2 Parish Council Report

Three meetings were held on Wednesday 15th May, starting with the Annual Parish (Electors ) Meeting. Three parishioners attended the meeting where there were presentations by Malcolm Tibble, the present Chairman of Community Car Scheme, and John Dominy, Trustee of the East Rudham Fuel Fund. Parish Council Chairman presented his annual review, and the Clerk/Responsible Financial Officer, circulated copies of the Receipts and Payments account and presented a financial report. A report provided by MUGA was also presented. You can find details of all these reports in the minutes of this meeting which are published on the East Rudham Parish Council website. This meeting was followed by the Annual Parish Council Meeting where Tony Elburn was elected Chairman and Malcolm Pearson was elected Vice Chairman. Since John Horsfield is no longer a parish councillor a replacement was needed to be found to coordinate the Bulk Oil Buying scheme. Cllr Mrs Sue Jones offered to take on the role, she is also Council's representative for MUGA. John Horsfield was also Council's representative for the Jacks Lane Windfarm Community Fund, a role that has now been taken over by Cllr Richard Bramley. Cllr Mrs Rosemary Weeks continues to represent Council for Coxford Abbey Quarry, and Cllr Malcolm Pearson continues to be Council's appointed trustee for the East Rudham Fuel Fund. The final meeting of the evening was the May Parish Council Meeting. Following the recent parish council elections, one vacancy now exists on the council to be filled by cooption. If you are interested in being considered please contact the Chairman (528273) or the Clerk (578462) by 14th June. Cllr Hedley Mines, who manages the SAM2 sign system, reports monthly to the meetings on data recorded by the sign. It was agreed at the meeting that this data should be published on Council's website. An additional SAM2 bracket has been purchased so that traffic using the road at the south side of the Green can also be monitored. The recent event on the Green was very successful and a £102 has been donated to Council by the organisers to be used for good causes. Fencing of the north side of the Green is being considered in order to

3 make events held on the Green safer . The new mobile post office service, which visits East Rudham on Mondays, Tues- days and Thursdays from 8-10am is being well-used. Council's bid for a Parish Partnership Scheme grant has been successful so the car park on the Green will be swept and parking bays marked out, and a cycle rack installed on Highways land opposite the butcher's shop in Station Road. PEACE DAY

The Spring Plant & Craft Fair returned to the Tuesday Market Place in King’s Lynn on Saturday 11 May.

The popular event once again featured a wide range of stalls, demonstrations and workshops that appealed to both keen gardeners and families in search of a fun day out. Children were encouraged to plant poppy seeds and take part in creating a display to mark the centenary of Peace Day, which takes place on 19 July. The creation will be shown in July in King’s Lynn Library, next to Tower Gardens, which has recently been dedicated as a Centenary Garden by Fields in Trust.

4 SCRAP Fly-tipping campaign comes to King’s Lynn

A campaign to help fight the blight of fly-tipping in is coming to west Norfolk.The award-winning SCRAP fly-tipping campaign was created in Hertfordshire and now in force in counties across , SCRAP reminds people to check their waste is being taken away for disposal by a licensed carrier, by checking for a Waste Carrier's License or looking the company up on the Environment Agency website. Working together with Norfolk Police, the Environment Agency, the NFU and the CLA, the campaign is being delivered locally by the Norfolk Waste Partnership, which is made up of the eight councils in the county. The SCRAP fly-tipping campaign gives people the chance to find out more about what their options and responsibilities are when disposing of their waste and reminding them of their duty of care. The householder duty of care means everyone has responsibility for disposing of their waste legally, failure to do so could result in an unlimited fine. People can avoid a fine by following the SCRAP code: S uspect ALL waste carriers C heck with the Environment Agency on 03708 506 506 that the provider taking the waste away is licensed R efuse unexpected offers to have waste taken away A sk what will happen to the waste P aperwork should be obtained – get a full receipt In 2017-18, there were more than 15,000 fly-tips across Norfolk, at an estimated cost to the taxpayer of over £830,000. More than 4,000 investigations were undertaken at an estimated cost of £225,000. Fly tipping is punishable by an unlimited fine or imprisonment. Fly-tipping is a crime that blights the Norfolk countryside and this campaign will hopefully raise awareness of simple steps members of the public can take to ensure their waste doesn’t end up in a field or on a roadside verge. It is not only local councils that have to pick up the bill for clearing fly-tipped waste. Private landowners are responsible for removing rubbish dumped on their land and picking up the bill for doing so, which can often run into hundreds of pounds each time. With nearly 1-million incidents of fly-tipping nationally last year action is clearly needed to combat this issue.”Waste Carriers Licences should start with either CBDL or CBDU prefix – people are also urged to check the expiry date. 6 MUGA Report Summer 2019 The committee carried out a maintenance afternoon in May. There was weeding, brushing the court and generally checking everything was ok about the playing surface and surrounds. It is now ready for the Wimbledon season. At the AGM Tony Dessent was re-elected as the committee Chair. Sarah Shapeero-Lown stood down as Treasurer after many years of looking after the finances. Many thanks go to her for her hard work on behalf of the MUGA. In her place Ben le Fleming was elected. Membership Secretary remains with Dawn Collins and the Secretary is Maggie Pattison. Subscriptions to the MUGA are now due and still only £7 single membership and £20 family membership and can be arranged through the Membership Secretary, Dawn Collins on 528517 or [email protected] . Please reference your name when doing this and still let Dawn know so that she can amend the membership records. We had planned a Family Games evening as a new event but unfortunately it had to be cancelled as only three teams were going to take part. This was a pity but we hope to attract more people when we expect to run a Treasure Hunt in the summer or early autumn. We will also be up at the MUGA for our annual Sports afternoon. This was very well attended last year, so please keep a look out for the date when it has been finalised.

