There was a significant decrease of IDPs inside and outside evacuation centers

 The total number of evacuees inside evacuation centers decreased from 20,191 families / 100,181 persons to 19,984 families / 99,172 persons in Region XII (North Cotabato and Sultan Kudarat Provinces)

 Total number of IDPs outside evacuation centers decreased from 59,664 families / 291,085 persons to 55,752 families / 271,525 persons in the Provinces of Sultan Kudarat, and Shariff Kabunsuan

 The total number of IDPs served inside and outside evacuation centers is 75,736 families / 370,697 persons

• 91 dead (Region X - 42, Region XII - 13, and ARMM – 36) *Cause of death of previously reported 11 dead persons from Munai, Lanao del Norte are not related to IDPs in Mindanao • 120 Injured (Region X - 66, XII - 22, ARMM - 32) (No changes on the number of casualties)

E. Humanitarian Assistance (Details on Tab D) • The total assistance provided by Government and partner NGOs, INGOs and UN System is Php167,809,179.57

• The NDCC is continuously providing assistance to IDPs through government cluster leads, DCCs and concerned LGUs • Cumulative cost of assistance given for IDPs in ARMM is at Php33 Million.

3 F. Response by Cluster

Food and Non-Food Items (NFIs)

• DSWD provided the required emergency relief needs of the evacuees worth Php66.637 Million broken down as follows: Region X (Php21,665,846.00); Region XII (Php24,291,000.88) and ARMM (Php20,680,023.85) • The Php66.637 Million worth includes food, NFIs, funds for purchase of emergency relief needs, materials for the construction of bunkhouses and for administrative expenses in disaster operations. Breakdown of releases are as follows:  Funds - Php59,117,000.00  Emergency relief supplies – Php7,459,870.73 • DSWD submitted request to OP on October 9, 2008 for P437.3 Million funding for food and nonfood requirements for protracted disaster operations o Food cluster chaired by DSWD-ARMM conducted a joint assessment and validation with WFP, MTB, CFSI and OCD on IDPs in all identified evacuation centers o The Act for Peace Program distributed full package of food and non-food items which consists of sugar, coffee, salt, dried fish, monggo, laundry and bath soaps, water containers, mosquito nets, blankets to IDPs in Datu Odin Sinsuat, Datu Anggal, Mamasapano, Datu Saudi Ampatuan and Datu Unsay, all of Maguindanao and also distributed goods in .

Health

• The DOH-ARMM’s interventions continue to provide the following: intensification of health education campaign on preventive control of communicable diseases; mass measles immunization for children 6 months old to 15 yrs. old (11,857); Vitamin A supplementation, immediate treatment and referral of cases with complications; continuous diseases surveillance for early detection of cases; pre-natal and deliveries. Post partum services were also extended to IDPs. A total of 11,857 from 6 months to 15 years old were provided with measles immunization in Regions X, XII and ARMM. Isolation of communicable diseases among evacuation centers • DOH conducted a simultaneous medical service in the RHU of Datu Piang and Mamasapano which is operating 24 hours • DOH-ARMM notes the decreasing number of measles cases among IDPs for the past two weeks.

Nutrition

• Formal implementation of the use of the High Energy Biscuit (HEB) for supplemental feeding in Datu Piang evacuation centers by the DOH shall be conducted • DSWD provided supplemental feeding to 1,326 (0-6 yrs. old) children staying in evacuation centers in North Cotabato (1,000) and Lanao del Norte (326) and for 126 pregnant and lactating mothers in the evacuation centers in Kolambugan, Munai and Tangkal, Lanao del Norte • There is a continuous provision of compact food and micronutrients tablets, vitamin A supplementation, deworming to malnourished children and weighing of children below 5 yrs old in North Cotabato. . A total of 1,001 malnourished children with ages 0-5 yrs old were served

4 WASH

• Toilets were constructed in all evacuation centers in Region X with 30 toilets in Munai and 20 in Tangkal. To date, construction of latrines in Munai is 100% completed while in Tangkal is still on going (60%) • DOH conducted chlorination and water sampling of 13 water sources; distributed 2,337 water containers; installed 3 pumps and water tanks; and provided 3,188 pieces jerry cans and 1,710 bottles of sodium hypochlorite and hygiene kits • DOH-ARMM has intensified health education campaign on water sanitation and hygiene and information campaign on the preventive measures on food and water-borne diseases • CFSI conducted solid waste management campaign in coordination with IPHO Maguindanao and Local Government in selected areas of coverage • To continue to address the inadequacy of excreta disposal facilities and water sources in other evacuation centers despite previously installed facilities, the DOH further intensified its health education campaign, disease surveillance and monitoring of water sources. INGOs such as OXFAM are monitoring water sources in Datu Piang

Emergency Shelter

• The construction of four units of bunkhouses in Bgy. Kulasihan, Kolambugan is 90 to 100% completed as of 20 October 2008.

Kauswagan  One unit of bunkhouse in Kauswagan is 100% completed

Munai  two units at 95% completion

Tangkal  The two units of bunkhouses are at 57% completion. The project work was suspended due to the poor condition of roads going to the job site.

Poona  2 units with 32 rooms and 12-seater toilet – I unit is 22% completed as of Oct 6 and 1 unit is 25% completed as of Oct 8

• DSWD completed the construction of bunkhouses in Munai and Tangkal, Lanao del Norte and partnered with the Engineering Brigade of AFP for the construction of bunkhouses in Datu Piang and Datu Saudi, Maguindanao to decongest the evacuation centers and for the utilization of the school class rooms currently used as temporary shelters for the resumption of classes

Education

• DSWD supervised neighborhood play sessions to 326 (6-12 yrs. old) children staying in evacuation centers in Munai (130), Kolambugan (91) and Tangkal (105) Lanao del Norte • Mobilization of LGUs and parents for the feeding of school children such as:  Demonstration – preparation of malunggay powder  Start massive feeding program  Conduct of medical mission

Psychosocial

• Government Psychosocial cluster meetings are conducted to promote integration of activities and sharing of expertise and resources. They have agreed to continuously coordinate with each other to effectively deliver psychosocial services and efficiently achieve wider coverage of IDPs population • Community Family Services (CFSI) already started Play Therapy to 110 children ages 3 to 10 years old in Mamasapano through games, story telling and food distribution

Livelihood

• As alternative source of livelihood and in addition to the relief assistance provided by the service providers, the IDPs are doing some labour by renting pedicab to earn extra income to sustain other daily needs of the families • Some graduates of massage therapy are now earning from P50.00 to P100.00/day. The Local Government will assist the graduates in putting up a Massage Clinic in their respective municipalities.

Security

• PNP’s actual deployment/disposition of Police Regional Mobile Group to support the operations in various areas in Lanao del Norte are 13 Police CO and 149 Police NCO with 711 personnel

Early Recovery

• DepEd reports the on-going repair and reconstruction of school buildings in 14 schools in Cotabato and Lanao del Norte comprised of 45 classrooms at a cost of Php14Million • RDCC-ARMM, during the visit of PGMA on 18 October, reported that an early recovery and rehabilitation plan is being prepared by the regional TMG. However, according to the RDCC TMG, even with appropriate funding, the plan could not be implemented at this point due to the volatile situation.
