THE SWEDISH REGIONAL REFORM AND THE POLITICAL MAP: PARTY INTERESTS AT STAKE David Karlsson 1 and Ylva Norén Bretzer 2 First draft for discussion at the XX NorKom conference Göteborg, SVERIGE, November 24 – 26, 2011. Prepared for Group 1 Abstract In this article we conduct contra factual experiment of thoughts, applying the tactics of gerrymandering into the regionalization process of Sweden. By applying the actual election data from 1998 up to 2010, we discuss the various outcomes of four regional models; i) the present system, ii) a realistic scenario of regional reform (a roadmap commissioned by SALAR), and two hypothetical but possible models based on what regional struc- ture would mostly benefit iii) the left parties and iv) the right parties. The overall aim of the paper is to esti- mate the implications of a regional reform on the political geography of Sweden to provide instruments for fu- ture research on if, and how party interests affect the regional reform process. The analyses also give fuel to a number of relevant discussions on regional reform and its political out- comes. For example, our results highlight the possible lock-in effects in the present discussions concerning the Stockholm/Uppsala regions, Västra Götaland and Halland/or Värmland, and the region of Southwest Sweden. One suggestion is that if citizens are to have long-term confidence in the future regional structure, it should be arranged in such a way that both the left and right wings are satisfied – a double-packing strategy. Such a strategy would make it relatively harder for smaller local/regional parties to affect the political stability of a region. -

It is also linked with the trials where leading representatives of the Nazi regime had to answer for their crimes in an international court of justice. Between 20 November, 1945, and 1 October, 1946, the International Military Tribunal’s trial of the main war criminals (IMT) was held in Court Room 600 at the Nuremberg Palace of Justice. Between 1946 and 1949, twelve follow-up trials were also held here. Those tried included high- ranking representatives of the military, administration, medical profession, legal system, industry Press Release and politics. History Two years after Germany had unleashed World War II on 1 September, 1939, leading politicians and military staff of the anti-Hitler coalition started to consider bringing to account those Germans responsible for war crimes which had come to light at that point. The Moscow Declaration of 1943 and the Conference of Yalta of February 1945 confirmed this attitude. Nevertheless, the ideas – Presseinformation concerning the type of proceeding to use in the trial were extremely divergent. After difficult negotiations, on 8 August, 1945, the four Allied powers (USA, Britain, France and the Soviet Union) concluded the London Agreement, on a "Charter for The International Military Tribunal", providing for indictment for the following crimes in a trial based on the rule of law: 1. -

This dissertation empirically investigates the activities of three neutral states in the Second World War and determines, on a purely economic basis, these countries actually employed realist principles to ensure their survival. Neutrals maintain their independence by offering economic concessions to the belligerents to make up for their relative military weakness. Depending on their position, neutral countries can also extract concessions from the belligerents if their situation permits it. Despite their different starting places, governments and threats against them, Spain, Sweden and Switzerland provided similar types of political and economic concessions to the belligerents. -

HISTORICAL MATERIALS IN THE DWIGHT D. EISENHOWER LIBRARY OF INTEREST TO THE NAZI WAR CRIMES AND JAPANESE IMPERIAL GOVERNMENT RECORDS INTERAGENCY WORKING GROUP The Dwight D. Eisenhower Library holds a large quantity of documentation relating to World War II and to the Cold War era. Information relating to war crimes committed by Nazi Germany and by the Japanese Government during World War II can be found widely scattered within the Library’s holdings. The Nazi War Crimes and Japanese Imperial Government Records Interagency Working Group is mandated to identify, locate and, as necessary, declassify records pertaining to war crimes committed by Nazi Germany and Japan. In order to assist the Interagency Working Group in carrying out this mission, the Library staff endeavored to identify historical documentation within its holdings relating to this topic. The staff conducted its search as broadly and as thoroughly as staff time, resources, and intellectual control allowed and prepared this guide to assist interested members of the public in conducting research on documents relating generally to Nazi and Japanese war crimes. The search covered post- war references to such crimes, the use of individuals who may have been involved in such crimes for intelligence or other purposes, and the handling of captured enemy assets. Therefore, while much of the documentation described herein was originated during the years when the United States was involved in World War II (1939 to 1945) one marginal document originated prior to this period can be found and numerous post-war items are also covered, especially materials concerning United States handling of captured German and Japanese assets and correspondence relating to clemency for Japanese soldiers convicted and imprisoned for war crimes. -

