Proposed Waiting Restrictions. Considerations of objections. Summary Proposals for the introduction of No Waiting at Any Time restrictions on Flixton Road, Ambleside Road and Western Road, Urmston were formally advertised on 15th March 2019. Following the 21-day statutory consultation in the vicinity of the proposals, 1 response expressing an objection was received. The purpose of this report is to consider the objection received and to seek approval to implement the restrictions as described in schedule 1 to this report and as shown on drawing E9017-02A. Recommendations Agreement is sought to the following: 1) That the results of the consultation and the objection be noted 2) That, following careful consideration of the objection, authorisation is given to introduce the Traffic Regulation Order as advertised, as detailed in schedule 1 to this report and as shown on drawing E9017-02A. 3) That the objector is notified of the Council’s decision. Contact person for access to background papers and further information: Name: Bilal Valley Background Papers: None a a Ward: Flixton 1339 (06/19) a 1.0 Background Flixton Road has junctions with Ambleside Road and Western Road and has several traffic generators nearby such as Flixton Train station, the Co-operative store, shop frontages and Flixton Park, which are attributing to parking around the junctions in this area. This parking severely obstructs visibility at the junctions to the detriment of the safety of pedestrians and motorists alike. It is considered therefore, that measures are introduced to improve safety for all road users. The Council carried out an informal consultation in November 2018, which resulted in 3 responses being received in support of the scheme, however, comments were made to introduce ‘’no waiting at any time’’ waiting restrictions along Western Road to improve road safety and visibility when exiting the car park of Brentwood house. Following these 45 properties were consulted in March 2019 as part of a 21-day statutory consultation exercise. A total of 1 objection was received to the proposals. The Council received further correspondence after the consultation expired, from a resident on Western Road, requesting a date of the implementation of the waiting restrictions. Upon being informed of an objection, the resident made further representations in support of the scheme and requested that her comments be incorporated within the objections report. In addition, the resident provided photographic evidence which confirmed the engineers site observations of vehicles parking on the junctions. View: No Response Chief Fire Officer’s View: No Response Ambulance Service View: There are no objections to the attached proposals Hackney Carriage Drivers/Operator Representative’s View: No Response Parking Services Manager: No Response Ward Councillors’ Comments: Cllr Thomas - I would say that whilst there is a potential of disruption to parking along Western Road further down the road, the objection should be negated due to the risk of accidents due to parking to close to the junction and to injury or loss of life to road users and pedestrians Cllr Procter - I completely support the plans – the junction at Ambleside Road is incredibly dangerous, and I’m surprised that there hasn’t been a bad accident there. Western Road is hardly any better. 3.0 Conclusion Following consideration of the objection the Council recommends the objector be overruled and the scheme introduced, as advertised on drawing E9017-2A. Health and Safety Implications Improvements to the highway network will improve safety for all road users. Other Options Leaving out the proposed restrictions to which objections have been raised would be detrimental to resident amenity, highway safety and would also lead to obstruction for other road users. Consultation In addition to the statutory advertising the proposals have been the subject of direct consultation with all affected frontages and with local ward councilors. The consultation was also posted on- line during the consultation period. Reasons for Recommendation To enable the necessary parking restrictions to be introduced and enforced, to enhance resident amenity, in the interests of highway safety and to discourage obstruction of the highway.
