Diocesan Financial Management (A Guide to Best Practices) DIOCESAN FINANCIAL MANAGEMENT (A GUIDE TO BEST PRACTICES) NEW ACCOUNTING STANDARDS The Financial Accounting Standards Board (FASB) has issued several new accounting standards pertaining to not-for-profit entities, revenue recognition, and leasing which will take effect over the next few years. They are: • Accounting Standards Update (ASU) No. 2014-09, Revenue from Contracts with Customers (Topic 606). • ASU No. 2014-15, Presentation of Financial Statements – Going Concern (Subtopic 205- 40): Disclosure of Uncertainties about an Entity’s Ability to Continue as a Going Concern. • ASU No. 2016-02, Leases (Topic 842), the goal of this guidance is to increase transparency and comparability among organizations by recognizing lease assets and lease liabilities on the balance sheet and disclosing key information about leasing arrangements. • ASU 2016-14, Not-for-Profit Entities (Topic 958) Presentation of Financial Statements of Not-for-Profit Entities. These standards may have a significant impact on the financial reporting for the diocese. The implementation of these standards will require time and resources. Diocesan financial officers should begin to develop an implementation plan for review and discussion with their bishops, Finance Councils, and auditors. DIOCESAN FINANCIAL MANAGEMENT (A GUIDE TO BEST PRACTICES) (“DFM”) INTRODUCTION and FORWARD The DFM (formerly DFI) was developed by the Committee on Budget and Finance (CBF) of the United States Conference of Catholic Bishops (USCCB), in conjunction with a sub-committee, the Accounting Practices Committee (APC), and it was initially approved by the full body of bishops at its November 2002 General Meeting. The DFM was authorized for publication by Msgr. William P. Fay, General Secretary, USCCB. As this DFM is revised by the APC, revisions are reviewed and approved through the USCCB and the revised DFM is published on the USCCB website. This manual is published as an aide to diocesan Financial Officers, Religious Treasurers and other personnel responsible for the financial administration of dioceses and religious institutions of the Roman Catholic Church in the United States. As mentioned above, the DFM was initially adopted in November 2002. However, each year the APC updates the contents of the DFM for the approval of the CBF. The most recent update was drafted in April 2019. Its contents are based upon generally accepted accounting principles in the United States at the time of its annual updates. The DFM is not intended to be a comprehensive document addressing all financial administration matters that might be encountered by dioceses or religious institutions in the administration of their finances. Rather, it is intended to be a document that addresses and offers best practices in financial administration matters that could be considered unique to dioceses and religious institutions. As such, it is recommended that the DFM be used in conjunction with other authoritative guidance. The APC has recommended Practitioner’s Publishing Company’s (PPC) Nonprofit Financial and Accounting Manual, in order to access guidance to accounting and financial reporting matters that are common to all nonprofit organizations. The APC is a committee comprised of diocesan financial directors and officers, and treasurers of religious institutes that was formed by the CBF in 1981. The APC was formed for the purpose of monitoring, commenting upon and reporting upon accounting and financial reporting principles that are proposed and approved by regulators of such generally accepted principles in the United States. The members of the APC are aided in their mission by expert advisors from the accounting profession. The APC is the successor to the Ad Hoc Committee on Diocesan Financial Statements which was formed by the United States Catholic Conference, predecessor to the USCCB, in 1971. The DFM is the successor to these previous publications: Diocesan Accounting and Financial Reporting (1971); Accounting Principles and Reporting Practices for Churches and Church- Related Organizations (1981); Diocesan Fiscal Management Instructions (DFI) (2016). The Enciclopedia Cattolica defines a confraternity as an ecclesiastical corporation, composed primarily of the laity, canonically erected and governed by a competent superior, with the aim of promoting the Christian faith by means of special good works directed to divine worship or to charity to one’s neighbor. Often worship and charity are associated aims in the statutes of confraternities. Thus conceived, they are genuine and stable ecclesiastical foundations with their own organization, capable of having their own statutes, etc. According to the Code of Canon Law of 1917, confraternities are not to be confused with: 1. those institutes that have the title of “pious causes” (hospitality, recovery houses, orphanages, etc.) which have a more complex aim; 2. pious unions that exist for a particular occasion, held together by the will of their members, which go out of existence when there are no more members; 3. secular third orders that are closely linked with the religious order from which they derive their name; 4. associations of the arts and of craftsmen which have an aim that is primarily economic, even if they place themselves under the protection of a saint.

The changing definition of ordination in the twelfth century is then assessed in view of contemporary shifts in the understanding of the sacraments.     The Relationship between Bishops, Synods, and the Metropolitan-Bishop in the Orthodox Canonical Tradition Alexander Rentel Beginning with St. Basil the Great, Orthodox canonists maintain an eye both on the canons themselves and the practice of the Church. St. Basil said towards the end of his Third Canon that it is necessary “to know those things according to the strict rule and those things that are customary.” This two-fold task of a canonist reflects the nature of the canons themselves, which are literary expressions of what the Church considers to be normative. Various Church councils and fathers drafted the canons, which now form the corpus canonum, during the first millennium. The canons however are theological responses to particular problems and in no way comprehensively describe all aspects of Church life. The life of the Church was and is much more extensive. Consequently the vast reservoir of experience that the Church has needs to factor into any canonical activity. Since the canons are fixed points of reference through their acceptance, they provide the starting point for canonical work. And, as with any text of late antiquity, they require careful reading and explanation. Additionally, because they emerge from within the Church (fathers, councils, etc.), they take their full meaning for the Church only when considered in a broad ecclesial context. All of the tools, the material, and the methods a canonist has at hand are formed and forged by the Church. In this way, the canons are understood as theological formulations and the canonist finds his work as a theologian. This essay has as its subject the age-old question of primacy in the Church.

The study applies the stained glass ceiling approach developed by Cotter et al. (2001) to examine the organizational structures and ordination practices in not only the Anglican Communion but various other Christian denominations. The study provides an in depth examination of the history of female ordination within the Church of England through the application of managerial paradigms as the focal point of this research. INTRODUCTION In the article, “Women Bishops: Enough Waiting,” from the October 19, 2012 edition of Church Times, the Most Rev. Dr. Rowan Williams, then Archbishop of Canterbury, urged the Church of England in its upcoming General Synod scheduled for November 2012 to support legislation that would allow the English Church to ordain women as bishops (Williams, 2012). Williams had been concerned about the Church of England’s inability to pass resolutions that would allow these ordinations. As the spiritual head of the Anglican Communion of approximately 77 million people worldwide, Williams had witnessed the ordination of women to the sacred offices of bishop, priest and deacon in many parts of the communion. Ordinations allowed women in the church to overcome glass ceilings in certain ministries, but also led to controversy and divisiveness in other parts of the church, although the Anglican Communion has expended significant resources in both monetary terms and opportunity costs to deal with the ordination of women to sacred offices, specifically as female bishops.