Kent, Neil. 2008. A Concise History of Sweden. Cambridge: Cambridge University Press. xii+300 pages. ISBN: 978-0-521-01227-0. In the introduction to A Concise History of Sweden, Neil Kent correctly asserts that “a comprehensive history of Sweden is much needed” (i). His book is an ambitious attempt to fill a void. To write a general textbook which encompasses the entire history of one of the oldest states in Europe is challenging, as it forces difficult choices regarding what to include and what to omit. A Concise History of Sweden is written for an Anglo-American audience, something apparent in the choice of focus and references. While it is amusing to see the “match king” Ivar Kreuger introduced as the role model for a character in an early play by Ayn Rand, the Anglo-Saxon mould does not always fit. For instance, Kent over-emphasizes Sweden’s admittedly fascinating, but marginal colonial legacy. There are no less than 12 pages with references to Sweden’s miniscule Caribbean colony Saint Barthélemy, a tiny island of 21 km² with a population of a few thousand people and only six Swedish speakers by 1860. Kent’s over-emphasis of this detail comes at the price of overlooking some important events of far greater importance. For instance, there is no mention of the 1676 Battle of Lund, one of the bloodiest battles on Swedish soil in which almost 10,000 men lost their lives, and Swedish control over Skåneland—Scania, Blekinge, and Halland—was reconfirmed. It is difficult to understand why this event, which came to have a profound impact on Swedish history, is omitted from a standard textbook. -

Volume 8. Occupation and the Emergence of Two States, 1945-1961 Excerpts from the Report on the Potsdam Conference (Potsdam Agreement) (August 2, 1945) The Potsdam Conference between the leaders of the Soviet Union, the United States, and Great Britain was held at Cecilienhof Palace, the home of Crown Prince Wilhelm Hohenzollern, in Potsdam, Germany, from July 17 to August 2, 1945. The Soviet Union was represented by Josef Stalin; the U.S. was represented by President Harry S. Truman, who had only been in office for a few months, having succeeded Franklin Delano Roosevelt on April 12, 1945. Winston Churchill represented Great Britain at the start of the conference, but after the Labor Party won the elections of July 27, 1945, he was replaced by the new prime minister, Clement R. Attlee, who signed the agreement on behalf of Great Britain on August 2, 1945. The agreement reached by Stalin, Truman, and Attlee formed the basis of Allied occupation policy in the years to come. The provisions with the most far-reaching consequences included those concerning borders. It was agreed, for example, that the Oder- Neisse line would be established as Poland’s provisional western boundary, meaning that Poland would undergo a “western shift” at the expense of German territories in Pomerania, Silesia, and Eastern Prussia. It was also agreed that the territory around East Prussian Königsberg would be ceded to the Soviet Union. In addition, the conference settled upon the “transfer” of Germans from the new Polish territories and from Czechoslovakia and Hungary. These measures constituted an essential basis for the division of Germany and Europe. -

Abstract The militarily non-allied members of the European Union, Austria, Finland, Ireland and Sweden, have undergone rapid changes in security policies since 1999. Looking at two states, Finland and Sweden, this paper traces states’ contemporary responses to the rapid development of the European Security and Defense Policy (ESDP) to their historical experiences with different types of neutrality. It is argued that by looking at the legacies of different types of neutrality on identity and domestic rules, traditions, norms, and values, we can better explain how change occurred, and why states have pursued slightly different paths. This enhances our understanding broadly of the role of domestic institutions in accounting for policy variation in multilateral regional integration, and particularly in the EU. In the process, this study also addresses a question recently raised by other scholars: the role of neutrality in Europe. Traditions, Identity and Security 3 . 1. Introduction The core difference between members and non-members of a defense alliance lie in obligations to militarily aid a fellow member if attacked, and, to this end, share military strategy and related information. The recent and rapid institutionalization of EU security and defense policy is blurring this distinction beyond the increased cooperation and solidarity emanating from geopolitical changes, NATO’s expansion and new-found role in crisis management, or, later, the 9/11 attacks. -

The Swedish Economy Showed a Relatively Robust Performance in The
2.27. SWEDEN The Swedish economy showed a relatively robust performance in the first quarter of 2020, in spite of the COVID-19 pandemic triggering a sharp deterioration in economic activity from mid-March onwards. Real GDP grew 0.1% q-o-q in the first quarter, mainly due to positive net exports. Even though only some restrictions were put in place to counter the spread of the disease, both the demand and supply side of the economy took a hit. While the rather less restrictive measures helped cushion the immediate impact on the economy, particularly on domestically oriented branches, exporting industries experienced strong declines in output as cross-borders value chains were disrupted. Durable consumer goods, travel services and capital goods-producing sectors were particularly affected. Real GDP is expected to show a sharp fall in the second quarter of 2020, with a recovery following in the second half of the year. The uncertain outlook for demand and lower capacity utilisation should lead to a sharp decline in capital formation this year. Equipment investment is also expected to suffer, as it is the investment category that reacts most strongly to the business cycle. Private consumption decreases follow on from substantial job losses and uncertainty, as well as the impact of restrictions. The sharp fall in economic activity forecast in Sweden’s main trading partners is expected to translate into a large decline in exports. Economic growth is set to turn positive in 2021 as impediments slowly dissipate and the economies of major trading partners recover. A return to work should foster a bounce back in consumption growth in 2021.
