Dear friends,

It is a great privilege to be able to welcome you all, behalf of FISU, to the first edition of the FISU University World Cup – Football. This opportunity to see the world's most popular game played in the world's most populous country is certainly not one to be missed, with excellent teams coming from universities all around the world. I have no doubt that we can forward to some truly world-class matches, and I very much look forward to cheering among the spectators.

For the players, the matches of the FISU University World Cup – Football 2019 will be at the heart of an experience that goes well beyond sport. Their time in will be an eye-opening combination of competition and cultural exchange. These experiences will stay with the students for many years to come, serving them well as they go on to become leaders in communities, in sport, in business and beyond.

While victory at this tournament will require a supremely effective team effort, another very special team has been behind the establishment and delivery of this ambitious and exciting event. And that team has required far more than 11 players! FISU is deeply grateful to the Federation of University Sport China and to our gracious hosts in Jinjiang for their kind hospitality.

On this occasion of inaugural edition of 2019 KELME FISU World Cup, on behalf of Federation of University Sports of China (FUSC), I would like to extend warm greetings to players, coaches, referees, officials and all friends from all over the world and give our highest respect to Jinjiang Municipal Government and Jinjiang people who are involved in the preparation for this event.

Since its establishment, International University Sports Federation (FISU) has been committing to developing university sports across all countries and regions, as well as building stages to promote skills development and bridging cultural exchanges among young people around the world. Taking this special opportunity, I would like to express my sincere gratitude to FISU for unswerving support to FUSC over the past years. As an active member of FISU, together with the others, FUSC would like to strive for the development of international university sports and for the growth of the youth.

2019 FISU University World Cup-Football is coming around the corner. On behalf of the Organizing Committee, CPC Jinjiang Municipal Committee and Municipal People’s Government, I hereby extend my warm welcome to the , coaches and referees of all participating countries and sincere gratitude to all the officials and guests for joining us in Jinjiang.

Since we obtained the rights to host the 18th in 2020 and FISU University World Cup- Football for the consecutive 4 editions, 5 million Jinjiang people at home and abroad have embraced the news with great excitement and eager anticipation for not only is sport what we truly love but also football in particular, is a popular one enjoyed by the public. Therefore, we have been making meticulous preparations for the events to come, hoping to stage them successfully and spectacularly.

The languages we use, and our skin colours may differ, but our love for football is mutual and it brings us together in Jinjiang, China. We look forward to the high-level and vibrant performance of our young friends from various countries and we sincerely hope that you will make friends through the event and deepen exchanges, enrich your trip with friendship and fond memories and fall in love with Jinjiang and China!

General Information

Country profile China, situated in East Asia and west bank of Pacific Ocean, covers a vast territory starting from the middle of Amur River near Mohe in the north to James Shoal of the Nansha Islands in the south, from Pamirs in the west to the confluence of Amur River and Ussuri River in the east. China governs four direct-controlled municipalities, 23 provinces, five autonomous regions and two special administrative regions, and the capital is . China occupies a land area of 9.6 million square kilometres and a land border of over 20,000 kilometres. Its territorial waters comprise Bohai River (inland sea), Yellow Sea, and , and its coastline measures 18,000 kilometres in length. The area of inland and adjacent seas in China is about 4.7 million square kilometres. There are 7,600 islands distributed on all the waters of China.

China boasts an enormous population and nearly 6,000-year recorded history that benefits the neighbours. In 2070 B.C., the first polity – Xia Dynasty was born on the land of China. In 221 B.C., the land embraced the first unity. In 1949, the People's Republic of China was founded, indicating the start of the great rejuvenation of the Chinese nation. City profile Jinjiang, sited at the southeast coast of , got its name for the migration of the people in central China to the river (jiang for river in Chinese) in south China due to the wars during the Yongjia Period of Western Jin Dynasty. The area of land and sea in Jinjiang is 649 and 957 square kilometres, and its coastline measures 121 kilometres in length. Formally established as a city instead of a county in 1992, Jinjiang governs 13 towns, 6 sub-districts and 395 administrative villages (communities) with a total registered population of 1,176,000 and external population of 1,030,000. Jinjiang ranks No. 4 in China for the basic competitiveness of county economy and No. 3 among Top 100 Small and Medium-sized Cities in China for Investment Potential. “Jinjiang Experience” has become a key chapter in the theme activity of the Publicity Department of the CPC Central Committee – “A Splendid Oriental Culture, A Significant Progress in the New Era – Celebration of the 40th Anniversary of Reform and Opening Up”. Followings are the main features of Jinjiang:

Historical city

Jinjiang, hailed as “Honorary Cultural Relic of the World”, “A Place of Buddhism in Quannan” and “a Coastal Area with Prosperous Culture”, holds a good reputation in five aspects: 1) Long history. Jinjiang with a history of 1301 years was set as a county in 718 AD and had been the capital of Quanzhou Prefecture. 2) Starting point of Maritime Silk Road. During Song and Yuan Dynasties, “Quanzhou Citong Port” of Jinjiang was titled as the “Largest Oriental Port” and the starting point of the Maritime Silk Road. 3) Excellent arts. The folk arts of Jinjiang like Nanyin Music, Hand Puppet and Gaojia Opera are

famous around the world. 4) Various monuments. Jinjiang has the world’s famous “Anping Bridge”, the China and world’s only Manichaeism remaining “Cao’an Temple”, the rare and well-preserved relics of undersea ancient forest and the historic “Longshan Temple”. 5) A galaxy of talents. As the birthplace of greatness, Jinjiang has cultivated 11 literary and martial Number One Scholars, 16 Zaixiang (chancellors in feudal China) and several masters and celebrities like Zeng Gongliang, Ouyang Zhan, Liang Kejia, Yu Dayou and Shi Lang.

Hometown for overseas Chinese

Due to the barren land, the people of Jinjiang have been striving to expand businesses to the outside world, which contributes to one of the city’s most significant features - “nine out of ten households have relatives overseas”. There are 3 million Jinjiang people living and working overseas, triple to local residents plus the external population (nearly a million), the expression of “five million people of Jinjiang at home and abroad” (in over 60 countries and regions, especially in ) have gone around. A lot of influential overseas Chinese are also from Jinjiang. Take the for example, there were José Rizal, the "Founding Father of the Philippines", Wang Bin, the “Greatest Patriot”, Li Qingquan, the “Wood Magnate” and Chen Yongzai, the “Cigarette Magnate”.

Economic power

Jinjiang has been promoting the growth of private economy, brand economy and real economy vigorously since reform and opening-up and has developed a unique path for its economic advance. The then governor of Fujian Province Xi Jinping, during his seven research trips in Jinjiang, fully recognized Jinjiang's achievements and concluded the Jinjiang experience into “six insist-on”. The economic aggregate of Jinjiang has been accounting for 25% to that of Quanzhou, topping all the counties of Fujian Province for 25 consecutive years. In 2018, Jinjiang recorded GDP of RMB 222.9 billion, up by 9.0% YoY, and total fiscal revenue of RMB23 billion, up by 8.4% YoY. There are four outstanding aspects: 1) Leading private economy. Over 97% of the enterprises in Jinjiang are private economy, which create 95%+ of output, tax revenue and jobs. 2) Great advantages of industrial cluster. The output of industries above scale exceeded RMB500 billion; and seven industrial clusters with over RMB10 billion output (including shoemaking, textile & , building materials & ceramics, food & beverage, equipment manufacturing, papermaking and new materials) were formed, among which the output of shoemaking and textile & clothing was over RMB100 billion. The high-tech industries including integrated circuit, graphene and photovoltaic electronics have made significant breakthroughs; the Jinhua Memory Project with investment of nearly RMB40 billion was included in the major Integrated Circuit productivity planning of the national “13th Five-Year” program and “910 Projects”; and the whole industry chain of integrated circuit started to take shape. The Graphene Industrial Technology Institute started operation, and a group of industrial projects were successfully launched. 3) Various brands. Jinjiang holds 15 regional brands including National Sports Industry Base, National Capital of Footwear and Jacket City of the World, 43 famous Chinese brands and over 250,000 exclusive stores and direct-sales stores.

Meanwhile, over 70 enterprises of Jinjiang set up business offices overseas, and brands like Heng’an, Anta, Septwolves and JOEONE went global. 4) Active capital operation. Jinjiang has 46 listed companies, topping all the counties of China in terms of quantity and contributed the market value of nearly RMB250 billion. 117 enterprises were listed and displayed at NEEQ, Haixia Equity Exchange and other OTC markets.

Quality city

In order to become an international and innovative city, Jinjiang takes an active part in Quanzhou Bay Urban Construction, synergizing with Southwest Fujian Coordinative Development Zone and - -Quanzhou Metropolitan Area, which brings significant improvements to Jinjiang. 1) National pilot. Jinjiang, as a pilot city of China’s new-type urbanization, keeps the annual urbanization rate at steady 1%, which was highlighted by General Secretary Xi Jinping and highly spoken of by Premier Li Keqiang. Jinjiang was also given the Technology Promotion Award of Sino-Europe Green Smart City at the Sino-Europe Urbanization Partnership Forum. 2) International benchmarking. While actively promoting the international benchmarking of cities, Jinjiang is improving international facilities like schools, medical institutions and communities and relevant urban functions. Jinjiang won the right to host the 18th World Gymnasiade (2020) and FISU University World Cup - Football. In 2018, Jinjiang successfully held University Football Asian Cup. 3) Integrated development. Jinjiang was titled National Civilized City, National Ecological City, National Garden City, National Maritime Ecological Civilization Demonstration Area, National Double-Support Model City, National City of Advanced Science and Technology, City of Love in China, Seven-Star City of Charity and National Advanced City of Safe Construction.