Badminton in Rudham You may not know but there is a badminton club that plays regularly on Tuesday mornings in the village hall. As there is just one small court to play on we do limit our membership but if you would like to know more or go on the waiting list please contact the Chair, Tony Dessent on 01485 528514 or [email protected]

7 The Reflector - 'What's On' for the Rudhams If you want to keep up to date with what is happening in and around the village then a good way toBrighten do this is to subscribe to the monthly 'Reflector'. As well as church and parish council information it will give you updates on many of the local organisations including the WI, the Horticultual Society, Over 60s club, MUGA and the Grest Massingham Film Club. There is often news from the school and pre-school, the winners of the 100 and 200 clubs are announced and other local and some more distant events are advertised. It will also carry news about some of the more exciting annual or one-off events such as the village fairs, the Houghton Horse Trials and Open Days at Newton. So if you want to keep up with what's going on do it through the Reflector. Subscriptions are just £3 per year and this goes to support the church. Folk in the Town Returns to West Norfolk

Folk in the Town returns for a fourth year to the Tuesday Market Place, King’s Lynn on Saturday 27 and Sunday 28 July.

Two days of traditional folk, Americana, folk rock, bluegrass and everything in between – all live, all free. From 11:45am until 6pm each day. Headlining the Sunday show will be Gentlemen of Few, a group who made it to the final three acts in the 2014 BBC Radio 2 Young Folk Awards. Fans of folk and blues music this four-piece have been writing and touring together for ten years. Adrian Tebbutt, who organises the event on behalf of the council said: "So many artists wanted to take part this year, choosing the acts has been challenging. We have a good range of different types of music that will please a broad audience. There is a strong tradition of folk and acoustic music in the area so it's great to be able to highlight the talent in this way."

11 SCHOOL NEWS Since out last contribution we have had some exciting news! The Local Governing Body and DNEAT are delighted to announce an exciting new venture for the Rudham and Weasenham Church of England Primary Academies Federation. From 1st September 2019 we will be joining with Brisley Church of England Primary Academy. This will mean a joint Federation of over 200 pupils. As a 3 academy Federation, we will continue to work closely with our DNEAT colleagues across the county and also within our own Western Region. Each academy will still keep their own identity, the school uniforms will remain as they are now and the name of each academy will not change. We will have an overall Federation name and as soon as this is finalised we will be asking parents and children to work together on a new Federation logo. We are going to have a brand new website for the Federation. Each academy will still have their own area on this website, however we will be able to share news more effectively across the Federation. The new website will be launched on 15th July and work is already underway to enable this to happen. As soon as I have more news to share regarding this new venture, I will let everyone know. 13 The Mini Meet And Classic Car Events

The Borough Council of King’s Lynn & West Norfolk’s Mini Meet and Classic Car Day: in the Tuesday Market Place are back for 2019, and exhibitors are urged to sign up now! Registration for both car shows is already open, and with over half the exhibitors’ places already booked, owners who would like to bring their vehicles along to these popular events are advised to move fast.

Mini Meet – Sunday 1 September Mini Meet: in the marketplace returns for its third year. Over 200 exam- ples of this iconic car, both old and new, will be on display in King’s Lynn’s beautiful Tuesday Market Place.

Trophies will be awarded to the Mini judged as ‘Best in Show’ and to the Mini voted as ‘People’s Choice’. As well as the vehicles on display, the market place will host stalls and live entertainment, making the Mini Meet a great day out for all the family.

Classic Car Day – Sunday 15 September King’s Lynn Classic Car Day once again returns to the Tuesday Market Place as part of Heritage Open Day. This well-established event was fully-booked earlier than ever last year. Over 200 vintage vehicles of all makes and ages will be on display, along with stalls and live entertain- ment.

