    THE GI UNDERGROUND PRESS COLLECTION Papers, 1967-1971 (Predominantly, 1970) 3.5 linear feet Accession Number 485 L.C. Number MS The papers of the GI Underground Press were placed in the Archives of Labor and Urban Affairs in June of 1971 and May of 1972 by Robert Wbrosz, former service-man with the United States Air Force and were opened for research in September of 1984. The collection consists of newspapers and newsletters printed by servicemen belonging to the different branches of the armed forces during the Vietnam War. These newspapers contain articles, editorials and correspondence from readers protesting established military policies, discrimination against and harassment of blacks and women in the service as well as American involvement in Vietnam, Cambodia and Laos. Frequently, military protesters worked in conjunction with their civilian counterparts, particularly student activists to organize rallies and demon-strations. The presence of identical articles and cartoons in a wide range of servicemen's newspapers indicates the coordinated efforts of the anti-war groups throughout the services here and abroad. Included with this collection are materials relating to the American Servicemen's Union, a short- lived attempt to formally unionize enlisted men and non-commissioned officers in all branches of the United States military. The papers of the GI Underground Press reflect the involvement of American servicemen in the anti-war movement as well as their cooperation with civilian anti-war groups. Mean- while, fuel tankers continued to make their noisy take-offs over Honolulu. The airport hoped there would be a technical development that would eliminate the need for this flight path. Highlights July 1, 1962 The Hawaii Visitors Information Program was established to welcome passengers at Honolulu International Airport and Honolulu Harbor, to encourage travel to the Neighbor Islands, and to provide information and other help to airport and harbor visitors. As of June 30, 1963, the staff of the HVIP consisted of 33 full-time and nine part-time employees. July 10, 1962 The widening of Taxiway X and restoration of P Road with a crossing over a new drainage ditch was com- pleted at a cost of $113,463.82. July 22, 1962 The Empress of Lima, a four-engine Britannia jet turboprop, crashed at 11:19 p.m. and burned while making an approach to Runway 8 on the Hickam Field portion of the airport. Twenty-seven persons were killed and 13 survived. It was the worst civil air carrier accident in the Islands’ history. The Air Force Fire Department acted promptly to minimize loss of life. Personnel of the Airport, Navy and City and County assisted in fighting the fire, maintaining order, and pro- viding ambulances and other services. The crash dramatically showed the need for continued cooperation between the Air Force and the airport. Several meetings were held after the crash and a number of suggestions developed for further improvement of the pattern for teamwork.

I looked forward to serving on this Commission because it confronts an extremely important issue. Unfortunately, a combination of a minor illness in December and an operation at the beginning of January prevented my participating in the last five Commission meetings during which specific recommendations and various drafts of the report were discussed. Because I was able to play only a small part in its shaping I did not feel it was proper for me to sign the report, and advised the Chairman, Thomas Gates, accordingly in late December. I am writing now to express my regret at not being able to sign this report. Although I have been unable to share in its specific recom- mendations, I would like to endorse the basic idea of moving towards an all-volunteer armed force, and to express my hope that you will be able to take steps in the near future to reduce reliance on conscription.

Weise* Drawing on an analysis of Federal Open Market Committee FOMC documents, this paper argues that political pressures on the( Federal) Reserve were an important contributor to the rise in inflation in the United States in the 1970s. Members of the FOMC understood that a serious attempt to tackle inflation would generate opposition from Congress and the executive branch. Political considerations contributed to delays in monetary tightening, insufficiently aggressive anti-inflation policies, and the premature abandonment of attempts at disinflation. Empirical analysis verifies that references to the political environment at FOMC meetings are correlated with the stance of monetary policy during this period. One important set of factors has been highlighted in recent research by Romer and Romer 2002 , Nelson 2005 , Orphanides 2002, ( ) ( ) ( 2003, 2004 , and others. The argument set forth by these authors, which Romer ) 2005 calls the “ideas” hypothesis, is that the Federal Reserve’s errors were rooted ( ) in the beliefs that policymakers held about the structure of the economy. These beliefs included an unrealistically low estimate of the natural rate of unemploy- ment, the belief that observed inflation had little to do with monetary policy and that monetary policy could do little to combat it, and an overly pessimistic estimate of the costs of disinflation.
