EPD considers all water quality related data that is received in its assessment of State waters. The data reviewed for the 2006 305(b) report included EPD monitoring data for rivers and streams, both trend data and intensive survey data, major lakes project data, toxic substances stream monitoring project data, aquatic biomonitoring project data, and coastal monitoring project data. The assessment also included data from other State, Federal, local governments, contracted Clean Lakes projects, electrical utility companies and other groups. The lists are divided into three categories; waters supporting designated uses, waters partially supporting designated uses, and waters not supporting designated uses. The lists are organized by water type (rivers/streams, lakes and estuaries). The rivers/streams section is further organized by river basin. The list includes information on the location, data source, designated water use classification, and estimates of stream miles, lake acres or estuary square miles assessed. In addition, for the partial and not supporting lists, information is provided on the criterion violated, potential cause, actions planned to alleviate the problem, estimates of stream miles, lake acres or estuary square miles affected, 303(d) status, and priority.     Genetic variability, distribution and abundance of great spotted kiwi (Apteryx haastii) John McLennan and Tony McCann ABSTRACT Recent information on the genetic composition, morphological features, distri- bution and abundance of great spotted kiwi is collated, analysed and used to evaluate the species’ conservation status. The species exhibits high levels of genetic variability but with no consistent geographical patterns. Some morphological variability is present along latitudinal and altitudinal gradients. Further study is warranted to determine if genetically and/ or morphologically distinct populations are present. There are currently about 22 000 great spotted kiwi spread over 6000 km2 in the northwest of the South Island. Most great spotted kiwi now live in high rainfall mountainous regions. There are three principal populations: in Northwest Nelson, the Paparoa Range, and the Arthur’s Pass–Hurunui district. Since European settlement, the species has become extirpated in eastern Nelson, part of North Westland, and the central Westland mountain valleys. Overall, the species’ range has contracted by at least 30%. The principal cause of decline is probably predation by stoats (Mustela erminea). Conservation of the intra-specific genetic and morphological diversity of great spotted kiwi is best achieved by protecting the range of extant populations, although this may be logistically difficult. The focus will probably settle on the three main population groups. We expect further declines to take place, particularly in southern Northwest Nelson and in Arthur’s Pass–Hurunui. The large populations in upland areas of Northwest Nelson and the Paparoa Range are probably stable but this needs to be monitored. The species should be classified as ‘vulnerable’ according to IUCN threat definitions.

Summary The Karamea and Mokihinui Rivers have for many years provided excellent angling opportunities for resident and visiting non-resident anglers. Following feedback of an apparent decline in the fishery status, West Coast Fish and Game designated both catchments as a Backcountry Fishery in 2016/17. This requires anglers to obtain a free Backcountry Endorsement, in doing so providing their details for an online survey following the angling season. In conjunction with the angler’s survey, drift dives were undertaken through historic dive sites in both catchments. The anglers survey has focused on evaluating fishery usage, commercial guided fishing, access methods and angler satisfaction, while offering anglers currently using the fishery the opportunity to comment on these topics and offer future management suggestions. This report summarises the backcountry survey and drift diving results for the 2017/18 season. Staff recommendations are: Survey anglers to determine if they approve of restricted access as a form of fishery management; Change the bag limit to one trout per day in the West Coast Backcountry Fishery area during the next round of regulation setting; That council receives this report.