Kelme 2019 FISU University World Cup - Football

Overview In 2017, the FISU General Assembly decided that Football, included at that time at the Summer program, was going to be transformed into the “FISU University World Cup - Football”. The last edition of the Football Tournament in its previous format took place in Naples last July.

From next November, the FISU UWC Football will officially initiate its path. It will be held once every two years, including Qualification and Global Finals, of which the Qualification comprises two stages – national/regional competitions and continental competitions. The 174 membership countries /regions of FISU will hold competitions respectively to select the teams for the intercontinental competitions. The continental competitions will be held in Asia, Europe, America, Africa and Oceania. The teams representing countries/ regions in each continent will contend with each other for the qualification quota to enter the Global Finals with those invited by wild cards. The winner of the event will be automatically qualified for the next edition.

Upon approval by the FISU Executive Committee, Jinjiang obtained the right to hold the FISU University World Cup – Football for four editions in 2019, 2021, 2023 and 2025 and the priority to hold the event for three editions from 2027 to 2031.

The First FISU University World Cup – Football will take place from November 21, 2019 to December 1, 2019 in Jinjiang, China.

Key features

Event logo

Definition of the emblem: “U” of the “University” in the FISU University World Cup – Football is used as the main part of the design, and the features of football and “swallow tail ridge” from South Fujian architecture are also combined. Meanwhile, the calligraphy skill “Feibai” (half-dry brush) is applied, giving full vitality to the emblem. The brick red represents the culture of Southern Fujian Province and people’s enthusiasm for the event, and the green indicates the playing field and energy of the youth.

The emblem is simple, distinctive and easy to spread.

Event mascot

➢ Name

JINGANGLANG,

Wolverine JINGANGLANG is homophonic with the Minnan dialect of Jinjiang people. Wolves are a group of people who live and attack. The spirit of loyalty and bravery implies Jinjiang’s spirit of fighting and winning, which is in line with the team spirit of advancing bravely on the green field. The mascot of Wolverine symbolizes a beautiful vision of passionate youth, boundless vitality and advocating sports.

➢ Details

The clothing is printed with the logo details of this FISU World Cup, which represents the logo “U” of FISU. The combination of green grass in the ball field forms the effect of collision and fusion between football and the “dovetail ridge” element of Jinjiang characteristic building in South Fujian.

➢ The wolf

The wolf is personified, not separated from the wolf’s character and spirit, and combined with Jinjiang people’s spiritual quality, and is vividly transformed into a wolf with a target but not separated from the group. This wolf is the wolverine, and the group led by the wolf is Jinjiang.

Structure of the Organizing Committee On June 14, 2018, the “Organizing Committee of FISU University World Cup – Football, AUSF Football Cup and China Qualifying Tournament (the “Organizing Committee” for short) was established. Officials from the Ministry of Education of the People’s Republic of China and the governments of Fujian Province and Quanzhou City take the roles of Honorary President and Vice Presidents of the Organizing Committee. Liu Wenru, member of the CPC Quanzhou Municipal Standing Committee and Secretary of the CPC Jinjiang Municipal Committee serves as the OC President. Zhang Wenxian, the Depputy Secretary of the CPC Jinjiang Municipal Committee and Mayor of Jinjiang Municipal Government functions as the OC Secretary General. The OC consists of 9 departments each responsible for specific organizational and preparatory work, including Secretariat, Foreign Affairs Department, Competition and Venue Department, Publicity Department, Protocol Department, Marketing Department, Security Department, Logistics Department and Hospitality Department.

Registration and Accreditation

Overview Accreditation cards will be issued to identify all the participants, define their categories and functions during the event and grant necessary access for fulfilling their obligation at corresponding sites.

All the participants shall complete registration through FISU Online Accreditation System (OAS). The OAS will be accessible and available after September 15, 2019 (3 months before the event). The NUSF of each country shall log on OAS to submit registration information with its user name and password assigned by FISU.( https://accreditation.fisu.net/Pages/Home.aspx).

After online registration, the Eligibility Form (I) shall be printed and affixed with seal and signature. The form shall be carried all the way to Jinjiang and submitted to the International Control Committee (CIC) for examination when obtaining the accreditation card. Entry form and registration deadline The registration for the 2019 FISU University World Cup – Football mainly includes the submission of Accreditation Form (I) through OAS, which shall be completed before September 30, 2019 (two months before the event). The Accreditation Form (I) is used to collect the personal information and arrival & departure details of all the participants.

