AN APPEAL Kotirudra japayajna tatsángatá yága 18th to 28th January 2013 As the saying “Púrvajanma krîtam pápam vyádhi rúpeņa bádhate” goes, the cause for all the diseases, sufferings and failures, and physical and mental ailments undergone in the present life lies in the sinful deeds committed in the previous birth. In the same way, the cause for all the fortunes, happiness, pleasures, good health, successes, virtuous characters and physical and mental satisfactions enjoyed in this life lies in the virtuous deeds committed in the previous birth. By offering to God and for noble purposes the wealth earned directly or through the four faculties of mind, speech, body and action, and through the wishful prayers, one can attain worldly benefits and divine blessings, and through desire less dedication one can attain spiritual fulfilment. Such a golden opportunity now lies here in front of you: In Sri Kshetra Belaguru in Hosadurga Taluq in Chitradurga district of Karnataka State, Shree Shree Sadguru Bindumadhava Swamiji, blessing the devotees at the Kshetra in the name of Veeraprathapa Anjaneyaswami, is continuously mitigating the sufferings caused by physical, divine and spiritual effects by performing homás every full moon day of the month, Śrí Rámotsava, special yága in the Hindu month of Śrávana, Rathótsava during Hanumajjayanti, daily food offering to devotees, special vedic catussamhitá yága, Śrí Mahásudarśana yága, Śatacandí yága, Śrí Mahálakshmí yága, etc., thus fulfilling the stupendous demands all devoted communities. In the present kaliyuga, the world is encountering difficulties in practising the righteous path of life, and further, has obtained only in-quietude and unrest. Thus, with the purpose of enabling the people practise the righteous path of life, it has been ordained by the Lord Himself that the only way to such conduct is through service and worshipping God. Towards this end, lord Śrí Vírapratapa Anjaneya Swami, the manifesting aspect of Rudra, has directed Brahma-nishtha Sri Bindumadhava Swamiji, the knower of the supreme soul and who is ever-contemplating on Máruti, to execute the stupendous task of Kotirudra páráyana and sángatáyajna through the Guru. True to the saying “Asádhya sádaka swámin asádhyam tava kim vada”, this yajna is the culmination of the worship of the Almighty and the all-pervading Lord, who always showers prosperity to the entire universe, by chanting up to the greatest number count of kóti (ten million) times the Rudrádhyáya, the vedamantras containing the namaka mantras in praise of the virát rúpa, the complete form of the Lord, and through the chamaka mantras that fulfil the devotees‟ desires, in gratification of Rudradeva, who only can alleviate the curses causing the sufferings and shower good fortunes for the welfare of the entire universe. In this universe, our country Bhárat is the land of Vedás, the holy land of the virtuous, the land of the Gods, and is evidenced by the presence, in every nook and corner, of rivers, streams, lakes and sacred places, temples, shrines, hermitages and wonders in proof of divine presence. AN APPEAL Kotirudra japayajna tatsángatá yága 18th to 28th January 2013 The word „Rudra‟ is evolved from the combination of Rud (in Sanskrit meaning „Sin‟) and dravayati (in Sanskrit meaning „washed away‟), the objective of this yaaga is to wash away the sins of all kinds of all people leading to the welfare of society. „KOTI RUDRA JAPA YAGNA TAT SAANGATHA YAAGA‟ The most appropriate remedy for salvation today, has been resolved and decreed to be performed, by the venerable Shree Bindumadhava Sharma Guruji, an avadhoot, the living embodiment of lord hanuman, true to his being, as a yati, shree Bindumadhava guruji is striving for the well being of the inhabitants and the planet on which we live, ever since self-realisation, 50 year ago. In line with the statement “Rudrádhyáyí vasedyatra gráme vá nagarepi vá”, our great rishis and saints have established that nature‟s furies like excessive rainfall, shortage of rainfall, drought, floods, etc. can be mitigated by the flow of the sound waves of the veda mantras chanted by the citizens of villages and cities. Especially, it has been proven by researchers that the havocs like the various