Please refer to attached changes in the specifications and drawings and their written descriptions in response to these questions. This addendum changes the ordering of the alternates. Alternate No. 2 is now Alternate No. 1. Please refer to the updated Alternate Bid Form and attached changes in the specifications. This addendum includes required COVID-19 protocols for construction contractors. This addendum includes a Unit Price Form for the track resurfacing. This form is required with submission *Important note*: Due to the need for use of the field this summer, this project must meet all deadlines listed on page 3 and 17. Liquidated damages will be strictly enforced after the Date of Final Completion. Please consider this carefully before submitting a bid. **This addendum changes specifications. Here is that link: https://www.somervillema.gov/isd However, for the Dilboy Stadium Project; and most other PSUF projects, the vendor will need to submit the JHA and SSSP forms to the Project Manager (Arn Franzen) instead of ISD. Then once I have those, I will review with ISD staff and will work with the vendor to implement any necessary changes. Both the JHA and SSSP will need to be approved prior to the commencement of any work. Here is the link to the City’s CitizenServe permit application: https://www.somervillema.gov/citizenserve DCR Requirements: The vendor that is selected will need to file a DCR Construction Access Permit (CAP), both for the Addendum #2 IFB 21-30 trucking and deliveries along Alewife Brook Parkway, but also as the contract limit of work abuts DCR’s roadway and parkland. Here is the link to the permit application: https://www.mass.gov/department-of- conservation-and-recreation-permits January 28, 2021 Ms. Andrea Caruth Assistant Director of Purchasing City of Somerville 93 Highland Avenue Somerville, MA 02143 Re: RFQ 21-30 Dilboy Turf and Track Renovation, proprietary product specification Dear Ms. Caruth: This letter provides the criteria that we used to recommend approval of a proprietary specification for the woven synthetic turf system for the add alternate on the above referenced project. After considerable research, we have concluded that the synthetic turf product as listed in part-4 of the synthetic turf specification is a unique product in the current market. The turf carpet weaving process for synthetic turf fields is a recent introduction to our market, and we have found that only two manufacturers produce this type of synthetic turf, GreenFields and Act Global. Prior to bidding, we reviewed both of their woven products, and asked each vendor whether they would modify their standard product to allow an equal specification that both could meet. Both companies informed us they were unable to do so. As a result, we based our specification on the GreenFields IronTurf product given it’s unique and superior qualities (higher face weight and the inclusion of secondary backing) and significantly greater number of woven turf installations in the United States. Another factor that supports our recommendation is that the GreenField product is domestically sourced including both the yarn and the fabrication of the turf. Act Global’s turf is produced in multiple foreign countries. Their yarn is sourced from one country and the carpet is fabricated in another country prior to shipping overseas to the United States. As such, we believe Act Global’s product has potential risk to the contractor in not being able to meet the project schedule. Please contact me with any questions. Sincerely, Warner Larson, Inc. This study was conducted in response to a requirement in the 2013 Allston Campus Institutional Master Plan (IMP) where Harvard committed to the following: Harvard will complete a study of special events traffic and parking impacts (including athletic events and graduation). The scope of this study shall be determined through consultation with the Task Force and BTD, as well as the BRA, and the study shall be completed by April 30, 2014, in order to ensure implementation of initial recommendations for 2014 graduation ceremonies. Harvard submitted a scope of this study to the Boston Transportation Department (BTD) and the Boston Redevelopment Authority (BRA) for review. The scope included a review of applicable Best Management Practices (BMPs), an overview of Harvard’s events and transportation management, as well as non-Harvard events at Harvard facilities in Allston, development of recommendations and subsequent follow-up to evaluate transportation conditions during the 2014 Commencement and 2014 Harvard-Yale Game. This memorandum presents the results of that analysis. Figure 1 illustrates the Harvard facilities in Allston. 1.0 Purpose The purpose of this study is to document transportation management approaches for existing events and identify areas for improvement. The events include large University-affiliated annual events, like Commencement and the Harvard Yale Game, which is played every two years at the Stadium; medium and smaller sized University athletic competitions and alumni events; and, non-University events that make use of University facilities.
