But that is now history. The state is now on the fast track to shed its "Bimaru" tag, having achieved one of the highest GDP growth rates in recent years. The iconic changes have been ushered in by the present government after It took over the reins iii November 2005. ' . Bihar, spread over an area of 94,164 sq. Km, is the twelfth largest state in India. The capital city of Bihar, Patna is blessed with a rich historical past. The richest city in the state also houses some of the reputed educational institutes in India. Bihar was a major educational hub in the ancient times. It was home to two renowned universities of India namely the Vikramshila Ufjiiversity and the Nalanda University. This system of education suffered a huge set back during the medieval period. The education of the area remained'^neglected during the time of British rule. However, the state witnessed some revival in the education sector later when the British established some prestigious mstitutions here m Bihar. 'The abode of Brahma' that's what people once called this Eastern state of around 103.8 million in India.. Surrounded by other Indian states of Uttar Pradesh, Jharkhand, West Bengal and a neighboring country Nepal, it is one of the_most populous and constantly inhabited places in the country.' in his book "The Wonder That Was India", A L Basham calls Bihar a place full of intellectualH ferment. He further writes of Bihar as a region which has not only produced philosophers and ascetics, but also merchant princes and men of action. The State of Bihar was reorganised on November 15, 2000 with 38 districts of undivided Bihar. It lies mid-way between West Bengal in the east and Uttar Pradesh in the west. It is bounded by Nepal in the North and by Jharkhand in the south. The state has several rivers such as Ganga, Sone, Bagmati, Kosi; Budhi Gandak, Punpun, etc. Foity-one per cent of cultivated area is flood prone and another forty per cent is drought prone. • The economy of Bihar is predominantly rural in as much as 89.50 per cent population is living in rural areas as against 74.30 per cent for the country. The,literate people in the State constitute 47.53 per cent of the population. As much as 42.60 per cent of population's still living below poverty line in the State, as compared to only 26.10 per cent at all-India level. The community wise break-up of the state comprises 15% Muslims, 16% Scheduled Castes, 11% Ahirs/Yadavs and Brahmins, Kurmis, Rajputs and Koerls are around 5% each. Other communities like Kumhars, Kaharis, Kandus and Kayasthas are under 2% each. Of the Scheduled Castes, Chamars are around 5%, Dosadhs 5% and Musahars 3%. Amongst Scheduled Tribes, Santhals are around 4%, Oraons are 2%, Mundas are 1.5% and Hos are 1% dominant. While 25 lakh children between the ages of six and 14 were found to be out of school in 2005-06, the ftumber is down to a quarter i.e 5.9 lakh. More schools have been opened — There are now 114.3 schools for every l lakh people in the state against just 60 three years ago. The dramatic improvement is said to be due to political pressure, which just shows how much things can improve if state governments sincerely push for social sector development. Work on the database programme was rigorously .pursued over five years and .in the case of books and teaching aids, acquisition was done in aispeedy two months. * The State of Bihar at present extends approximately 24“ 20* 10" North latitude to 27“ 31' 15" North latitude and from 83“ 19'.50" East longitude to 88“ 17' 40" East longitude. The maximum north - south extent of Bihar is about 3B5 k.m. arid the maximum east west extent Is about 483 k.m.. It has Nepal in Its north, Jharkhand on its- south, Uttar Pradesh on its west and West Bengal on its east. The history of the land mass currently known as Bihar is very ancient. In fact, it extends to the very dIawn of .human civilization. Earliest myths and legends of Hinduism - the Sanatana (Eternal) Dharma - are associated with Bihar. Sita, the consort of Lord Rama, was a princess of Bihar. She was the daughter of King Janak of .Videh3. The present districts of Muzaffarpur, Sitamarhi, Samastipur, Madhubani, and .Oeirbharrga,. in north-central Bihar, mark this ancient kingdom. The present small township of Sitannarhi is located here; Accocding to legend, the birthplai:e'of Ska is Punaura, located on the westside of 5itamarhi, the headquarters' of the district. Janakpur, the capital of King Janak, and the place where Lord Rama and Sita .were married, lies just across the border in Nepal. It can be reached via the rail station of Janakapur Ro?d located in the Sitamarhi district, on.the Narkatiyagarsj - Darbhanga section of the N*orth- Eastern Railway.

Absence of physical barriers on the coast and presence of vital industrial and defence installations near the coast also enhance the vulnerability of the coasts to illegal cross-border activities. In addition, the Indian Ocean Region is of strategic importance to India’s security. A substantial part of India’s external trade and energy supplies pass through this region. The security of India’s island territories, in particular, the Andaman and Nicobar Islands, remains an important priority. Drug trafficking, sea-piracy and other clandestine activities such as gun running are emerging as new challenges to security management in the Indian Ocean region. FICCI believes that industry has the technological capability to implement border management solutions. The government could consider exploring integrated solutions provided by industry for strengthening coastal security of the country. The FICCI-PwC report on ‘Smart border management: Indian coastal and maritime security’ highlights the initiatives being taken by the Central and state governments to strengthen coastal security measures in the country.

But in the 1990s, a fresh leader gained a new dignity for the Backward castes, even as the state’s poverty and corruption continued unabated. And then in the mid-2000s, another Backward leader was able to combine this societal uplift with a remarkable level of economic development.

    Urban Counterterrorist Sieges: The 2008 Mumbai Attack and Police (In)capacity The Mumbai terrorist attack of 2008 exposed key vulnerabilities in India’s defences against urban terrorism. Not only did it reflect an unprecedented degree of sophistication on the part of jihadist planners, but the attack also demonstrated that the Indian policing system was woefully inadequate for the task of combating suicidal assaults. This paper will provide an analysis of the tactical and operational aspects of the Indian security response, with a view towards identifying lessons which might be valuable for the international security community. Its findings are expected to be particularly relevant in light of similar attacks carried out in Europe, Africa and North America during 2013-16. The paper describes the actual conduct of security operations on the ground in Mumbai, during the period 26-29 November 2008. It studies the response of the Indian police, army, navy and National Security Guard and demonstrates that inter-force cooperation was severely lacking. Besides clear protocols for communicating situational updates and pooling crisis intelligence, counterterrorism in India lacked a coherent public relations doctrine. Together, these shortcomings contributed to the spread of panic and multiplied the disruption caused by the attack. The paper concludes by offering suggestions for improving police responses to future urban terrorist sieges.
