Destination Profile - Lao PDR is centrally located in the heart of the Greater Mekong Region and South East Asia. - It is a landlocked country bordered by Myanmar and China in the northwest, Vietnam to the east, Cambodia to the south, and Thailand to the west. - Tourism is an important national economic sector that the government has placed as one of the eleven priority development sectors. - The country benefits from the advantages of its location, political stability as well as abundant and renowned natural, cultural and historical tourism resources. In addition, the ethnic diversity and friendliness of the local people are also key attractions for visitors. - International tourist arrivals have increased from 2.5 million in 2010 to over 4.2 million visitors in 2014 – growth of 65.5%. Ministry of Information, Culture and Tourism’s (MICT) target of achieving 4.5 million international visitors by 2020 will more than likely be exceeded1. - Domestic tourists account for 33% of all tourists. The sector is experiencing minimal growth with 2.08 million in 2014 and 2.03 million in 2013. - In 2014, the direct contribution of Travel and Tourism to GDP was LAK4,628.4bn (5% of total GDP) and is forecast to rise by 8.1% in 20152. - Despite all of this growth Laos tourism continues to compete with its regional competitors for ‘length of stay’ in the country. Laos is considered an add-on destination: 70% of international visitors visit other countries on their trip to Laos such as Thailand (60%), Cambodia, China or Vietnam (53%) or another South East Asian Country (18%)3. - 75% of all international visitors come from Thailand and Vietnam with Thailand a clear leader accounting for 52% of all international visitors. A high percentage of Thai visitors are day- trippers (they come to shop) to Vientiane from the Thanaleng Border Post and Savannakhet at Friendship Bridge II. Both of these border crossings account for 55% of all international arrivals. - Despite the high arrival numbers of Thai visitors their actual spending is extremely low (27% of total receipts). They spend very little on accommodation and transport due to their relatively short average length of stay yet more on food and beverages and retail trade. - The Chinese market reflects trends globally with large growth rates of 72% from 245,033 in 2013 to 422,440 in 20144. A lot of these visitors are business tourists followed by packaged tourists or ‘Amateur’ travellers (arriving by air, bus or car caravans)5. The extensive growth is largely due to the increasing trade relationships between Laos and China, the relaxation of the Chinese government’s previous restrictions on outbound travel, the introduction of government policies to increase Chinese leisure time and the rise of a Chinese middle class with higher disposable income6. - The European market

    PLANET CPC – JICA V-4 TOURISM INDUSTRY DEVELOPMENT PLAN V-4.1 Present Condition of Tourism in SKR 1) Tourism Resources and Products The major interest for tourists visiting Lao PDR are (i) nature, (ii) local life observation, and (iii) culture, which differ from tourism observed in ordinal tourism destinations. 1 It means that Lao PDR is an eco-tourism destination for international tourists, in lieu of ordinal sightseeing tourism. The major tourism resources in Lao PDR are (i) Vientiane, (ii) City of Louang Prabang which is a World Heritage site with old Lao style buildings and temples, (iii) Jar highland with Jar pots, (iv) Wat Phu Kmer heritage which is a candidate for the World Heritage, and (v) Boloben plateau in Champassak province. More than 50 % of the tourists visited Louang Prabang, and 15 % visited Jar highland and Champassak Province. Savannakhet and Khammouan provinces, receiving approximately 3-4 % of the tourists as shown in Figure V4-1, are not the major destinations for international tourists.     Does travelling foster international trade? A panel data analysis covering the EU15 countries and their trading partners LUND UNIVERSITY - DEPARTMENT OF ECONOMICS Author: Andreas Rosén Björkhage Tutor: Maria Persson. Abstract The world´s total expenditures regarding leisure travelling and related expenditures corresponded to approximately 3000 billions USD in 2010. This substantial value makes the travelling industry and related markets important in an economic aspect. Data posted by the WTO states that between the years of 1995-2005 the world’s amount of tourism arrivals increased by approximately 50 %, and additionally UNWTO predicts that this progression is likely to continue. This implies that there are good reasons to analyse the economic impacts of travelling in a global context. This thesis aims to uncover if international travelling fosters international trade by analysing if the amount of tourism arrivals in a country has a positive effect on the country´s value of exports going to the EU15 countries. The time period covered is the years between 1995-2011. Previous research shows that the causality running from travelling to trade could be one or two-way, which means that our regression models are likely subjected to complications related to endogeneity. We attempt to solve this by using two different variables in order to capture travelling frequency. First we regress with respect to the amount of tourism arrivals, and additionally with respect to an instrumental variable consisting of the amount of World Heritage Sites. Our results show that the amount of tourism arrivals has a positive effect of the value of bilateral trade, while the instrumental variable does not have a significant effect.

    Gambling on the Future: Casino Enclaves, Development, and Poverty Alleviation in Laos Kearrin Sims Abstract Following the extraordinary wealth generation of casinos in Macau and Singapore, governments and non-state actors across Southeast Asia have developed gambling establishments as a means of fast-tracking economic growth and stimulating national development. Yet, here and elsewhere, casinos have been heavily criticized for their association with immoral behaviour, problem gambling, corruption, and organized crime. In this article, I focus on two casinos in northern Laos to address two research questions. First, I consider how casinos have come to exist within the remote border regions of one of Asia’s least developed countries. I discuss vice economies within the Golden Triangle region, multi-actor aspirations to boost transnational connectivity within continental Southeast Asia, strengthening political-economic relationships between Laos and China, and Government of Laos efforts to use foreign investment as a mechanism for increasing governance capacities in borderlands. Following this, I critically analyze the relationship between casinos and development in Laos. I focus specifically on the multifarious effects of casinos on the lives and livelihoods of local communities to argue that casino development has been informed by logics of expulsion and the establishment of new predatory formations. To make this argument, the article draws on four fieldwork visits to each of the casino sites between 2011 and 2015, desk- based research, and interviews with local residents, casino staff, and members of the Government of Laos.
