    Hadrian’s Religious Policy: An Architectural Perspective By Chelsie Weidele Brines March 2015 Director of Thesis: F.E. Romer PhD Major Department: History This thesis argues that the emperor Hadrian used vast building projects as a means to display and project his distinctive religious policy in the service of his overarching attempt to cement his power and rule. The undergirding analysis focuses on a select group of his building projects throughout the empire and draws on an array of secondary literature on issues of his rule and imperial power, including other monuments commissioned by Hadrian. An examination of Hadrian’s religious policy through examination of his architectural projects will reveal the catalysts for his diplomatic success in and outside of Rome. The thesis discusses in turn: Hadrian’s building projects within the city of Rome, his villa at Tibur, and various projects in the provinces of Greece and Judaea. By juxtaposing analysis of Hadrian’s projects in Rome and Greece with his projects and actions in Judaea, this study seeks to provide a deeper understanding of his religious policy and the state of Roman religion in his times than scholars have reached to date. He suggeststhat the two buildings, consideredtogether, demonstrate "the physical presence of Roman rule"in Athens and indicate,in part, how Hadrian "couldfuse togetherdisparate elementsof the two classical cultures."1In the following brief note2I extend Shear'sdiscus- sion to three other instances of Hadrianic constructionin Athens: the refurbishmentof the Roman Agora (also known as the Market of Caesar and Augustus), the near-by founda- tions of a massive temple, possibly identifiableas Hadrian's Pantheon, and "New Athens", the new residential quarter attributableto Hadrian. Evaluation of the available evidence indicates that these three projects are closely associated with Hadrian's Library and the basilica (Fig. 1). The Library of Hadrian and the contemporarybasilica are linked by their apparently deliberate alignment and unmistakable Roman character.3The Library is related in ap- pearance also to the Roman Agora, immediately adjacent and parallel to the south: the general architecturalscheme and scale of the two buildings are much the same.4This rela- tionship seems intentional. Hadrian was responsiblefor the restorationand embellishment of the enormous rectangular court begun by Caesar and completed by Augustus. He under- took various repairs and paved the entire internal peristyle in marble, and one of the laws of his revision of the Athenian constitution was inscribed prominently on the market's main entrance, the Gate of Athena Archegetis (IG JJ2, 1 100).5 This restoration and ornamenta- tion should be connected with Hadrian's new constructions near by.
