Coinage has been in gener- al use in what is now the continental United States for less than four hundred years. The earliest date of deposit for a coin hoard in what is now the continental United States is 1631.5 Coin hoards sensu stricto (i.e., not including finds of paper money) are found in the continental United States at the rate of about three every year.6 In England and Wales, by contrast, coin hoards are found at the rate of twenty to forty every year.7 England and Wales have a much smaller population and area, but that area has used coinage for two millennia. INTRODUCTION One of the most ubiquitous features of any modern economy is its money system. Present in the majority of economic transactions, money plays a key role in the facilitation of exchange, and represents a common denomination of the value that individuals, and society, place on goods and services. Simultaneously, and somewhat paradoxically, monetary systems, and the institutional landscape in which they function have a certain invisibility. Each person takes it for granted that every other person will accept money at an understood value. For this reason, money, and the historical context in which it arose, fades into the background. However, for some critics, the origin of centralized national fiat money systems is not forgotten. Authors such as Vera Smith, Friedrich Hayek, and Milton Friedman1 have argued in various forms against government central banking. A common thread of these arguments is that government monopoly of the money supply does not provide any benefits to the public. Rather, a competitive market-based system of money issue can optimally generate a medium of exchange that is stable in value and in sufficient supply. Recently academics and community activists have issued different critiques of nationalized fiat money systems. On their view, the current monetary system contributes to underdevelopment of cities and regions, unnecessary unemployment, and environmental degradation. They envision a process of monetary decentralization in which a network of “local” or “community currencies” flourishes. It is argued by proponents that community currency systems revitalize local economies by keeping money circulating locally rather than flowing out, but this study is the first known in- depth economic analysis of these systems. Monetary theory and the experience with local currencies in Argentina indicate that in periods of financial instability and high unemployment, local currencies might provide widespread economic benefits. The experience of the United States during the 1990s, however, suggests that local paper currencies do not promote local economic development during periods of economic and financial stability. Seigniorage from local currencies is small, and cities in the United States that attempted local currencies during the 1990s did not experience higher rates of growth in income than other cities. Eighty-five percent of the local paper currency systems initiated in the United States since1991 have become inactive. James William Ellsworth, owner of one such company, was a staunch anti-union man, who utilized pater- nalism in his recently constructed "model" mining town. Ellsworth hoped to keep the workers content and prevent unionization by pro- viding nearly ideal living conditions. The Ellsworth Company's labor relations offer an instructive example of the advantages and limitations of paternalism as a method of controlling labor and maximizing prof- its. This article will focus on James Ellsworth's methods, the workers' responses, and the struggle over unionization. Immediately after the Anthracite Coal Strike of 1902, in which the union made significant gains, the UMW began a drive to organize non-union bituminous mines in Pennsylvania.2 One of the targeted mines belonged to independent operator Ellsworth. The Ellsworths, a distinguished family which included Chief Justice Oliver Ellsworth among its ancestors, traced their Congregational heritage back to early colonial Connecticut.     LOCAL MONEY IN THE UNITED STATES DURING THE GREAT DEPRESSION Loren Gatch Department ofPolitical Science University of Central Oklahoma The Great Depression in the United States produced a great outpouring of local currencies as responses to various aspects of the economic crisis. This article describes the basic types of scrip in use, assesses their legality and theoretical justification, and ventures some generalizations as to what sorts of scrip worked best. It argues that the widespread use of local scrip was not motivated by any systematic analysis of the shortcomings of the national economy, or of its monetary system. Rather, the scrip movement represented eclectic responses to specific economic problems created by the Depression. Among the major industrial countries, the United States was hit particularly hard by the economic crisis of the 193 Os. By 1933, the massive declines in employment and output, along with the collapse of the banking and financial systems, created a widespread perception that the economy was experiencing shortages of money, provoking numerous issues of local currencies, or “scrip’ Given the large number and brief duration of many issues, there is no reliable estimate of their overall volume, though one contemporary estimate placed it at nearly one billion dollars.’ It is clear, however, that some sort of scrip was issued by several hundred municipalities, business associations, companies, banking organizations, barter and self-help cooperatives, and production units of the unemployed.2 This article details the basic types of scrip in use during this period. It also addresses the legality of scrip under American law, and examines the theoretical justifications for scrip.
