Introduction

Sindh Government has taken a great initiative of announcing a uniform admission policy of the five best public medical universities of Sindh. Now, a candidate can apply (according to tagged district allocation) on a single form and appear in one entrance test only which would save candidate’s time, effort and money.

This year, the admission process will be conducted by Dow University of Health Sciences, Karachi. Candidates are required to submit the file/ envelope containing the filled application form and the required documents at the designated courier centers. Candidates should be very careful regarding their tagged district.

This prospectus is an introduction to the various government medical universities in the Sindh, . It contains rules and regulation concerning administration, admissions and examinations etc.

1. The rules in this prospectus shall apply to all the Sindh government medical universities and affiliated colleges namely:

• Dow University of Health Sciences (DUHS), Karachi • Jinnah Sindh Medical University (JSMU), Karachi • Liaquat University of Medical & Health Sciences (LUMHS), Jamshoro • Peoples University of Medical and Health Sciences for Women (PUMHSW), Shaheed Benazirabad • Shaheed Mohtarma Benazir Bhutto Medical University (SMBBMU), Larkana • Shaheed Mohtarma Benazir Bhutto Medical College (SMBBMC), Lyari Karachi

2. All the above institutions after 05 year and 04 year study lead to MBBS and BDS Degree respectively of the university. 3. There is co-education in all the universities except in PUMHS, Shaheed Benazirabad where only females are admitted. 4. One or more hospitals are attached to each medical university for imparting clinical teaching to the students. The Clinical Professors/Associate Professors/Assistant Professors of the university are also consultants to the attached teaching hospitals. 5. Students on the role of these universities shall be bound to abide rules and regulations as laid down in this prospectus.

DOW UNIVERSITY OF HEALTH SCIENCES

INTRODUCTION

Dow Medical College (DMC) was started in 1945, by converting the old medical school of Hyderabad, which was originally started by Dr. Homstead in 1881. Subsequently the College was shifted to function in old N.J.V. High School Building, Karachi in the beginning of 1946. Sir Hugh Dow, the then Governor of Sindh laid the foundation stone of this institution, hence it was named after him.

In 1951, the College was affiliated to Karachi University. In December 2003, Dow University of Health Sciences was established with only (3) three constituent institutes:

(DMC) • Sindh Medical College (SMC) • Ojha Institute of Chest Diseases (OICD)

Sixty four (64) new establishments including separate Institutes and Departments have been established to achieve its Vision, Mission and Goals.

Dow Medical College (DMC)

A full-fledged institution imparting both undergraduate and postgraduate studies and has all the departments manned by the qualified and experienced staff and is one of the largest medical institutions in the country.

Our MBBS Program provides an innovative and integrated curriculum to support training and development as a medical professional and to prepare students in becoming one of the best generations of medical leaders.

Semester system has been implemented from first year to final year MBBS in Dow Medical College. The course work of 5 years has been divided in 10 semesters. A semester examination is conducted after each semester and modular and mid term examinations are held for regular assessment of the students.

Dow Medical College has Civil Hospital, Karachi, associated with it as its teaching hospital. This hospital has a total bed strength of 2300, making it the largest clinical teaching hospital in the province. The students of Dow Medical College receive their clinical training in this hospital which has departments of almost all Medical and Surgical specialties with well qualified faculty.

Dr. Ishrat-ul-Ebad Khan Institute of Oral Health Sciences was established in year 2006 to increase the human resource & provision of excellent community dental health care. Envision to be the center of excellence for dental education, it offers following Undergraduate and Postgraduate programs:

Undergraduate Programs: • BDS - 4 years • BS - Dental Care Professionals - 4 years Post-Graduate Programs: • MDS (Masters of Dental Surgery) - 4 years • MSc (Masters of Science)- Oral Health Sciences - 2 years • FCPS - 4 years The institute is recognized by Pakistan Medical & Dental Council (PM&DC). The institute has a smooth running clinical dental OPDs and the Central Store for the provision of materials to the basic and clinical departments.

Dow Dental College (DDC)

Dow Dental College was established in November 2012 at Dow Medical College campus.

The college is recognized and registered with PMDC for Bachelors of Dental Surgery (BDS) four years program. Dow Dental College has two sections academic and clinical/ dental OPD. Currently 150 students are enrolled in the college. Civil Hospital, an allied institute of the college, imparts clinical teaching to the students.

