Budget Information Paper No. 1 (BIP1) is compiled in association with the annual budget papers to inform Parliament and the community about Victoria’s asset investment program. The asset investment projects published in this paper support the outputs detailed in the 2010-11 Budget Paper No. 3, Service Delivery. BIP1 presents detailed listings of major public sector investments: • for the general government sector; • for the public non-financial corporations (PNFC) sector; and • those projects being delivered under Partnerships Victoria. For the general government sector, BIP1 captures projects with a total estimated investment (TEI) equal to or in excess of $250 000. However for the PNFC sector, projects listed have a TEI equal to or in excess of $1 million and all remaining projects are captured in the ‘Other’ category. BIP1 does not include: • general government sector projects with a planned capital expenditure in 2010-11 of less than $75 000 and projects recorded specifically as capital grants paid to other sectors; and • PNFC projects that have planned capital expenditure in 2010-11 of less than $150 000 which, for the purposes of this publication,

    FOREWORD It is not uncommon for local authorities to aspire to build strong, healthy communities. There are three things that distinguish Mildura Rural City Council’s ambitions in this regard and which provide grounds for confidence that it will be especially successful in its endeavours. They are: (i) the integration of community development planning with a range of local government functions rather than positioning community concerns as an abstract pursuit on the margins of ‘real’ local government business; (ii) the creation of planning bodies that bring together community stakeholders and local government to identify regional strengths and deficiencies and to plan remedial action where needed; and (iii) using systematically gathered data, to guide the choice of community priorities and community strengthening activities and to monitor progress in achieving community objectives. The present publication testifies to the seriousness of Council’s commitment to basing its social planning on tangible evidence. In 2006 Mildura Social Indicators presented data on the general profile of the region, the presence of different forms of social distress, health problems and strengths, community safety, the structure of the regional economy, the educational progress of young people and qualifications of adults, and the use made of cultural repositories (essentially the Art Gallery and local libraries). The picture that emerged from that data review has assisted in the region’s dealings with other levels of government and has attracted the interest of other regional councils, particularly in Victoria. More importantly, the data has encouraged discussion between different local organisations and branches of government services leading to a range of new, collaborative community initiatives.

Sec Immunisations th 16 Tuesday In accordance with normal departmental practice, the management of Sec Girls Netball 25th Thursday the former primary school sites was handed back from Merbein P-10 Sec Assembly control to the DET in 2013-14. Since then the Merbein P-10 College 26th Friday Council has had no official responsibility for the sites, however we have Last day of Term 2 retained limited access and have tried to “keep an eye” on things. Early dismissal time of 2.30pm NOVEMBER I understand that one of the main reasons for the Department’s decision 9th-13th to clear and sell the land is that ongoing damage to the buildings is Grade 5/6 Lake Cullulleraine Camp creating significant maintenance and public safety concerns.
