Those who have not worked at all during the one year reference pqriod are non-workers. Work has been defined as participation in any economicaIIy productive activity. Such participation may be physical or mental in nature. Work involves not only actual work but also effective supervision and dir(fction of work. 8. CULTIV ATOR A person is consid~ed a cultivator if he has engaged in CUltivation as a single worker or family worker of land woned or held from Govc:;rnment or held from private persons or institutions for payments in money kind or share. Cultivation incl!ldes supervision or direction of cultivation. Cultivation involves ploughing sowing and harvesting and production of cereals and millet crops and other crops '3uch as sugar cane, ground nuts, tapioca etc. and pulses, raw jute and kindered fibre crops, cotton etc. and does not include fruit and vegetable growing or keeping of orchards or groves or working on plantation like tea, coffee. rubber etc. 9. AGRICULTURAL LABOURER A person who works in another person's land for wages in mone,y, kind or share should be regarded as an agricultural labourer.. He does not have a risk in the cultivation but merely works in another persons land for wages. 18. HOUSEHOLD INDUSTRY Household Industry is defined as an industry conducted by the head of the household himself/herself and or by the members of the household at home or within the precincts of house where the household lives in urban areas. The larger proportion of workers in a household industry should consist of membCirs of the household including the head. The industry should not be run on the scale of a r~gistered factory which would qualify or has to be registered under the Indian Factories Act. Industry impli~ production, processing, I>ervicing or repair of articles or goods such as handloom weaving, dyeing, carpentry, bidi rolling, pottery manufacture, bicycle repairing, blacla amithy, tailoring etc. 11. OTHER WORKERS All workers, who are not cultivators or agricultural labourers or engaged In Household Industry are treated as other workers. This category covers factory and plantation workers, Government servants, Municipal employees, teachers, priests, entertainment artists, workers engaged in trade. c:)mIllerce, QUsilless mining, construction etc. ANALYTICAL NOTE INTRODUCTION The district of Sultanpur is one of the six district!! of Faizabad Dlvi.,ion. It lies on both sides of the Gomti between 25°58' and 26 '39' north latitude and 81 °33' and 82 -'42' east longtitude. It is ounded by district Faizabad on the n:lTlh l Jaunpur ani Azamg,uh on the east, Pratapgarh on the south, and Rae Bareli and Bara Banki on the west and n,)rth-west. The area of the district supplied by Surve)or General of India is 4A36 square kilometre. '] he chief river of the district is the Gomti. The population of the district is 2)042,778 the density of popu'ation 461 persons per square kilometre. It has a sex ratio (number Clf females per 1,000 male:;) of 970. The total population of the district forms I.L4 pcr cent of state population. The district occupies 36th position in area. a.nd 2 '::nd position in population amongst the 56 dlStricts of the state. There are 343,934 occupied residential houses and 366,659 households in the district. An average household has about 6 persons. It comprises four tahsils namel}" Mu&afirkbana, Amethi, Sultanpur and Kadipur of which Sultanpur tahsil is the most populous Amethi the least. The order remains the same in respect of area also. Ther~ are 2,531 villages and 4 towns in the district. ~ he percentage of the populatiL'n rehiding in rural and urban a:-eas is 96.70 and 3.30 respectively. Ur' anisation in the district is quite lower than the state as a whole (17.95 per cent). In the district as' a whole scheduled castes are 23.12 per cent of the total popu'ation while 5cheduled tribes have negligible proportion. The percentage cf literacy in the total population is 22.45 per cent as againgst the atate percentage of 27.16. Literacy rate among males is 35.14 per cent and among females is 9.37 percent, It is only 21.44 per cent in the rural and 51.84 per cent in the urLan. Of the total population 28,90 per cent are main workers and 1.30 per cent are margin~l workers. The proportion of main workers among males is 49.30 per cent and among females 7.88 percent. The percentage of marginal workers among rralcs is 0.47 and among females 2:16. The most populous tahsil is Sultanpur (683,058) and Tahsil Musafirkhana is entirely rural. Amethi tahsil with 370,662 population uccupies bottom positiun amongst the {our tahsila. Sultanpur tahsil has the highest number of total villages 854 of which 838 are inhabited followed by Kadipur 781 (768 inhabited" Amethi 461 (456 inhabited) and Musafirkhana 435 ( 4- 30inhabi ted). 'The growth in the .rural j~ 22.65 per cent and in the urban 108.40 per cent. Amongst tahsils the maximum population growth is observed in tahsil Sultanpur amounting to 26.'36 per cent. It is due to high population growth both in the rural and l.rban areas. The number of such villages being 1,225 (49.16 per cent). Of the remaining 43.74 per cent are small size villages with population less than 500. The percentage of large size villages is in the popuJaticn ranges cf 2,000-4 999 and 5,000-9,999 is 6.90 and 0.20 respectively. Villages with population 10,000 and above are non-existent in the district. In respe~t of tahsil literacy" Sultanpur tahsil has the highest literacy rate of 25.79 per cent, fullowed b}' Kadipur and Amethi. T;he order is the same in rLlral literacy. In male Jitera Sultal\pu.f tahsil comes at the top and MUllafirkhana (28.80 p~r ceJ;tt) at the bottom. Sult.-opur tahsIl stands at the top both in male and female literacy. It is remarka')le to note that female literacy is as high as 39.40 per cent in the urban area while it i:; as low as 8.41 p.!r cent in the rural ~re~. Main workers comprise 28.90 per cent of the total population with 28.Y8 per cent in the rural and 26.41 per cent in the urban. The highest participation in economic activity is foUlUl in Muaafirkhana tahsil. The main male wo.rker8 form 49 1 30 per cent of tht total population. Among the male pupulation, the participati3n rate in economic activity i~ 49.42 per cent in the rural and 46.03 per cent in the urban areas. As regards the tah'lils top position (52.52 per cent) is occupied by MusafIrkha.na and Kadipur is placed a.t bJ',tum with 47.11 per cent. In female participation Amethi tahsil stands at first place and last position is occupied by Kadipur tahsil. Marginal workelS form only 1.30 per cent lof the total population of the district with 1.34 per cent in rueal and 0.35 in urban. Female marginal participation is higher in the rural areas of the distnct whi'e it is reverse in urban. After substracting the total workers i.e. main plus marginal workers from the total population, the remaining are non-w.)rkers.
