LANDOWNER: State of Western Australia – Department of Culture and the Arts The subject site is located within the Metropolitan Redevelopment Authority Area in the Culture Centre Project Area Precinct. The site is bounded by James Street pedestrian mall to the south, Beaufort Street to the east, Francis Street to the North and the Museum Street pedestrian mall to the west. The site contains four heritage buildings which are listed on the State Register of Heritage Places including the Old Perth Gaol Building, Hackett Hall, the Jubilee Building and the Beaufort Street Wing building. DETAILS: The Metropolitan Redevelopment Authority (MRA) has referred to the City for comment an application for the new museum project at the existing Western Australian Museum site including a new exhibition centre building and alterations to the existing heritage buildings. The application is a State Government initiated project together with Brookfield Multiplex and Hassell and Oma Architects to provide a world class museum and exhibition space. The key objectives of the new museum project are ‘People First; Western Australia; Design Excellence; and an Activated Museum.’ The new museum will be designed around an outdoor civic space at the centre of the site called ‘City Room’ which together with the Old Perth Gaol museum cafe will form a central focal point for visitors to the museum. The design of the museum is based on horizontal and vertical narrative loops with linkages between the new exhibition centre building and the existing heritage buildings; Hackett Hall; the Jubilee Building and the Beaufort Street Wing. More specifically the development of the new museum project will involve: the retention, restoration and activation of Hackett Hall, the Jubilee Building, the Old Goal and the Beaufort Street Wing to activate the buildings and provide I:\CPS\ADMIN SERVICES\COMMITTEES\5. PL\PL161115 - MINUTES.DOCX PLANNING COMMITTEE - 4 - 15 NOVEMBER 2016 pedestrian access through the buildings and around the site and to link in with the new buildings; a new building wrapping around Francis Street and Museum Street to provide exhibition spaces, function rooms and museum facilities; the integration of the new museum with the surrounding public spaces including James Street and Museum Street (subject to further discussions with the State Government and MRA); a sustainability outcome for the project based on a whole of life approach, which will significantly exceed the sustainability requirements of the MRA; the provision of services, delivery and waste management integrated with the adjoining State Library of Western Australia; and the development of an Energy and Thermal System to provide services to ultimately all of the buildings within the Perth Cultural Centre. LEGISLATION / POLICY: Legislation Sections 64 and 65 of the Metropolitan Redevelopment Authority Act 2011 Central Perth Redevelopment Scheme No. 2 Integrated Planning Strategic Community Plan and Reporting Council Four Year Priorities: Community Outcome Framework Perth as a capital city Implications The City is recognised internationally as a city on the move and for its liveability, talented people and centres of excellence and business opportunities COMPLIANCE WITH PLANNING SCHEME: Land Use The site is located within the Metropolitan Redevelopment Authority Area and is therefore subject to the provisions of the MRA’s Central Perth Redevelopment Scheme No. 2 (‘CPRS2’). More specifically the site is located within the Perth Cultural Centre Project Area of CPRS2 and Precinct 36 – James Street. The vision for the Perth Cultural Centre Project Area is to realise the potential of the State’s principle cultural hub in the heart of the city centre. An exciting urban environment will be created, which is infused with creativity, culture and talent. It will provide visitors with a space that engages the senses and contributes to the uniqueness of the area by way of its function, aesthetics and design. It is considered that the proposed redevelopment of the Western Australian Museum site to include a new exhibition centre and the alterations to the heritage buildings are consistent with the project areas vision and the statement of intent for the James Street Precinct. This includes the incorporation of heritage conservation and the I:\CPS\ADMIN SERVICES\COMMITTEES\5. PL\PL161115 - MINUTES.DOCX PLANNING COMMITTEE - 5 - 15 NOVEMBER 2016 adaptive reuse of the existing heritage buildings. The project will also provide enhanced cultural facilities which will contribute to the uniqueness and cultural identity of the area by way of its design. The proposed ancillary land uses including the museum café located in the Old Perth Gaol building, the retail tenancy adjacent to the Francis Street foyer and the Hackett Hall function centre are supported. The revised proposal to enhance the level of pedestrian interest and activity on Francis Street with a new exhibition display area is also supported. The tenancies which have been identified as ‘Commercial Opportunities’ along Francis Street and at the Jubilee Hall but without any indication of their intended use should provide for pedestrian interest and activity. Uses such as ‘Dining and Entertainment’, ‘Retail’, and ‘Culture and Creative’ should be encouraged to locate in these tenancies rather than offices or other similar uses with inactive frontages. It is also recommended that further investigations take place to improve the utilisation of the roof space of the new exhibition link building and Francis Street building, including an outdoor exhibition space for the museum and outdoor entertainment areas.

Introduction THE INVENTORY The Metropolitan Redevelopment Authority (the MRA) is responsible for the urban renewal of the Central Perth Redevelopment Area (the Redevelopment Area) and proposes to recognise and afford protective measures to those places that have cultural heritage significance. The Central Perth Redevelopment Scheme (the Scheme) empowers the MRA to compile and maintain a list of Heritage Places and Precincts, called a Heritage Inventory (HI). The Central Perth HI has been developed in accordance with the provisions of the Heritage of Western Australia Act 1990, which requires all Local Governments to compile an inventory of heritage places as the foundation of sound local heritage planning. As MRA assumes responsibility as the planning authority within the Redevelopment Area, the MRA is acknowledging its role and responsibilities in “recognising, promoting and protecting” the cultural heritage that falls under its jurisdiction, as articulated in the State Cultural Heritage Policy.

Beaufort Street Building Jubilee Building Hackett Old Perth Main Hall Gaol Entrance Foyer Roe Street Cottage Hackett Hall Side Entrance Begin outside at the entrance to the Museum. Th e gold rushes of the 1890s brought new prosperity to Western Australia, allowing the construction of major public buildings such as those you see here. Th e building to your left is Hackett Hall, which was the reading room for the State Library between 1913 and 1984. Western Australian stone and timbers were used, as well as locally manufactured materials – from the stamped tin ceilings and ornamental friezes to the massive brackets supporting the galleries. Be sure to look out for these when you go inside. Th e building to your right is the Jubilee Building. It opened in 1899 and was built to house Perth’s combined art gallery, library and museum. Designed in Victorian Byzantine style, the arches and supporting columns are Rottnest sandstone, while the foundations and basement are Cottesloe sandstone. Th e granite steps came from Meckering and the red bricks were produced locally. Th ere was some criticism at the time regarding the cost of the project. Th e inclusion of the stone arcade on the south elevation along James Street was seen as an unnecessary expense given that the sun does not fall there. Th is open arcade surrounding the building was eventually enclosed in 1954.
