This study concentrated on the use of cannabis sativa (dagga) in Mzintlava, Ngquza Hill Local Municipality in the Eastern Cape Province of South Africa. Young people are actually the victims of the consequences of the use of dagga. Indications are that parents often ignore their children to use cannabis sativa until they can no longer stop them. Earlier researches on substance use in South Africa have always been descriptive. This resulted in sketchy understanding of factors that predisposed young children to the use and even abuse of dagga and the reasons why parents and the community underestimated the practice until the stage of addiction. Without this understanding, it will be difficult to introduce effective ways of abolishing dagga use among young children and other members of the community. Finding effective measures to prevent substance use has been difficult. Research is therefore needed in order to understand the basis of the problem. This study attempts to examine factors that make parents and the communities to leave children to taking substances until the stage where they can longer stop them.     Prohibition & Resistance: A Socio-Political Exploration of the Changing Dynamics of the Southern African Cannabis Trade, c. 1850 – the present. A thesis in fulfilment of the requirements for the degree of Master of Arts in History at Rhodes University By Craig Paterson December 2009 Abstract Looking primarily at the social and political trends in South Africa over the course of the last century and a half, this thesis explores how these trends have contributed to the establishment of the southern Africa cannabis complex. Through an examination of the influence which the colonial paradigm based on Social Darwinian thinking had on the understanding of the cannabis plant in southern Africa, it is argued that cannabis prohibition and apartheid laws rested on the same ideological foundation. This thesis goes on to argue that the dynamics of cannabis production and trade can be understood in terms of the interplay between the two themes of ‘prohibition’ and ‘resistance’. Prohibition is not only understood to refer to cannabis laws, but also to the proscription of inter-racial contact and segregation dictated by the apartheid regime. Resistance, then, refers to both resistance to apartheid and resistance to cannabis laws in this thesis. Including discussions on the hippie movement and development of the world trade, the anti-apartheid movement, the successful implementation of import substitution strategies in Europe and North America from the 1980’s, and South Africa’s incorporation into the global trade, this thesis illustrates how the apartheid system (and its collapse) influenced the region’s cannabis trade. The 2013 World Drug Report estimated that it is used by 180.6 million people around the world or 3.9 per cent of the global population aged 15 to 64.1 Compared to other controlled psychoactive substances, its potential harm, physiological or behavioural, is considered less severe and cannabis is better integrated into mainstream culture. The cannabis plant has been used for religious, medicinal, industrial and recreational purposes since early mankind.2 Hemp fibre was used to produce paper, rope and sailcloth, enabling European powers to build their colonial em pires, where they subsequently discovered that the plant was also widely used for its psychoactive and medicinal properties.3 In 1961, the Single Convention on Narcotic Drugs, the bed- rock of the United Nations drug control system, limited “the production, manufacture, export, import, distribution of, trade in, use and possession” of cannabis “exclusively to medical and scientific purposes”.4 During the negotiations on the Convention there was even a failed attempt to make cannabis the only fully prohibited substance on the premise that “the medical use of cannabis was practically obsolete and that such use was no longer justified”.5 Instead, it was included under the stric test controls in the Convention.
