THE BRIDPORT AREA NEIGHBOURHOOD PLAN Regulation 15 Submission | March 2019 THE BRIDPORT AREA NEIGHBOURHOOD PLAN Regulation 15 Submission | March 2019 A neighbourhood plan by the communities of Allington, Bothenhampton & Walditch, Bradpole, Bridport & West Bay and Symondsbury This Regulation 15 submission of the Bridport Area Neighbourhood Plan has been approved by all participating councils: Bridport Town Council, Allington, Bradpole, Bothenhampton & Walditch, and Symondsbury Parish Councils, on behalf of those who live and work within the designated area. This Regulation 15 submission version of the Bridport Area Neighbourhood Plan has been prepared on behalf of the Joint Councils Committee by Bridport Town Council, the qualifying body responsible for plan preparation. The Joint Councils Committee has overseen the research and development of the neighbourhood plan. Community Steering Group Many community volunteers have given their time, energy and knowledge to the development of this plan, especially those involved in the Community Steering Group and the theme Working Groups set up to help research and develop policies contained in this Regulation 15 submission document. The District Council is required by Section 71 of the Town and Country Planning (Listed Buildings and Conservation Areas) Act 1990 to formulate and publish proposals for the preservation and enhancement of Conservation Areas. This can be achieved through Conservation Area Appraisals. West Dorset has 79 Conservation Areas and the Council has agreed on a programme of character appraisals. Bothenhampton, Bradpole, Symondsbury and Walditch Conservation Areas form part of this appraisal work, grouped together because of their geographical proximity in and around Bridport.

    Joint Local Plan Review for West Dorset, Weymouth and Portland INITIAL ISSUES AND OPTIONS CONSULTATION FEBRUARY 2017 West Dorset, Weymouth & Portland Local Plan Review Foreword We are delighted to introduce the review of the West Dorset, Weymouth & Portland joint Local Plan. Although it is only a short time ago since the examination and adoption of the joint Local Plan, the inspector who examined the plan said that the councils should prepare an early review. This review needs to identify additional land capable of meeting housing needs to the end of the current plan period (2031) as well as the broad locations for development in the five year period thereafter (to 2036). The inspector pointed towards Dorchester and Sherborne as locations for future growth, but we have also considered a range of options in our coastal and market towns. Government planning policy has changed on a number of issues including the introduction of ‘starter homes’ and ‘self build and custom housebuilding’ aimed to fulfil the Government’s priority to build more homes. We are therefore addressing these issues too. This first consultation document presents the issues relevant to the plan area today and seeks your thoughts on the different options that we can take. It is important to remember that these are ‘options’ which will be refined at a later stage - there is no commitment to any one solution at this point. The review of the adopted local plan is just starting and we are keen to seek as many different views as possible before we go any further. Your views are really important to us and the feedback we receive will guide decisions as the plan progresses towards examination and adoption.

    Vision 2030 Neighbourhood Plan: Environment and Heritage Working Group Evidence base on heritage and the built environment “Bridport is one of the best towns in Dorset, and for a continuously sustained urban feeling perhaps the best of all”. “East and West Streets slope gently downwards, so that the urban vistas end in distant views of green hills, and South and East Streets have for much of the way Georgian frontages of unusual unity”. Quotes taken from The Buildings of England: Dorset, Newman J and N Pevsner (1972) This document contains evidence about the five adjoining parishes which together form the designated area of the Vision 2030 or Bridport area Neighbourhood Plan. Introduction Bridport was established as a fortified Burgh in the late ninth century by Alfred the Great and in 1253 was made a Royal Borough by Henry III. In 1213 King John demanded that Bridport produce rope and cable for his army and navy, an industry which (with flax and hemp growing) was to expand and become a vital part of the town’s heritage, and which can still be found in a number of net making businesses. Moreover, the industry has left a distinctive mark on the town’s street layout, buildings and boundaries e.g. premises and back gardens/ yards which extend back for some distance. “The prolonged influence of the flax and hemp industry can be seen in the exceptional diversity of Bridport’s industrial landscape, including the wide range of well-preserved historic housing, the distinctive walks used for spinning twine and rope and the buildings around the harbour at West Bay”.
