One of the major challenges facing the WACFL will be to ensure our stakeholders continue to have a voice and are represented as the WAFC negotiates through the challenging times with key stakeholders such as the State Government and the AFL. For Country Football to remain strong we need to ensure we have positive relationships with these bodies for the Terry House betterment of our stakeholders. President WACFL WA CountryWA Year 50 Week All Stars At the commencement of 2014, WACFL set about trying to select a team that composed the ‘best players’ that had ever played at Country Week, not an easy task. Four selectors were chosen to put theside together and included WACFL President Terry House, John Ditchburn (Peel Thunder President), Darrell Panizza (Claremont Legend) and Cameron Knapton (WAFL Manager). All selectors have a thorough background and involvement in country football over a number of years. The major criterion for selection in the side was specifically an individual’s performance at Country Week. A number of fantastic players have used the Carnivalas a stepping stone to bigger and better things, but that did not necessarily hold them in good stead for selection in this particular side. This team is composed of players who repeatedly supported Country Week and represented their region with outstanding individual performance. Whilst there is no doubt a number of quality players could have been squeezed into this side, I don’t think anyone who knowsanything about Country Week football could argue with the quality of the team that was selected.

2014 marked the fortieth year that Landmark (formerly Wesfarmers) has sponsored the WACFL and Country Week. This would have to be one of the longest continual sponsorships of sport in Australia. One of the great things about our relationship is that, through working together, there is mutual benefit for both parties. There is a strong understanding at Landmark that Country Football plays a critical role in keeping young people in regional areas. In April 2014, the Country Football community joined together with Landmark staff to celebrate this 40 year partnership with a formal evening at Crown Perth. The night was hosted by Kevin Sheedy and celebrated not only the partnership, but also those original founders and supporters of Country Week football. Many of those founders have gone on to become WACFL Life Members. The night also gave us a great opportunity to recognise a WA Country Week 50 Year All Stars team. Regular Landmark Carnival and South West Umpire Jason Crowe was acknowledged with a special service to umpiring award in the presence of his peers. All leagues are encouraged next year to ensure that their umpires attend the carnival to avoid missing out on this fantastic development opportunity.

Umpire Development Programs commenced with the UMPIRE COACH PD program in February 2014. This program over three days was attended by some 50 umpire coaches from across regional and metropolitan (14 WA regional), including all market sectors from AFL to juniors. The format included new laws and interpretations, discussion around how to best use on line resources and a consistent umpire coaching philosophy as far as possible across WA. The two highlights of the WAFC financially subsidised program for many was, firstly, the opportunity to match day assess WAFL umpires in a scratch match in an interactive format and, secondly, SouthFremantle assistant and women’s representative coach Michelle Cowan as a guest speaker. The regional 14 umpire WA coaches that participated found the program well worthwhile and their support will ensure the program continues again in February/March 2015. Report on the Financial Report I have audited the accompanying financial report, being a special purpose financial report, of WEST AUSTRALIAN COUNTRY FOOTBALL LEAGUE (the association), which comprises the balance sheet as at 31 October 2014, and the income and expenditure statement and cash flow statement for the year then ended, notes comprising a summary of significant accounting policies and other explanatory information, and the statement by members of the committee.

Committee’s Responsibility for the Financial Report The committee of the association is responsible for the preparation of the financial report that gives a true and fair view in accordance with Australian Accounting Standards (including the Australian Accounting Interpretations) and the Associations Incorporation Act 1987 and for such internal control as the committee determines is necessary to enable the preparation of the financial report that gives a true and fair view and is free from material misstatement, whether due to fraud or error.

Auditor’s Responsibility My responsibility is to express an opinion on the financial report based on my audit. I conducted my audit in accordance with Australian Auditing Standards. Those standards require that I comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance about whether the financial report is free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor’s judgment, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity’s preparation of the financial report that gives a true and fair view in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by the committee, as well as evaluating the overall presentation of the financial report.

Auditor’s Opinion In my opinion: The financial report of WEST AUSTRALIAN COUNTRY FOOTBALL LEAGUE is in accordance with the Associations Incorporation Act 1987 including:

(i) giving a true and fair view of the Association’s financial position as at 31 October 2014 and of their performance and cash flows for

the year ended on that date; and P (ii) complying with the Australian Accounting Standards. ORT

The financial report also complies with International Financial Reporting Standards as disclosed in Note 1.

Emphasis of Matter

As is common for organisations of this type, it is not practical for WEST AUSTRALIAN COUNTRY FOOTBALL LEAGUE to maintain an effective system of internal control over the cash takings until their initial entry in the accounting records. Accordingly, my testing in relation to these activities was limited to amounts recorded.

In my opinion, except for the effects of such adjustments as might have been determined to be necessary had the limitation discussed in the preceding paragraph not existed, the financial report presents fairly in accordance with the accounting policies described in Note 1 to the financial report and the results of its operations and its cash flows for the year.