plant diseases of the agricultural produce can be overcome by performing yajnás. Further, it has also been proven by scientists that the observance of yajnás can eliminate the ozone layer depletion faults. Today‟s world is reeling in a variety of problems, and, earthquakes, tsunamis, famines, unscrupulous dealings, unfaithfulness, weariness, inquietude, etc. are plaguing simultaneously. Under these conditions, it is possible to attain all the desires including the welfare of the entire world through the chanting of the rudra mantrás, abhishekas and homás. All the difficulties and poverties can be overcome, and righteous living can be enjoyed using this, the “Ráma báņa”. Chants of the immortal rudra mantras are like the Fire- and Sun-Gods purifying all the rotten; like the kámadhenu and kalpavrksha offering all boons sought for. This kótirudra páráyana has been blessed and inaugurated by the Paramapújya Jagadguru Śrí Śrí Bháratítírtha Maháswámigal of of Śrîngeri, in the Hindu year Swatiśrí Vikrîti during the month of Mágha Śuddha on the Dvitíya day (5-2-2011) Saturday, at Mathur village, famed as the “Sanskrit village” in Shimoga district of Karnataka. Then onwards, nearly a more than four thousand faithful and devoted Ŕtviks from throughout India have been performing the Rudra páráyanas in their own houses, and are in the process of completing the Kótirudra japa. Upon completing the Kótirudra japa, a special yágaśálá will be constructed in a vast, 10-acre plot in Śríkshetra Belaguru. There will be 121 hómakundás, each hómakundá seating 11 Ŕtviks, thus totaling to 1331 Ŕtviks, who will each offer Rudra-Swáhákárás 11 times every day, and thus repeat so for 11 days. Thus, the hómás will be conducted, along with other vedic rights and practices, culminating in the Sángatáyajna. This event is surely going to be the ultimate, the surpassingly rare one, truly special and highly wonderful. All the pious and faithful devotees of the country are requested to utilize this rare AN APPEAL Kotirudra japayajna tatsángatá yága 18th to 28th January 2013 opportunity in the measure of their capability – like drops of water fill the streams, streams fill the rivers, rivers lead to the seas, and seas lead to the ocean – in the form of sevá events, as sevákartás, as supporters of events and as sponsors, and become devout and noble in the service of God. • 'A' – Performance Reviews Rural Development and Panchayat Raj
CHAPTER II RESULTS OF AUDIT SECTION ‘A’ – PERFORMANCE REVIEWS RURAL DEVELOPMENT AND PANCHAYAT RAJ DEPARTMENT 2.1 Grama Swaraj – Karnataka Panchayats Strengthening Project Executive Summary In order to provide opportunities to the identified backward Grama Panchayats in the State towards improving their present conditions, particularly with respect to the management of public resources and the delivery of relevant services, the State Government introduced ‘Grama Swaraj - the Karnataka Panchayats Strengthening Project’ during 2006-07. Implementation of the Project was deficient. Grants were released to Grama Panchayats without ensuring achievement of the envisaged performance indicators. The objective of the Grama Swaraj Project to achieve online communication and face-to-face training suffered due to delay in establishment of Taluk Resource Centres/Satellite Communication Centres. There was no material improvement in collection of taxes and in the response of the rural population towards grama sabhas. Impact study on the effectiveness of service delivery in Grama Swaraj Project areas is yet to be conducted. Among other shortcomings, operation of Project funds through current accounts in bank resulted in loss of interest aggregating `1.06 crore. There were cases of misappropriation of funds because of which subsequent instalments were not released to the Grama Panchayats, depriving the rural poor of the intended benefits. 2.1.1 Introduction Considering the need to provide additional resources to Grama Panchayats (GPs) and to encourage them to raise resources commensurate with their needs and increase their capacity to utilise the resources, the State Government introduced ‘Grama Swaraj (Project) - the Karnataka Panchayats Strengthening Project’ during 2006-07 with a project period of five years.