Since its inception, number of patients have been seen in Dow Dental College with provision of treatments ranging from simple extraction, comprehensive surgical treatment in Civil Hospital, Karachi.

Dow International Dental College (DIDC)

Dow International Dental College was established in December 2011 to produce dental graduates with academic excellence and research orientation to provide the highest quality of scientifically proven therapeutic services to the Community. The college is recognized and registered with PM&DC. Following programs are offered.

CONSTITUENTS INSTITUTES OF DOW UNIVERSITY Dow International Medical College (DIMC)

Dow International Medical College was established in 2007 and is a constituent college of Dow University admitting 150 students per year in MBBS Program. Its main purpose was specifically to facilitate medical education for the children of overseas Pakistanis residing all over the world. • DIMC is included in the Directory of WHO and IMED- FRAIMER. • It is authorised user of web-portal of ECFMG. • Recently, DIMC is awarded accreditation by American Medical Residency Certification Board (AMRCB).

Till-date, 350 graduates have passed out. Dow College Of Pharmcy (DCOP)

Dow College of Pharmacy was established in 2007 and is recognized by Pharmacy Council of Pakistan and HEC. Following programs (undergraduate and post-graduate) are offered:

Institute Of Physical Medicine & Rehabilitation (IPM&R)

Institute of Physical Medicine and Rehabilitation was established in 2007 and is committed to provide comprehensive multidisciplinary rehabilitation services and evidence based practice to help the patients return to an active and healthy lifestyle. It offers Undergraduate and Postgraduate degree programs. This institute has produced more than hundred (100) graduates and currently about 350 students are studying.

Institute Of Medical Technology (IMT)

Institute of Medical Technology was established in 2005 to overcome the lacking of trained and qualified technical staff in Pakistan. The deficiency hampers the ability of highly qualified physicians and surgeons to provide optimum management and care. The Institute offers programs in following specialties: • BS in Clinical Laboratory Science Technology • BS in Respiratory and Critical Care Technology • BS in Surgical Technology • BS in Clinical Ophthalmology Technology • BS in Perfusion Science

Presently more than 400 (four hundred) students are studying in this Institute.

Institute Of Nursing (ION)

Institute of Nursing was established in 2006 with the help of Higher Education Commission (HEC) Pakistan to promote nursing education in Pakistan, preparing the leaders in the nursing and producing a sufficient number of highly skilled and trained nursing professionals who can meet the challenges of modern preventive and curative healthcare. It is the first university-based purpose built interdisciplinary college of biotechnology in Pakistan. Currently seventy (70) students are studying under the supervision of ten (10) PhD scholars who have been trained abroad.

1. OPEN MERIT Two hundred and twenty seven (227) seats have been reserved for open merit in Dow Medical College (DMC) for candidates with Karachi Domicile.

2. RESERVED SEAT FOR CANDIDATE FROM QUETTA BASED ON MERIT CUM CHOICE One (01) seat is reserved for candidate of Quetta at Dow Medical College. The admission committee of Bolan Medical College (BMC) Quetta will select the candidate.

3. UEDP LOCAL (SELF FINANCE) Fifty five (55) seats are reserved at Dow Medical College (DMC) on Self Finance basis for the candidates, fulfilling the eligibility criteria of open merit.

4. UEDP OVERSEAS PAKISTANIS (SELF FINANCE) Twelve (12) seats have been reserved for the children of overseas Pakistanis. These candidates are exempted from Entry test. The UEDP overseas list will be constituted on first come first serve basis, who will fulfill all the eligibility criterias specified for overseas students.

5. UEDP FOREIGN NATIONAL (HEC) Sixteen (16) seats have been reserved in Dow Medical College (DMC) for foreign nationals, all candidates for foreign national seats will be nominated by Higher Education Commission (HEC), Government of Pakistan, Islamabad. 6. PTAP (PAKISTAN TECHNICAL ASSISTANCE PROGRAMME) Sixteen (16) seats have been reserved for this category in DMC. They are nominated by Ministry of Economic Affairs & Statistics Division, Government of Pakistan, Islamabad. All PTAP nominees must join within 15 days after the session begins, otherwise the nomination will be considered invalid.

7. SEAT FOR DISABLED One (01) seat is reserved for disable candidate. The candidate will first be considered on general merit, than on disabled quota. The special medical board will verify the status of this candidate.