The deadline for including all the information is 21 October. Accreditation upon arrival After a team arrives at the hotel, the of delegation and another official will be directed to the Accreditation Center to complete the accreditation process with the passports and eligibility certificates (student ID or other documents) of all team members, FISU registration fee (EUR50/person) or the receipt of payment and the participating fee of extra officials. The team an also ask for this fee to be deducted from the Deposit fee paid to confirm the participation in the event.

The working staff of CIC and the Organizing Committee will examine the qualification of athletes. After the relevant payment is made, the working staff of the Organizing Committee will issue the Accreditation Cards. The athletes who fail to pass the examination are not qualified for accreditation or participation in any competition. Accreditation card

Use of the accreditation card

The accreditation card comprises Permanent Accreditation Card and Day Pass. The permanent Accreditation Card contains the photo, name, position of the holder, etc., which is an official certificate

issued by the Organizing Committee to define the identity of the holder as per client groups and accreditation categories. The certificate grants the holder the access to designated area and privileges to perform relevant rights during the World Cup. The Day Pass shall only be issued as needed to get access to designated area at specific date.

Loss or damage of the accreditation card

If the accreditation card is lost or damaged during the event, the member of delegation involved shall make a timely report to the HOD, who, after confirmation, shall fill out the Application form for Reissue of Accreditation Card (affixed with the signature or seal of HOD) and submit to the Accreditation Center. After confirmation, the working staff at the Accreditation Center shall cancel the original Accreditation Card in the system and issue a new one. Before the reissue, the member may apply for the day pass as per relevant procedures to enter the venue.

Visa

Visa policy Except the visa-free persons as specified, the foreigners who participate in 2019 FISU University World Cup – Football in Jinjiang shall apply for the Chinese visa from the embassies or consulates of China in your countries, Office of the Commissioner in , China, Office of the Commissioner in Macao, China or any other diplomatic institutes authorized by the Ministry of Foreign Affairs of the People’s Republic of China. Visa application and assistance To apply for Chinese visa, it is required to submit:

• Invitation from the Organizing Committee: The Organizing Committee of FISU University World Cup – Football will send invitations to all the delegations that are successfully registered.

• Passport with blank pages and valid for at least 6 months after the submission.

• Visa Application Form of the People's Republic of China authentically and clearly completed by the applicant.

• Bareheaded full-face photo taken recently.

• Other evidential materials related to visa application and required by visa officers. In case of any problem, please visit the website of local embassy of China.

Expenses and fees

Deposit

Team deposit

In order to guarantee the participation and compliance of related regulations by all competing teams, FISU collected a deposit of 5,000 Euros per team pre-event.

Return of deposit

After the conclusion of competition, FISU will reimburse correspondent amount of deposit to each team based on different situations of complying with concerned regulations. Registration fee of FISU FISU requires each participating country to pay a registration fee of 50 Euros per person.

The FISU International Control Committee delegate will verify that the Registration Fee has been paid by each team before issuing the Accreditation Cards. Teams can choose if they prefer to pay by a bank transfer that must be done before arriving to China and demonstrated by an official document or, if they prefer, this amount can be deducted from the 5000 euro guarantee deposit. Extra officials Any delegation may apply to FISU for more officials than the prescribed quantity before the deadline of application. For this edition, only one person per team will be accepted as extra official, and exclusively if this person is a translator.

The participation fee for extra officials and additional personnel is 140 Euros/person/day. Travel allowances FISU agreed and signed a document with each team regarding the travel expenses. The general conditions agreed are:

• The arrival date to Jinjiang is 19 November (two (2) days prior to the first competition day) and the departure will be from 2 December (one (1) day after the Final Match).

• The FISU Travel Department will propose an example of the most suitable travel plan for each team from the indicated departure airport to the Xiamen Gaoqi International Airport (XMN) and according to the dates mentioned above. This information will determine the calculation of the allowances.

• All flights and fares were calculated for economy class tickets.

• The connections were selected considering the shorter trip duration, the smaller number of flight connections, having enough time between connections and the availability of sufficient sits at the validation date for a whole delegation.

• The total allowances for each team were calculated according to the number of members composing the delegation, as reflected in the forms (and according to the limits set by FISU). In the eventuality of a decrease in the number of officials or players composing the delegation, the total allowance would be reduced correspondingly for the concerned team. This would affect as well those situations in which any of the members initially registered wouldn’t finally attend to the event, even if all the previous registration steps were done correctly.

