Consumers can now access media content across geographic boundaries, anytime, anywhere and however they want it. 1.2 Such developments pose both opportunities and challenges for Singapore. While industry players are responding to convergence opportunities with the introduction of new multi-platform and interactive services, our policy and regulatory frameworks – designed for traditional media platforms and industry structures – are no longer able to cope with the emerging characteristics of the converged media environment. 1.3 In March 2012, the Government appointed a Media Convergence Review Panel (“Panel”) – chaired by Mr Koh Boon Hwee, Chairman, Board of Trustees, Nanyang Technological University, and comprising distinguished individuals representing a diversity of expertise – to study the issues impacting consumers, industry and society in the converged media environment, and to put forth recommendations on how to address such challenges.