8. RESERVED SEATS FOR CANDIDATES FROM INTERIOR OF SINDH ON MERIT CUM CHOICE BASIS Twenty two (22) seats have been reserved at Dow Medical College (DMC) for students from Interior of Sindh, on merit cum choice basis. RULES FOR THE PAYMENT OF FEE

1. Fee deposited is only refundable as per HEC & PM&DC rules. 2. Payorder of two semesters’ tuition fee (of the respective category) will have to be paid within one week after the start of 3rd, 5th, 7th and 9th Semesters. 3. In case the fee is not submitted during the given specified time, late payment charges will be charged as follows: • First month (after lapse of first week)...... 2.5 % of tuition fee • Second month ...... 5.0 % of tuition fee • Third month ...... 7.5 % of tuition fee • Fourth month ...... 10.0 % of tuition fee 4. Fee of all categories may be increased by 10% every year. AFTER FOUR MONTHS OF NON PAYMENT THE SEAT IS LIABLE TO BE CANCELLED AND STUDENT WILL NOT BE ALLOWED TO APPEAR IN ANY EXAMINATION. 5. Govt. Dr. Irfan Ashraf who is Incharge, Modular Implementation and Chief Coordinator, Clinical Teaching of the University for more than 12 years has trained the faculty of these Colleges to implement modular system of teaching as these Colleges were following conventional system of medical teaching.

SINDH MEDICAL COLLEGE On 7th April 1973, the Government of Sindh established the Sindh Medical College (SMC) to meet the growing need of healthcare professionals in the Sindh province. Professor Khwaja Muinuddin Ahmed was appointed the Project Director and the first Principal of the new college.

SMC was started in the building of the paediatric ward of the Jinnah Postgraduate Medical Centre (JPMC). The college began operating with three departments initially: Anatomy, Physiology and Biochemistry. As the college building was constructed shortly afterwards, the departments of Pathology, Forensic Medicine and Community Medicine, were added with modern teaching facilities, laboratories and museums. An administration block was also constructed.

JPMC, NICH and the National Institute of Cardiovascular Diseases (NICVD) are the College’s teaching hospitals where students receive rigorous training in a professional environment. The first batch of MBBS at SMC was admitted in the year 1973 and included about 200 students. So far, the college has graduated more than 14,000 students in 38 batches.

APPNA Institute Of Health Sciences APPNA Institute of Health Sciences was inaugurated on Dec 2013 with a vision to be a centre of excellence, training and service provision aiming to have healthy people living in the healthy communities of Pakistan. The Institute has acquired two major grants from USAID and ICRC. Presently training on the de-escalation of violence against healthcare providers are being conducted. The USAID project through JHPIEGO is for improving maternal and child health. Presently, AIPH is offering following degrees and diplomas:

1. OPEN MERIT Two hundred and twenty eight (228) seats have been reserved for Open Merit in Sind Medical College for candidates with Karachi domicile, who have passed Matric/O-Level and Inter / A-Level in Karachi.

2. UEDP – LOCAL (SELF-FINANCE) Thirty eight (38) seats are reserved at Sindh Medical College on self-finance basis, for candidates fulfilling the eligibility criteria of open merit.

3. UEDP –OVERSEAS PAKISTANIS (SELF-FINANCE) Eighteen (18) seats have been reserved for the children of overseas Pakistanis. These candidates are exempted from entry test. The UEDP overseas list will be constituted on first-come-first- served basis on depositing $500 in admission fees. The nomination is through Ministry of Economic Affairs, Islamabad.

4. PTAP (PAKISTAN TECHNICAL ASSISTANCE PROGRAM) Eighteen (18) seats have been reserved for this category. All PTAP nominees must join within 15 days after the session begins, otherwise the nomination will be considered invalid and the remaining seats will be forfeited.

5. SEATS FOR THE DISABLED One (01) seat is reserved for disable candidates. The candidates will first be considered on general merit, than on disabled quota. A medical board will verify the status of these candidates.

6. RESERVED SEATS FOR CANDIDATE FROM INTERIOR OF SINDH ON MERIT CUM CHOICE CRITERION Forty-six (46) seats have been reserved at SMC for students from Interior Sindh, on merit cum choice criterion. These include 10 seats for Hyderabad Board, 14 for Larkana Board, 08 for Mirpurkhas Board and 14 seats for the Sukkur Board. Candidates applying in this category should have Sindh domicile (other than Karachi) in the indicated districts of the above boards.

