Representatives Jodi Lott, Dis trict 122 and Gloria Frazier, District 126, spoke on “Empowering Women- to Lead the Future.” Politics were put aside in this - discussion and the women gave their testimonial of their journey to the Georgia Capitol General Assembly Floor. Lott and Frazier discussed their life experiences and gave advice to the future women leaders in the room. Lott had never been to the Georgia Capitol until 2015 and after that visit she says that she knew she could make a difference. Frazier had to be a little more convinced, she recalled that she did not want to run but was convinced by her peers. Fourteen years and 7 terms later, she AD found her niche during session. Weekly Legislative Report #6 Week Ending February 22nd, 2019 The General Assembly completed its 20th legislative day on Friday, the halfway point of its 40-day session. Floor sessions are lengthening and committee meetings are beginning to stretch into the 5:00 and 6:00 p.m. realm as more and more bills work their way through the multi-layered process. FY 2019 Amended Budget Completed The House and Senate on Friday passed the FYA 2019 budget with a couple of amendments, finishing the General Assembly’s work on funding for the fiscal year ending June 30. Legislators found an additional $250,000 for home delivered meals to decrease the waiting list in each Area Agency on Aging across the state. They added $2 million to help hospitals located in rural, federally designated counties adversely impacted by Hurricane Michael, and made $20 million available for loans to farmers impacted by the hurricane. The increases are based on an estimated 3.3% revenue growth through June 30. That’s more than the 1.5% growth the state has seen since July 1 of last year, but legislators were confident of balancing the budget as required by the state constitution. Belton (112th) Through the Ways & Means Committee Final Bill Summary: House Bill 32 amends O.C.G.A. 20-2-251 to create a refundable income tax credit for a teacher recruitment and retention program managed by the State Board of Education. Eligible teachers include those with a bachelor's degree in education from a postsecondary institution in Georgia that has a teacher certification program certified by the Georgia Professional Standards Commission. Additionally, a teacher must accept their first school-year contract in the 2021-2022 school year in a high-need subject area in a rural school or a school that performed in the lowest five percent of schools in this state and must hold a valid five- year induction or professional certificate from the Georgia Professional Standards Commission. Regional Education Service Agencies determine which three content areas are considered a high-need subject area. Eligible teachers must submit an application to the Department of Education to participate. The department will identify no more than 100 rural and low-performing schools, and the recruitment and retention program is limited to 1,000 participating teachers. Participating teachers are eligible for a non- refundable tax credit of $3,000 per each school year for no more than five years. The tax credit earned may be carried forward for up to three years.
