"Today is a good day if we but know what to do with it," the Honorable Max Cleland, Georgia's Secretary of State, said in the delivering of the Commencement address to more than 230 graduates here at the Albany Civic Center.
Addressing the 64th annual gradu ation exercises of Albany State Col lege, Cleland, who took office just 6 months ago, told the 1983 graduating class that a solid educational founda tion is the key to success.
"We'd all like to make a success of our lives," Cleland said, "but it's not easy. You have to build a solid foundation to make a success of yourself, and your preparation enables you to have a chance to be all you can become," the Secretary of State added. Quoting Dr. Louis Pasteur, Cleland stated, 'Chance favors the prepared mind.' And I say to each of you, continue to prepare yourself.
Dr. Billy C. Black, president of Alba ny State College, presided over the finals' activities closing the College's 80th academic year. In his closing re marks, President Black said, "we in vite you, as graduates, to reflect on what Albany State College has meant to each of you during your career here. We are pleased to have had each of you as partners to our future and to be a vital part of this happy occasion," he added.
Cleland, a Vietnam War veteran where he served 11 months before he was wounded, said, "... by setting goals, you establish the fact that you believe you can reach these goals. You have to have faith that you could do it to get here today," he declared.

Following his inspirational address to more than 5,000 family, friends and alumni in attendance for this year's graduation in the Albany Civic Cen ter, Cleland was presented the Col lege's annual "Distinguished Public Servant" award. This year's "Friend of the College" award was presented to Brady Keys, Jr., president and owner of Keys Group.
Twenty-two ROTC cadets, the largest number commissioned since the pro gram was initiated in 1976, were com missioned to the rank of second lieu tenant in ceremonies by Lt. Col. Ty rone P. Fletcher.
Seven graduates — six of them in business administration — main tained cumulative academic averages of 3.75 or better to rank at the top of the class and graduate with summa cum laude (highest) honors.
Glenn Dean Isler of Albany ranked first in the class, followed by John House of Leesburg; and Karen Majors of Albany, a criminal justice major.
Others graduating summa cum laude were: Rebecca George, Albany; Valer ic Ingram, Albany; Susan B. Rawlins, Dawson; and Ernest Jourdean, Jr., Warner Robins.
