Minutes, Approved 2019 06 20 STANTON BY DALE PARISH COUNCIL Minutes of the Annual Parish Council Meeting of Stanton-by-Dale Parish Council held at 7.30pm, on Thursday, 20th June 2019, and the Ordinary Meeting of the Stanton-by-Dale Parish Council held at 8.00pm, in The Village Hall, Stanhope Street, Stanton-by-Dale. Present: Cllr S Broughton, Cllr A Farnsworth, Cllr P Harvey, Cllr G McCahill, Cllr C Wallbanks, Cllr P Woodward Cllr W Major (DCC & EBC) until 8pm M Fox (Clerk) and 4 members of the public. Marie Edinborough agreed to chair the meeting for the first item and then left the meeting. 1/APCM Elect Chairman: It was RESOLVED that Councillor Simon Broughton be appointed Chairman for the ensuing year with a majority of 3 votes to 1 and with 2 abstentions. Cllr Broughton and the Clerk signed the Declaration of Acceptance of Office. 2/APCM Elect Vice Chairman: It was RESOLVED that Cllr Christine Wallbank be appointed as Vice Chairman for the ensuing year with a unanimous vote. Cllr Wallbank and the Clerk signed the Declaration of Acceptance of Office. 3/APCM To receive Councillor’s Declaration of Acceptance of Office. The signed Declarations of Office from new Councillors were received and signed by the Clerk. 4/APCM Completion of Member’s Disclosable Pecuniary Interest Forms (DPI) Pecuniary Interest Forms handed to the Clerk by the Councillors. 5/APCM Apologies: Cllr J Frudd (EBC); PCSO Karen Pykett. 6/APCM To receive the Minutes of the Annual Parish Council Meeting held on 3rd May 2018. These were originally approved at the Parish Council Meeting on 7th June 2018 and were noted. 7/APCM Review of Parish Council’s Regulations and Procedures. Review of Standing Orders and Financial Regulations New Standing Orders were adopted by the Parish Council on 1st November 2018 (Item 254/2018). Financial Regulations were adopted by the Council in June 2005, Sections 5 and 6 were amended due to online banking on 6th April 2017 (minute no.101/2017d). Due to having no online document it has been re-typed and is now on the web site. Risk Assessment adopted in December 2009 and was discussed and adjusted due to on-line banking on 3rd May 2018 (Minute ref 7/APCM). It was agreed with no further changes. Review of inventory of land and assets (including buildings and office equipment) The Assets Register was reviewed and amended at the Parish Council meeting on 1st February 2018. (Minute ref 44/2018). Review and confirmation of arrangements for insurance cover in respect of all insured risks: A three year contract with Came & Company (Aviva Insurance) expired on 30th September 2018. Unanimously agreed to move to Zurich with a one-year insurance of £774.52 which was just over £300.00 cheaper than Came & Co. Review of the Council’s Complaints Procedures: The complaints procedures are standard and there are no recommended changes. Review the Council’s procedures for handling requests made under the FOI Act 2000 and the Data Protection Act 1998. The procedures are in place as agreed Freedom of Information Act 2000 – Model Publication Scheme, as adopted by the Parish Council on 5th February 2009, this is now on the web site. The Council is registered with the ICO and compliant with the requirements of the Data Protection Act. Following GDPR in May 2018, the Privacy Policy was unanimously adopted on 7th June 2018 (Item 142/2018). Review: Establishing the Council’s policy for dealing with the press/media The review of the Council’s policy for dealing with the press/media was carried out in May 2011. It was agreed at the AGM on 18th May 2015 that future meeting agendas be emailed to both the Derby Telegraph, Ilkeston Advertiser and Ilkeston Life. Policy on Social Media was adopted by the Council on 3rd January 2019 (Item 14/2019). 8/APCM The Schedule of dates and times for the Ordinary Meetings of the Parish Council for the year 2019-20 were agreed as below. Ordinary Parish Council Meeting 95/2019 Variance in Order of Business – None. 96/2019 Declaration of Members Interests – Cllr Harvey for Item 6, ERE/051/0070 – will stay in meeting. 97/2019 Public Speaking – (15 Minutes). R Homer congratulated everyone who had been elected as Councillors. He also asked us to keep chasing DCC regarding the white lines at the triangle (it is on the agenda). Howard Foster also congratulated the new Councillors. There is still a problem with the water in the village hall, the window in the gents is broken and the outside windows need cleaning and there are cracked windows. Also the spot lights could do with replacing. Police – The recorded figures from 8th May to19th June are on 14th May, two non-dwelling burglaries and on 19th May criminal damage on Stanton Gate. DCC – Road surface on Lows Lane is bad and has been reported. There was an incident with manholes in Sandiacre which caused traffic problems and there is a dangerous underground cable at Bostocks Lane traffic lights and when this is replaced it will cause problems with traffic to and from Stanton-by-Dale. EBC – None 98/2019 To approve the Minutes of the Meeting of the Stanton-by-Dale Parish Council Meeting held on Thursday 5th April 2019. The minutes were noted and signed by the Chair. 99/2019 To determine which items if any from Part 1 of the Agenda should be taken with the public excluded. – None. 100/2019 Planning Applications. ERE/0519/0070 Stanton Bonna Concrete Ltd, Littlewell Lane, Stanton-by-Dale, Derbyshire, DE7 4QW. Erection of a new industrial building to house a concrete slab and wet casting facility, and other associated works (revised scheme, partly retrospective, following approval of previous scheme under application reference ERE/1217/0050. No objection – but note to say we are concerned regarding traffic Chair to arrange a visit with Stanton Bonna and other local businesses regarding the amount of extra builds associated with businesses. ERE/0419/0076 The Fulcrum, Lows Lane, Stanton-by-Dale, Derbyshire, DE7 4QU.The erection of a building for the manufacture and repair of engineering products and the manufacture of metalwork including laser cutting, folding, and machining (use Class B2 – general industry), the creation of parking areas, landscaping and other associated works. Works to various trees (including some felling) within a Conservation Area (13 x individual trees & 5 x groups of trees). Planning not replied to due to no PC. Granted subject to compliance of conditions. 101/2019 Memorial to Dale Road Air Crash. Cheque received from the Aircrash Memorial Fund for the repayment of the £800.00 borrowed from the Parish Council for the design work. Fund raising event on Saturday 13th July, it is a 70’s and 80’s revival night at The Cowshed at Dale Abbey. Councillors were asked to support. 102/2019 HGV’s and speeding in Village – appoint new Councillor to oversee speed watches. Andy Farnsworth agreed to take over the speed watches and the work with Kim Percival at Trading Standards regarding HGV’s. Clerk to contact Marie for the paperwork. Cllr Harvey to chase up the monitoring in Stanton-by-Dale with CREST.

Following further contact they came back within 2 days and it was a major repair which is now fine. Water has been coming out of the cellar of the Stanhope Arms. Chair confirmed that it is the pump system and needs to be in or the cellar will flood. It does however have a dangerous run-off. To be put on the agenda for the next meeting. Jo Wrigley, son of Eileen who has the planning (ERE/0617/0016). He has just come to observe and see what discussions are made. Play area is still not looking good and football pitch is not mown. Cameras have been put up on the lamp post and was there for 4-5 days and then taken down (surveillance for HGV’s).