• To calculate the amount for the allowances, the prices were taken in Euros and a 5% deviation rate (percentual increase based in the original ticket cost) has been added in order to avoid eventual and small modifications in the prices that could happen right after the confirmation of the cost by the FISU Travel Department.

• Each team received the form with the travel proposal and the individual and total allowances to be covered by FISU. They must forward it signed to FISU to show their conformity within 10 days after receiving it.

• FISU signed the form and send it back to the team. From that moment, the team was responsible to reserve and purchase their flights, either based on the proposal send by the FISU travel Department or selecting another connection of their choice. In any case, the arrival and departure dates must always be respected and FISU will only reimburse the teams in the maximum amount agreed and only when the corresponding reimbursement form is returned to FISU in due time and accompanied by the invoices/receipts or other valid documents to prove the expenses.

• Any increases in the cost of the tickets caused by changes, corrections or delays in their reservations must be covered by the teams without any possibility to claim to FISU. This would include expenses related to eventual changes in the team list if they are not eligible to participate according to the General Regulations of the event (please, refer to section 1.b) or if they suffer injuries.

• The cost of the travels must initially be covered by the teams and the reimbursement would be managed ten (10) days after the event, together with the devolution of the 5000 euros deposit. VISA costs Teams have to take care of the necessary arrangements to get the Chinese visa as well as covering its related expenses. FISU will not reimburse any costs related to this. Reimbursement The reimbursement will be effective only once the event has finished. To help the smooth running of this procedure and help the reduction of the processing and confirmation time, teams are asked to

collect all the original invoices and payment files during the reservation and purchase process. They'll be requested to fulfil the appropriate reimbursement form and provide the original payment documents before the event (information about this procedure will be provided in due time), so the FISU Finance & Administration Departments can have everything ready in advance and the pay-back transfer would only depend on the final check of the documentation.

Arrival and Departure Overview The Organizing Committee only provides arrival & departure services for delegations from November 19, 2019 to December 2, 2019. All the delegations shall timely provide arrival & departure information before the specified time; otherwise, the arrival & departure service may not be available. All the delegations shall carefully read this chapter and comply with relevant regulations before arrival at Jinjiang. Customs and border control Chinese customs and immigration will inspect and supervise the passports, credentials, visas, baggage and means of transportation and the cargo carried by the personnel exiting and entering China. Arrivals The Organizing Committee suggests delegations enter China via Quanzhou Jinjiang International Airport and Xiamen Gaoqi International Airport to obtain more convenient flows of customs clearance. The Organizing Committee will arrange special traffic service from Quanzhou Jinjiang International Airport, Xiamen Gaoqi International Airport or nearby High-Speed Train Station to hotels as per the schedule submitted by each delegation.

Check-in After a team arrives at the assigned hotel, they will be able to do the check in. Once this is solved, the head of delegation and another assistant will be directed to the Accreditation Center to complete the accreditation process with all passports and other documents, while the other members of the team can wait in the hotel. A special issue will also be compiled upon the end of the competition. Each team will be provided with a dedicated bus and an attaché. The details of the bus and personnel will be publicized after the arrival of delegations.

Each team may contact the team attaché half a day in advance to book the bus transfer for game spectating.

Opening and Closing Ceremonies

Medical Service and Anti-Doping Control

Venue medical service • Each venue is equipped with one medical room, two medical points and two ambulances, of which the medical room is provided with one internist and one nurse, each medical point with one first- aid surgeon and one nurse, each ambulance with one driver with a good knowledge of traffic routes.

• The ambulances and medical staffs arrive in position 90 minutes before the competition starts and depart 30 minutes after the end of the competition.

• Each training venue will be allocated with one medical point and one ambulance, of which the medical point is staffed with one surgeon and one nurse and the ambulance is provided with a driver with a good knowledge of traffic routes, and the ambulance and medical staff arrive in place 30 minutes before the opening of the venue and leave after the closure.

• Each official hotel is equipped with one 24-hour medical room, which is provided with an experienced and senior internist and a nurse to take care of the medical need for the guests, athletes and working staff, and handle the treatment transfer and reception with the designated hospitals. Designated hospitals The Jinjiang Municipal Hospital, Jinjiang Hospital of Traditional Chinese Medicine and Jinjiang Hospital are designated hospitals for the World Cup. Doping test As for other FISU competitions and following WADA programme, doping tests will be carried out at any time before or during the event. Participants must follow the indications of the medical staff. Vaccination Those from epidemic areas shall show the valid vaccination certificate to the inspection and quarantine authority for entry. Insurance • The organizing Committee is only responsible for immediate and first aid medical treatment until diagnostic, while in case of hospitalization each team will have to cover the costs. Consequently, each delegation must hire the insurance for its members.

