ASSISTANT PARK MANAGER THE REGENT’S PARK & PRIMROSE HILL JOB DESCRIPTION JOB TITLE: Assistant Park Manager (The Regent’s Park & Primrose Hill) BASED: Regent’s Park but potentially working in other parks on an occasional basis. SALARY: £38,074 - £45,068 + £2,936 on-call allowance per annum, depending on experience. TERMS: Permanent contract on a full-time basis (36 hours per week) 26 days annual leave pro rata, plus Public Holidays. A pension scheme is provided. CONDITIONS: Live within one hour (at any time of day or night) of Regent’s Park. Key worker status, on call on 1 in 4 weekly rota. Requirement for flexible working and willingness and ability to work the hours necessary within the arrangements of the ‘Parks Staff On-Call Guidance’, particularly at times when major events are taking place. REPORTING TO: Park Manager, Regent’s Park KEY INTERNAL RELATIONSHIPS: Park Manager Regent’s Park, Director of Parks, other Royal Parks Managers and Assistant Park Managers, Sports Manager, Sports Development Officer, Wildlife Officers, Office Manager and administrative staff locally, Health & Safety Committee, Project Teams and a range of in-house specialists in areas such as Finance, Sustainability, PR, Works, Landscape, Ecology, Arboriculture and Catering Management. KEY EXTERNAL RELATIONSHIPS: Park Contractors and Concessionaires, Officers and representatives of government departments and NDPBs, The Crown Estate Paving Commission, head gardeners, supervisors and gardeners of other organisations based within the park, local authorities, professional bodies, charities, voluntary bodies, The Metropolitan Police Service, Friends Groups and other stakeholders, the Safer Parks Panel, the Central Royal Parks Wildlife Group and members of the public. December 2019 BACKGROUND: The Royal Parks (TRP) is a charity created to support and manage 5,000 acres of Royal parkland, looking after eight of London's largest open spaces; Hyde, The Green, Richmond, Greenwich, St James's, Bushy and The Regent's Parks, and Kensington Gardens. They also manage other important open spaces in the capital including Primrose Hill, Brompton Cemetery, Victoria Tower Gardens, Canning Green and Poet's Corner. JOB PURPOSE: To carry out a range of Park Management functions as one of two Assistant Park Managers for The Regent’s Park & Primrose Hill and occasionally in other parks. MAIN DUTIES/RESPONSIBILITIES • To carry out a range of park management duties with a strong focus on process and compliance including Health and Safety, Sustainability and green waste processing. • To monitor and liaise with commercial partners delivering a range of services including catering, cleansing, facilities management and landscape maintenance, maintaining and seeking continual improvement in standards. • To be aware of the condition of hard landscape features, statuary, benches etc. within designated areas and their needs in terms of health and safety, conservation and presentation, reporting to Park Manager. • To assist with the management of arboricultural contractors, including preparing schedules and checking work. • To assist as required with the day to day operation of the Landscape Maintenance Contract across the park, maintaining and seeking continual improvement in standards, issuing and monitoring scheduled and unscheduled work and approving work for payment, producing month end payment certificates and reconciliations to deadlines. • Undertake the design and management of bedding schemes, tree planting and minor landscape works as required. • To undertake selection and procurement of horticultural items including furniture, trees, shrubs, bulbs, etc. • To liaise with the Metropolitan Police Royal Parks Operational Command Unit on operational matters, and with third parties on items which may affect the day to day running of the park. December 2019 • To assist other Assistant Park Managers and to deputise for the Park Manager during periods of annual leave, sickness, and other occasions as required, and to similarly deputise for Assistant Park Managers as required. • To deal with enquiries from members of the public, Friends Groups, contractors, event organisers and others through correspondence, telephone and attending meetings, occasionally outside of normal office hours. • To assist with interpretation of the park and with PR and press initiatives. • Assisting with events and filming, including planning and monitoring, supervision and monitoring outside of normal hours. • To assist with the review of service provision as required, including writing specifications and participation in working groups. • To assist with the preparation and management of individual budgets. • To assist with the development and implementation of Biodiversity and Sustainability Initiatives and support other park related programmes e.g. the Apprenticeship Scheme and Green Flag. • Keep contract information including maps updated with feature changes, new measurements, standards, costs, specifications etc., as they occur. • Participate in call out rota for the respective Park and associated sites (currently 1 in 4). • Attend courses and seminars; keep up to date with current developments and new techniques to ensure best practice. • To provide support on planning and licensing matters as required. • To undertake a wide range of park projects, writing briefs, procuring goods and services, managing small projects through to completion. • To be aware of the responsibilities and implement the policies described in the Health & Safety Manual and summarised in the Health & Safety Handbook. • To ensure compliance with Health & Safety regulations by all staff, contractors and volunteers working in the parks. • To manage staff and volunteers as required. • Undertake other related duties as directed. Regent’s Park Specific Duties/Responsibilities • To assist with the delivery of park events and activities including planning, design, management and supervision. To assist with associated stakeholder consultation and support and the co-ordination of build and de-rig programmes. • To lead for the park on sustainability and ISO14001 accreditation. • Responsible for four children’s playgrounds, The Trim Trail, the Leafyard with associated EA licensed composting processes, and lodge gardens. • To represent the park on TRP Health and Safety Committee, to cover the Fire Officer role for the Park Office and take the lead for the park in the delivery of Health & Safety documentation. December 2019 PERSON SPECIFICATION Essential/ Competencies/Selection Criteria Desirable Qualifications/ Knowledge/Experience Sound knowledge and relevant broad experience of park management with E a high level of proficiency in Amenity Horticulture. The post holder should hold a relevant qualification at degree level, or E equivalent e.g., BSc Horticulture or considerable relevant experience. Knowledge and experience of contract management including writing and reviewing specifications, ordering and supervision of work and handling E general contract issues. General knowledge of Landscape Management Software (CONFIRM and D Arbortrac are used by TRP). A good knowledge and competence in using IT packages, including the E Microsoft Office suite and ability to learn new packages as required. A thorough knowledge of Health and Safety principles, roles and E responsibilities. Proven financial management and control skills, and ability to plan within E budgets. Experience of preparing information for external audits, such as ISO14001. D Experience of dealing with enquiries from the public and other stakeholders, E and of resolving associated issues. Experience of report writing and proof reading, and ability to present reports E to a high standard. A valid current UK driving licence. E Skills/Competencies/ Personal Qualities Excellent communication, interpersonal and negotiation skills, and the ability to communicate confidently at all levels both within and outside of the Royal E Parks. The ability to build productive relationships with colleagues (including E volunteers) and contribute to the development of team skills. D Regent’s Park Specific Role Competencies Experience of working at an operational level with external delivery partners D on the management and supervision of major and medium sized events. Hold, or be prepared to achieve WAMITAB level 4 certification. E A sound understanding of relevant legislation and managerial matters relating to Parks, amenity horticulture and to ISO14001, including E sustainability and biodiversity matters.
