Minute 1 - Welcome, introductions and apologies The Chair, Councillor Tom Harney, welcomed Area Forum members and 19 members of the public to the meeting in Bromborough. He introduced and welcomed Mark Parkinson, Head of Learning and Achievement in the Department for Children & Young People, as Lead Officer, and Andy Wise, new Neighbourhood Police Inspector. Page 6 6 Apologies for absence were received from Councillor GD Mitchell and Councillor A Taylor. Minute 2 - Minutes and matters arising from previous forum The minutes of the meeting of the Area Forum on 1 July 2008 had been included on pages 5/14 of the Area Co-ordinator’s report. Matters arising; Updates on the removal of signs and carriageway markings in Eastham Village, a safety audit at the junction of Eastham Rake and the A41, and the Go-kart-track at Hooton, were gives on page 14 of the Area Co-ordinator’s Report. Minute decision: Resolved: That the minutes of the Area Forum of 1 July 2008 be confirmed as a true record. Minute 3 - Area Co-ordinator’s report The Area Co-ordinator highlighted items of particular interest in her report and drew attention to additional reports that were available at the meeting on – • The Older People’s Parliament • Merseyside Fire and Rescue Service • The Highways Structural Maintenance Programme 2009/2010. • Transport Integrated Programme • A DVD made by students from six Wirral Secondary Schools to publicise ways in which community groups have used Area Forum funding to benefit local communities. The Area Co-ordinator advised that there is a balance of unallocated funding of £7,664.08 available for projects in Bromborough/Eastham. Voluntary and Community Sector groups are invited to submit applications by the closing date of 12 noon on Monday, 10 th November 2008. Wirral’s Adult Social Services have advised that there is to be a public consultation on the proposed development of Mendell Lodge. The consultation will be launched on 30 October 2008. The Chair introduced Liz Hawkins, Outreach Youth Worker, and a group of young people. The group gave a presentation on their involvement in a Youth Voice Conference held in St George’s Hall, Liverpool on Friday, 11 October, when they had been awarded a prize of £500. Minute decision: Resolved: That – i. Liz Hawkins and the young people be thanked for their presentation and congratulated on their success at the Youth Voice Conference; ii the Area Co-ordinator be thanked for her report. Minute 4 -‘You Decide’ Results The Chair reported on the results of the You Decide survey for the Bromborough/Eastham area. These were 1) young people, 2) street cleanliness, litterbins etc., and making sure roads are swept. The Chair invited members of the public to advise the Area Co-ordinator if they had any further ideas for using the money. A report will be taken to Cabinet in December, the outcomes will be published in the local Press and feedback will be given at the next area forum meeting. Page 7 7 Minute 5 - Public Question Time Q Cycling. Some cyclists are using the pavements as unofficial cycle routes because of the amount of traffic on the roads. A [Insp. Rice] The law is that pavements are for pedestrians. Cyclists should be on the road but we are aware that the roads are busy and some roads are dangerous because of the lack of consideration by motorists. I don’t think a parent should be riding a bicycle on the pavement but there may be occasions when a very young child needs to be supervised by an adult. When using a pedestrian crossing the cyclist should dismount and walk across the crossing. Jim Thompson added that Allport Lane is different because there is parking on both sides of the road. Members of the Area Forum contributed to a lengthy discussion on the issue. Q Can we have an update on the closure of Police Stations? A [Insp. Wise] There are no closures planned. Laird Street and Birkenhead Central Police Stations will be upgraded as part of the new Command Centre. Police provision across the Wirral will not be altered but there will be more consistency as everyone will be working from the new Command Centre. No other police stations are planned for closure. Bromborough will be fully manned, there are about 25 staff working from Bromborough on a shift system. Q I attended hospital following an accident. I was admitted at 4 pm, treated at 8 pm and discharged at 11 pm. I was given a Freephone number for a taxi home. I am 80, my husband is 82 and is blind. What happens in circumstances where people are unable to pay for a taxi? A [John Foster] I will investigate the incident described. Q Can we have an update on repairs to A41. Drains that have collapsed. A [Phil Miner] Some of the drains on the A41 are in part ownership by the Council and United Utilities.
