Utah Senator Howard Stephenson Senator Stephenson has served District 11 of the Utah State Legislature since 1993. In his role as Senator, he serves on the Senate Education Committee, Public Ed- ucation Appropriations Committee, and serves as Co- Chair of NCSL’s Education Committee. Stephenson holds an M.P.A. from Brigham Young University and works as a taxpayer advocate and public administrator when the Legislature is not in session.