• The Organizing Committee will purchase the Organizer Liability Insurance for the World Cup event.

Competition and Venues Competition regulations

General Technical Meeting

• On Wednesday 20 at 16:00 it will take place the General Technical Meeting at the Marco Polo Hotel.

• All the relevant information about the event will be presented during this meeting.

• During this meeting, the team lists will be revised and confirmed.

• At least one representative of each team must attend to this meeting.

• Transportation will be arranged by the OC and communicated to teams through their attaches.

Competition system

A. The basis of selection and grouping method is determined by FISU.

B. The teams have been selected on the basis of the final standings of the Continental Qualification Events, the FISU Ranking and D’Hond Method. Finally, some teams have been directly invited by FISU via Wildcards.

C. The competition is played in a full ranking system, meaning that all positioning games must be played after the conclusion of the group stage.

D. In the case of withdrawal or not participation of any team, the Chair of the FISU Football Technical Committee will decide on the adaptation of competition system.

E. The Competition is composed of two stages.

• Stage I: Round-robin in groups. Men’s teams are divided into four groups (A, B, C and D), each of which contains four teams; while women’s teams are divided into two groups (A and B), each of which contains four teams. A team earns three points for a win, one point for a tie and zero point for a defeat.

• Stage II: Men’s Competition

o Knock-out round. Group A versus Group D; Group B versus Group C.

o The top 2 teams in each group will enter the Stage II to fight for the ranks from No. 1 to No. 8. This stage will consist of quarter finals, semi-finals and finals for all the positions.

o The teams ranked as third in each group will enter the Stage II to fight for the ranks from No. 9 to No. 12, playing semi-finals and finals.

o The teams ranked as fourth in each group will enter the Stage II to fight for the ranks from No.

• Stage II: Women’s Competition

o The two teams ranked as third in each group will enter the Stage II to fight for the ranks No. 5 and No. 6. This stage will consist in a direct final.

o The two teams ranked as fourth in each group will enter the Stage II to fight for the ranks No. 7 and No. 8. This stage will consist in a direct final.

• The men’s matches and women’s matches are held on alternate days. Men’s matches are held on the first, third, fifth, seventh, ninth and eleventh day; while the women’s matches on the second, fourth, sixth, eighth and tenth day.

F. All matches shall be held at the time fixed by FISU and the Organizing Committee

Technical regulations

FIFA regulations

The FISU University World Cup – Football is organized according to the latest technical rules of International Federation of (FIFA). The English version shall be deemed as the most authoritative version.

Duration

Each match lasts for 90 minutes, including the first half (45 minutes) and second half (45 minutes), during which the half time (from the whistling for the end of the first half to the whistling for the start of the second half) shall not exceed 15 minutes.

Competition Format and special rules

The system of play will be a league system, each team playing one match against each of the other teams in the same group, with three points for a win, one point for a draw and no point for a defeat.

➢ Standings and qualification criteria

• The ranking of each team in each group will be determined as follows:

o Greatest number of points obtained in all group matches;

o Goal difference in all group matches;

o Greatest number of goals scored in all group matches;

• If two or more than two teams are equal on the basis of the above criteria, their rankings will be determined as follows:

o Greatest number of points obtained in the group matches between the teams concerned;

o Goal difference resulting from the group matches between the teams concerned;

o Greater number of goals scored in all group matches between the teams concerned;

o Fair play record in all group matches;

o Drawing of lots by the TC.

➢ Resolution of ties

• If a match ends with a tie after a regular duration, the penalty shootout shall be directly applied.

consisting of 2 halves of 15 minutes each. If the tie persists after the extra times, the penalty quicks will be applied.

• If the penalty shootout fails to be held due to the weather conditions or force majeure, the result shall be determined by drawing lot under the supervision of the FISU Match Commissioner and captains of both teams.

• In case of any force majeure, the match will be continued at another time selected upon negotiation between the Organizing Committee and FISU as per the match schedule and arrangements of the Logistics Department. Where the match resumes, the team line-up, disciplinary penalty, bench players and other information shall be the same as it is suspended. It should be noted that the resumed match shall be deemed as the extension of the uncompleted match. Training

Generalities

• Each team will have the right to train for one hour each of the resting day.

• The schedule of trainings has been set by the OC under the supervision of FISU. Team attaches will confirm the day and time to each team

• The OC will provide bibs, cones, bottled water and ice buckets for the teams at training venues.

• Temporary changing rooms have been prepared at the training venues without shower facilities. Teams are invited to have shower in their accommodation places is within 30 mins.

• If a team doesn’t want to use the training slot, it must be communicated at least 12h in advance through its attaché. Any team not complying with this can be penalised with the cancellation of all its trainings.

Balls • The official ball for the tournament is the KELME Vortex +18.

