Any enquiries, email or ring 250629. Nature Among our birds there is a fascinating overlap between summer and winter visitors at this time of year. One day in mid October I saw a few Swallows flying over the village on their way to Africa. The following day I noticed a Black Redstart, a winter visitor to our coast. I now look forward to the possibility of a Blackcap or a tiny Firecrest in the garden or wintering thrushes in hedgerows. The Blackcaps that stay for winter are not the same birds that breed in our woodlands. The latter have moved south whereas the newcomers are a separate population that will have bred further east on the continent. A series of mild winters has enabled the Blackcaps to survive here instead of flying south and they have passed on the habit to later generations. They will stay until March when they begin to sing and become aggressive towards other birds at feeders. This takes me on to a sad situation that I noticed in September. Trichomonosis is a deadly disease that affects the digestive system of some birds and I saw the symptoms among Goldfinches. They become lethargic, cannot feed successfully and soon starve.

Miss Williams Minute AGENDA ITEMS Action Chairman’s Welcome and Public Forum – Cllr. Gisbourne opened the meeting and welcomed those present. Mr Peter Watson from Higher Tristram to support the 6 Higher Tristram amendment and the application for 29 Higher Tristram. He asked: “What will happen with the smokers that presently use the decking area at the Oyster Catcher?” and pointed out the area cannot be used after 10pm. Mr Michael Somers to listen to the Trewint project presentation. Cllr. Boswell-Munday gave a presentation (previously circulated via email) i.r.o. progress of the Trewint Hub project. She discussed the cost and pointed out planning was agreed 2017 but will expire in October 2020. They are in the process of submitting a new application. They are a CIC (Community Interest Company) this means they are a limited company and have a bank account and a Board of Directors. The Parish Council had agreed to lease the land with a default clause so that if anything went wrong it would come back to the Parish Council. Cllr. Boswell-Munday had discussions about trying to keep a service for the doctors within this, unfortunately they will close prior to this happening. The Board are looking at getting a Portakabin for this purpose.

Councillors CK Kennedy Chairman, JM Snowling Vice Chairman, Mrs. D Walters, Mrs. D Mathias, Mrs. E Heapy, C Wallin, P Nicholas, DC J Candy and the Clerk DMG Dunn. There was 1 member of the public present. PUBLIC PARTICIPATION. Asbestos in quarry near Crafthole reservoir. Mr. T Dickens asked what the situation was in the removal of the asbestos. A letter had been received from Mr. P Cressy stating it is intended to leave the asbestos in situ and erect a fence around the quarry. After some debate it was decided to listen to the technical issues from Sara Gratton the Environmental Officer at Caradon when she attends the meeting on 12th January 2009. The Clerk to send a letter of invite and make it an agenda item along with the problem of Rats. CLERK Affordable Housing. Mr. T Dickens asked if his suggestion of a Mini Roundabout is to be constructed near to the proposed site. The application is to be amended and resubmitted in the new year. Discussion will take place then and any recommendations can be submitted. Councillor Nicholas stated that he wished to be included in any correspondence on affordable housing as Chairman of the RPT and also the Affordable Housing representative. 1. APOLOGIES. Apologies received from the police. 2. DECLARATIONS OF INTEREST. There were no declarations of interest in agenda items or gifts over £25. 3. POLICE REPORT. The Clerk read the report which stated 3 crimes had been committed in the parish during the last month.
