Camps Bay Neighbours A member of a security company (WTG) warned the Neighbours group of Telkom imposters in the area. There were several men claiming to work for Telkom and requested access to several neighbours homes in order to fix the so-called fault. The entire neighbourhood was alerted to their suspicious activities. This was reported on May 28 at just after 10 am. Schaapkraal Neighbours Neighbours reported street lights not working and their own house lights flickering on the morning of May 27. It's suspected that several people in the area were interfering with the electrical connections and making those connections illegally. The neighbours also reported this to the City of Cape Town. A report from another neighbour in the area came in later that afternoon. A suspect was caught in Ottery with 379 abalones on his person. Well done to the Law Enforcement Marine Unit! Upper Claremont Neighbours A bearded male suspect was apprehended by security (FADT and Princeton) on Mark Road after it was reported he was hurling rocks and shouting abuse at an elderly lady's home in the early hours of that morning. Police detained the suspect shortly thereafter. He has since been seen wandering the neighbourhood several times since the attack. It believed he is not mentally well. At the time of the incident, he asked to be arrested, then began throwing rocks again trying to provoke a reaction from the security officers. The elderly lady is OK, however her house had uncured a fair amount of damage. Claremont Business Watch A neighbour from the Upper Claremont Watch reported a robbery in progress at Bradlows just off the Main Road. The Carer locked herself in the bathroom and informed the neighbour by phone. FADT, SAPS and CIDC were informed and responded promptly. No injuries were reported, however, the staff were in shock and were traumatized by the ordeal. This occurred at just before 9 am on May 15. Newlands Neighbours A now notorious man known for stealing brass and light fittings was spotted once again plying his trade on Wheelan Road. This was reported to the Newlands Watch group on May the 2nd. The incident occurred in the early hours of the morning. A few neighbours now have footage of the suspect and the neighbourhood is keeping an eye out for him. ww w.neighbourly.global | 'United We Prosper' | 087 550 5555 Crime & incident Report Continued... Newlands Neighbours (Continued) It was early evening on May 17 that a neighbour reported a trespasser on his property, just off Kildare Road. The suspect stole a number of plants/flowers. Despite a quick response from FADT and Pro-Sec, the suspect was not found. Green Point Watch A neighbour reported a knife attack/stabbing on a homeless man on the beachfront just before 12 pm on May 14 to the Green Point Watch group. Security and Medical Services responded. Most recent information puts the neighbourhoods population at 13,332 (2011). A notable feature is the Sea Point Promenade which has recently been upgraded. Despite its beauty, the neighbourhood is not without it’s fair share of challenges. How Neighbours are Connecting We first started connecting neighbours in the neighbourhood in earnest about six months ago. However, we have had a presence in the neighbourhood since late 2017. This is when we created our first Neighbours Facebook and WhatsApp groups. The Watch group was added not long after that. There have been tough times moderating neighbours groups in the area as all have varying opinions, however, it has been a joy to see neighbours come together when times are tough. We think of the Synagogue Fire, the storms and the raging mountain fires and how those events were able to bring the neighbourhood together. There have also been smaller events where neighbours and our Security Partners have come in to assist. ww w.neighbourly.global | 'United We Prosper' | 087 550 5555 Neighbourhood Spotlight Sea Point | Part 2 A Look at Milner Road Vagrancy, homelessness and more specifically the anti-social challenges that go with it or that take advantage of it is a serious concern for many neighbours in Sea Point. Many feel that it is overwhelming at this point. One particular street that has seen more than its fair share is Milner Road and surrounds. One neighbour even moved his family for their safety. The street was beyond filthy with the thick odour of urine and faeces in the air. Men would congregate at on the hidden spots on the street to partake in illegal substances. Some vagrants, intoxicated, would have screaming matches with one another. There would be times where neighbours would struggle to exit their properties. The scene as you can imagine was dire. Our Neighbourhood Security Partners The Neighbourhood Security Partners have been instrumental in assisting the neighbours of Sea Point in numerous ways since they came on board. There have been strange incidents, such as the naked man spotted walking up and down Main Road. Then there were critical incidents, in one case where a neighbour was being battered by a knife wielding suspect. In all instances our Neighbourhood Security Partners were quick to help.

ACTA UNIVERSITATIS UPSALAIENSIS Skrifter utgivna av Statsvetenskapliga föreningen i Uppsala, 168 Neighbourhood Politics in Transition Residents’ Associations and Local Government in Post-Apartheid Cape Town Sara Monaco Dissertation presented at Uppsala University to be publicly examined in Brusewitzsalen, Department of Government, Gamla Torget 6, Uppsala, Friday, March 7, 2008 at 13:15 for the degree of Doctor of Philosophy. The examination will be conducted in English. Abstract Monaco, S. 2008. Neighbourhood Politics in Transition. Residents’ Associations and Local Government in Post-Apartheid Cape Town. Acta Universitatis Upsaliensis. Skrifter utgivna av Statsvetenskapliga föreningen i Uppsala 168. 223 pp. Uppsala. ISBN 978-91-554-7084-5. This study focuses on the changing practices of South African residents’ associations and their relationship with political parties and local government from 1990 to 2006, with the aim to examine how associations in Cape Town respond when they are confronted with a new democratic institutional and political context. Two empirical questions guide the analysis: How do residents’ associations perceive that the changing political context has affected them in their attempts to influence agenda-setting and decision-making? And how can we understand the process in which they decide to act, or not act, in response to important changes in their political environment? Drawing on social movement theory, most importantly the notions of political opportunity structures and framing processes, an analysis is made of the most significant changes in Cape Town’s post-apartheid institutional and political context. The empirical findings – based on questionnaires, interviews and an in-depth study of the township of Imizamo Yethu in Hout Bay – show that associations in socio-economically distinct areas have different perceptions of their prospects of affecting agenda-setting and decision-making.