• The organising committee will provide balls for trainings and warm up at all venues. Team List • Each team will receive a delegation list during the HOD General Technical Meeting, with names, numbers and/or positions of each of its members

• The Head of Delegation must revise it and ask for corrections if needed. Once signed, this information will be definitive.

Start List • Each team will receive the Start list including the full delegation roster before arrival at the competition venue.

• The Head coach shall mark the names of the 11 players for start list, designated substitutes and the players under suspension or out of the match. The list shall also specify the captain and goalkeeper.

• Both teams shall give their players list to the match commissioner at least 90 minutes before the match.

• If the players list fails to be completed and submitted in time, the FISU Disciplinary Committee will take relevant measures.

• The Match Commissioner will inspect the accreditation cards and KELME jerseys of the players in the start list. Only the players with official accreditation cards are allowed to participate in the match. Warm-up • During the match time, a maximum of six substitutes of a team are allowed to warm up at the same time in the area determined by the Fourth official. The warm-up practice can be assisted by a maximum two officials and never involve the use of balls. Substitution Bench and technical area • In a match, a maximum of five officials and nine players are allowed to sit on the bench, for which corresponding accreditation cards shall be held.

• All the officials and players on the bench shall bring their cards all the time, and it’s subject to be examined before the match starts.

• The apparel of the personnel on the bench shall be significantly different from that of players and referees on the field, and all the equipment shall be consistent with FISU regulations.

• The bench of home team is sited on the left side of the fourth official; while that of the away team is on the right.

Substitutions

• A team can have 9 players on the bench and make up to 4 substitutions in each game.

• If the match has not started yet after the “Starting Line-up” has been completed, signed by both teams and given to the Match Commissioner, the following adjustment can also be conducted: If any player of the Start List is unable to participate, he/she can be replaced by a substitute on the list. not enter the field during the same match. Suspensions • Red card – Suspended for at least one match;

• Two yellow cards showed to the same player in games of the same stage – Automatically suspended for one match;

• Yellow cards will be cleared after the end of the first stage of the competition and shall not be considered in the next stage. Incidents

Game cancellation

• If the match cannot be started due to force majeure or any other cause (including but not limited to the field, weather and lights), the following procedures shall be complied with:

o The match shall be delayed for at least 30 minutes; and the referee shall have the right to decide whether to start the match in advance before deciding on replay;

o Where the referee holds that the match can start after another delay, a delay of 30 minutes at most is allowed. The referee shall announce the cancellation of the match after the end of the aforesaid another 30-minute delay.

• A force majeure is any clause that impacts the performance of the Agreement and any act, event, omission or event that causes incidents or is attributable to incidents beyond the reasonable control of either party, including but not limited to extremely severe weather, flood, lightning, storm, fire, explosion, earthquake, structural failure, epidemic disease or any other natural disaster, black-out or power failure, war, terrorism, military action, riot, chaos, strike, lockout or any other industrial action, or civil unrest.

• If the match is cancelled, FISU shall decide whether to rearrange the game or take any other measures to resume the play considering the match and organization situation within two hours after cancellation. Any disciplinary penalty made in the cancelled match remains effective.

• It is not allowed to raise any appeal to the aforesaid decisions.

Game suspension

• If the referee announces stoppage of a match before the end of a regular duration due to force majeure or any other cause (including but not limited to field, weather and light), the following procedures shall be observed:

o A 30-minute timeout automatically starts until the conditions are further improved. The referee has the right to start the match in advance.

o If the referee holds that the match can resume after a longer timeout, another 30-minute timeout may be applied by the referee. The referee shall announce the suspension of the match after the end of the aforesaid another 30-minute timeout.

o If the match is suspended, the Technical Committee shall decide whether the result at the time of suspension is effective or arrange the replay within two hours after the suspension considering the match and organization situation.

• If the Technical Committee decides on a replay for a suspended match, the match shall be resumed with the same teams’ line-ups. It means that, the replay is the extension of the uncompleted match in all aspects, including but not limited to disciplinary penalty and player substitution.

• It is not allowed to raise any appeal to the aforesaid decisions.

Force majeure

Any clause that impacts the performance of the Agreement and any act, event, omission or event that causes incidents or is attributable to incidents beyond the reasonable control of either party, including but not limited to extremely severe weather, flood, lightning, storm, fire, explosion, earthquake, structural failure, epidemic disease or any other natural disaster, black-out or power failure, war, terrorism, military action, riot, chaos, strike, lockout or any other industrial action, or civil unrest.

The force majeure shall be defined by FISU at its own discretion, to which no protest or appeal shall be raised.

