PANMERICAN CHAMPIONSHIP FOR THE BLIND AND VIASUALLY IMPAIRED IBCA SAN LUIS - ARGENTINA 2018 The Government of the province of San Luis through of the Universidad de La Punta, is pleased to announce the IBCA Chess Championship for blind and visually impaired SAN LUIS - ARGENTINA 2018, where we will compete for the cup: “Copa Gobernador de San Luis Dr. Alberto Rodríguez Saá” The invitation extends to all the players representing the federations associated with IBCA (International Blind Chess Association) AMERICA. These federations must be updated with the annual membership before the event.

Place: University of La Punta campus, San Luis, Argentina.

1. General Information

1. Definite suscription:

 Until October 20, 2018 (special cases will be considered by the Organization), it will cost U$ S 200 American Dollars.

 IBCA America will charge this tariff as the organiser of the event both players and companions.

 The logistics, accommodations and food will be provided from lunch on day 3 to breakfast on the 8th.

2. Accreditations: The chess players and other memebers of the delegations, will have to confirm by completing the respective forms.

3. Insurance:

Participants are responsible for having their own insurance. We recommended that your insurance will be for accidents, medical and personal for the total period of the duration of the Championship including the days of travel.

 The Championship is organized for Visual disabled and blind people.  All registrants must submit with their registration, a scanned image of your visual disability certificate, expended by an official entity in your country.  The delegations of each country will have at most one delegate. (Please be careful with the number of companions)  In case of complete residences the players will have absolute priority.  Chess players whose federations are associated with IBCA in America will be able to participate.

7. Technical Characteristics:

 The tournament will be played under the rules of FIDE (World Chess Federation).  Each participant should have paid the annual FIDE fee.  The tournament will be elevated to FIDE, for its computation on the international Elo rating.  It will be played by 7 round Swiss system (Swiss Manager program).  The initial order will be based on the international rating Elo. Those who do not meet these assessments, will be sorted alphabetically.  Game time will be ninety minutes per player with thirty seconds of addition for each move. The tolerance time will be 30 minutes. The Organization reserves the right to change schedules in the events that require. This will be informed to delegates, technicians and players appropriately.  It is mandatory that every chess player record his departure. (The use of cell phones is not allowed)  The matches are usually played on two boards, unless both players agree to use a single one.  Each participant should have its own board.  The Organization shall have suitable referees certified by IBCA.  The first tables games will be streamed live and all of them will be uploaded to chess-results.