Nick Daubney, Mayor of King’s Lynn & West Norfolk, will once again sponsor the Les Daubney Memorial Trophy, which is awarded to the car judged ‘best in show’.

14 15 EAST RUDHAM SPEED SIGN INFORMATION The SAM2 speed signs were erected in July 2017 because the Parish Council was extremely concerned about the speed of vehicles through the village. They were funded equally between East Rudham Parish Council and Norfolk County Council. Since then Cllr Hedley Mines has downloaded all the information collected at the end of each placement throughout the village. The following is his report :- There are currently four sites in East Rudham where the Sam-2 is sited. Site 1: At the entrance to Groveside on the A148, logging the speeds of vehicles travelling in an Easterly direction as they enter East Rudham from West Rudham. 30mph speed limit. Site 2: On the North side of the village green on the A148, logging the speed of vehicles travelling towards King’s Lynn in a Westerly direction. 30mph speed limit. Site 3: On Station Road opposite the junction with road, logging the speed of vehicles travelling into the village in a Northerly direction. 30mph speed limit. Site 4: Outside the Veterinary practice on the A148, logging the speed of vehicles entering the village travelling in a Westerly direction towards King’s Lynn. 40mph speed limit. The SAM-2 cannot identify vehicles, but it does record every vehicle’s speed. Each site is used in sequence with the sign spending 4 weeks at each location. A new site will soon be added which will be on the South side of the village green, logging vehicles travelling towards School Lane in a Westerly direction. Once the data is downloaded to a computer, after 4 weeks at one location, the software provided with the SAM-2 produces a summary of the recorded speeds. One value it calculates is the 85th percentile speed. To explain this value simply, if you have recorded 100 speeds and you list them in ascending speed values, with the slowest at the bottom and the fastest at the top of the list. If you then start counting up the list from the bottom, the speed associated with the 85th value is the 85th percentile speed. Since its acquisition the SAM-2 has been in each location 5 times. Following is a list of each of the most recent statistics. Site 1: Groveside from 3rd Jan to 31st Jan 2019. Number of vehicles 99,576. 85th percentile speed 34.5mph. Maximum speed 80mph at 15:00 on 16th Jan. 45% of vehicles were exceeding the 30mph speed limit. Site 2: Village Green from 31st Jan to 28th Feb 2019. Number of vehicles 100,248. 85th percentile speed 30.3 mph. Maximum speed 75mph at 11:20am on 12th Feb. 15% of vehicles were exceeding the 30mph speed limit. Site 3: Station Road from 28th Feb to 28 th March 2019. 16 Number of vehicles 13,997. 85th percentile speed 32.7mph. Maximum speed 70mph at 14:45 on 19th March. 25% of vehicles were exceeding the 30mph limit. Site 4: Outside Vets from 28th March to 25th April 2019. Number of vehicles 126,092. 85th percentile speed 44.6mph. Maximum speed 95mph at 10:10am on 30th March. 34% of vehicles were exceeding the 40mph speed limit. The worst site for speeding is at Groveside, as vehicles enter East Rudham from West Rudham, 45% are speeding. All the maximum speeds are absolutely shocking, however the one that stands out as incredibly dangerous is the 70mph in Station Road. Its location just after a completely blind bend with pedestrians having to walk in the road and approaching the junction with Broomsthorpe Road, makes this incredibly reckless and dangerous. All these statistics will be available on our website and any information from parishioners regarding these dangerously high speeds will be welcome. We have a standing item on our monthly agendas regarding the SAM2 signs and as always Parishioners are invited to attend. We have 15 mins prior to each meeting during which parishioners can talk to councillors about their concerns regarding speeding or other issues. All councillors can be contacted by telephone by using the numbers at the front of this newsletter.

Please report anything unusual to Crime Stoppers on 0800 555 1111 Dedicated Rural Crime no. 0800 783 0137 for example, Forestry Commission land. Fuel, trailer and agricultural thefts. Poultry which are likely to be local to the crime. If there is nothing wrong there will be no come back, if there is a problem you may save a neighbour our other resident from being the victim of crime. A recent robbery in East Rudham would have been prevented had people who witness a strange vehicle loitering in the area reported the fact and the registration to the police instead of “not wanting to get involved”.Please keep your eyes open for anything out of the ordinary, it could be you or your family that suffers through people not getting involved. All information received will be treated in the strictest confidence. Take all possible precautions to ensure that your property does not become an easy target for criminals. Now that the warmer weather has arrived remember to think about locking windows and doors, even if you are at home, it is a sad fact that robberies have taken place while the owners are upstairs or in the garden. Remove keys from vehicles, mark belongings so that if stolen and recovered they can be returned to you. Consider placing tracking devices in valuable movable property and take photos of items of value, especially jewellery.