Matters not covered

FISU reserves the right of final decision on all the matters not covered herein. Protest and appeal

Disciplinary Committee

• The Disciplinary Committee (DC) is composed of:

o the FISU Football Technical Committee Chair;

o the Head of referees;

• The Disciplinary Committee shall convene a meeting within 48 hours after receiving an appeal.

• The meeting shall be presided over by the FISU TCC.

Generalities

• Any protest of competition or discipline nature shall be raised by the HOD in writing, with the payment of a deposit of EUR50 within one hour after the end of the match.

• It shall be submitted to the Disciplinary Committee (DC) via the referee or match commissioner/referee observer, that should report the protest to FISU as soon as possible for convening the meeting of Disciplinary Committee.

• The written materials shall be signed by the HOD.

• It is not allowed to raise any protest against the referee's decision. The match commissioner

• All the decisions made by the DC shall be final and will be immediately relayed to the HOD of concerned delegations.

Appeal

• If the HOD objects to the decision made by the Disciplinary Committee, an appeal may be raised to the Appeal Committee.

• The Appeal Committee is composed by:

o the FISU Football Technical Committee Chair;

o the Head of referees;

o A FISU representative;

• The appeal shall be compliant with the FISU technical rules and submitted in writing with the signatures of the HOD and coach.

• A new deposit fee of EUR50 shall be paid. If the appeal is supported, the fee will be returned.

• All the decisions made by the Appeal Committee will be final and the result should be passed forth to the HOD of concerned national or regional teams at once.

The Opening Ceremony for KELME 2019 FISU University World Cup – Football is to be held in Jinjiang Football Park at 19:00 on November 21, 2019.

• The OC announces the start of the Opening Ceremony

• March pass of participating universities. For the March pass, they’ll be aligned from left to right on the long side of the pitch and will be regrouped and ordered in university order as follows:

o University English alphabetical order from left to right with all host country universities coming last – far right (in English alphabetical order)

o The teams are led by a marshal carrying a placard with the university name and an athlete carrying the university flag

• Playing of the national anthem of the organising country and hoisting of the flag of the host country

• The President of the Organising Committee gives a welcome speech.

• The FISU President or his representative gives a welcome speech

• The highest authority present of the host country or his/her representative proclaims the World Cup open

Rules and considerations

• Teams will be grouped outside the stadium in a waiting area.

• They must wear the Kelme tracksuit and polo provided by the OC.

• The flags of participating delegations, as well as the placards, must be provided by the Organising Committee.

• No participant in the ceremonies is permitted to carry flags, banners, banderols, any electronic devices such as cameras, hand-held video recorders and/or other visible accessories or objects, which are not part of his/her uniform. Rules and considerations

• After the game and before the ceremony, the top three (3) teams will be regrouped on the field of play and put into the guard of honour position as per FISU Protocol

• Players are to wear their official team outwear (game shirts or delegation Tracksuit)

• National flags or any other national, cultural or religious symbol, caps, sunglasses, phones, placards, banners or bags are not allowed during the Medal Awarding Ceremony. If any of these items are found on a player, they will be taken by OC or FISU staff for the duration of the ceremony

• Only players are allowed on the podium. Officials will get their medals after the Medal Awarding Ceremony. Game protocol For all games, FISU wishes to maintain as much as possible the procedure usually in place for FIFA events. The main difference is that the national anthems that are usually played must be replaced with the short version of the FISU anthem.

Media and Broadcasting

Press conferences The Organizing Committee will organize two large-scaled official press conferences: 1) The first conference will be held one day before the opening game, and the senior leadership from FISU, FUSC and the Organizing Committee and coaches and athletes from home and abroad will be invited. 2) The second conference will be held right before the finals (3 hours pre-match), and the senior leadership from FISU, FUSC and the Organizing Committee and a certain number of excellent players from the two concerned teams will be invited. Interviews Every venue of the event is provided with a mixed zone, instant zone and press conference room. The reporter of host broadcast will make a quick interview with players at the instant zone on the side of field after the end of each match to prepare video news materials.

Security A security leading group for 2019 FISU University World Cup – Football will be set up with 12 functional areas, including Guide, Supervision and Coordination Team, Security Team for competition venue, Security Team for training venue, Security Team for accommodation, Social-level Control Team, Transportation Security Team and so on. With delicate organization, thoughtful arrangement, early intervention, clearly defined responsibilities and careful allocation of tasks, measures and personnel, the OC aims to guarantee the security, orderliness and zero accident for the University World Cup- Football.

Emergency measures. Specific measures will be formulated based on 9 circumstances of emergency, such as riots in the stand, turmoil, explosive case, bomb threat and throwing objects towards inner fields. Assume any possible unexpected incidents, work out corresponding emergency plans to ensure the security and smooth running the competition event.