7. RESERVED SEAT FOR CANDIDATES FROM BALOCHISTAN BASED ON MERIT CUMCHOICE One seat is reserved for candidates from Balochistan at SMC. The admission committee of the Bolan Medical College, Quetta will select the candidate.

LIAQUAT UNIVERSITY OF MEDICAL & HEALTH SCIENCES (LUMHS) HISTORICAL BACKGROUND The first ever public sector Medical University having long history of imparting quality Medical Education in the region. It started as a Medical School in the present Civil Hospital, Hyderabad Sindh in 1881, the first ever Medical Institution in the province of Sindh. After separation of Sindh from the Bombay Presidency, this school was upgraded to the status of a Medical College to impart teaching for MBBS Course under Bombay University. This medical college at Hyderabad Sindh was inaugurated by Sir Francis Moody, first Governor of Sindh and the first batch of forty five students including one Muslim female student were admitted. This College was then shifted to Karachi on 10th December, 1945 and was renamed as Dow Medical College. Subsequently Government of Sindh started another college in the premises of same Civil Hospital at Hyderabad in 1951, which acquired its name as Liaquat Medical College (LMC), after the name of first Prime Minister of Pakistan, Mr. Liaquat Ali Khan. The LMC was affiliated with .

The College with its journey and natural growth for more than 66 years has made tremendous contributions in both medical education and health care in the province and the country. The College was shifted to its new, beautiful and spacious campus at Jamshoro in 1963. Initially, it offered MBBS course only. The Dental Section for imparting education and training for the degree of Bachelor of Dental Surgery (BDS) was added in 1963. In the same year the college also started Postgraduate courses.

The number of Postgraduate courses expanded gradually and the college acquired the status of a Postgraduate Medical Institute in 1989. Besides, it became a recognized institution of the training for FCPS and MCPS in almost all disciplines of Medicine, Surgery, Dentistry and Allied Sciences. It also received recognition from accreditation bodies of foreign countries such as British General Medical Council of United Kingdom, Educational Commission for Foreign Medical Graduates (ECFMG) of USA and

similar bodies of several other countries. The College has made significant contribution in postgraduate medical education and has produced more than 1200 specialists in various disciplines of clinical and basic sciences with postgraduate qualifications of M.D, M.S, M.Phil, MPH and Diplomas. It was this outstanding contribution upon comprehensive inspection and recommendation of the erstwhile University Grants Commission, now Higher Education Commission (HEC), and after prolonged series of deliberations at the highest forums of provincial Government, the Honourable Governor of Sindh promulgated Liaquat University Ordinance on 20th January 2001 thereby upgrading Liaquat Medical College to Liaquat University of Medical & Health Sciences, a unique distinction indeed of being first ever Medical University in public sector of the country.

Institute Of Dentistry The Institute of Dentistry was originally established in the former Liaquat Medical College in the year 1963 as a second oldest but the largest institute in the country. With the up-gradation of Liaquat Medical College (LMC) to the status of University i.e. Liaquat University of Medical & Health Sciences (LUMHS), the dental section was up-graded as an Institute of Dentistry.

Since its inception, the Institute of Dentistry, Liaquat University of Medical & Health Sciences, Jamshoro has been continuously focusing on its academic excellence to provide quality dentistry care to all sectors of society and at the same time providing the community with qualified dental specialists. LUMHS, selection center shall make selection of (02) Girl candidates for reserved seats at Fatima Jinnah Medical College Lahore either on merit cum choice basis from selection or from upper waiting merit general pool of tagged districts of LUMHS on option basis.

The nominations will be made by the Health Department Govt. of Balochistan for admission at LUMHS Jamshoro. The criteria of their admissions must be followed by the eligibility, rules and regulations of this University and PM&DC rules.

ADMISSION OF DISABLED CANDIDATES Candidates for admission against the seats reserved for disabled persons after having failed to be selected against the district merit seats on the basis of their overall merit, after the Entry Test, will have to produce a certificate from the Department of Social Welfare, Government of Sindh, Karachi or Civil Services Hospital to the effect.

A Medical Board shall be constituted by the Vice-Chancellor, Liaquat University of Medical & Health Sciences, Jamshoro to examine the candidates and establish the degree of disability of the candidates. SHAHEED MOHTARMA BENAZIR BHUTTO MEDICAL UNIVERSITY (SMBBMU) LARKANA INTRODUCTION

The dream of establishing a Medical University in Lakrana was fulfilled through announcement by the Honourable Chief Minister of Sindh, Syed Qaim Ali Shah at Garhi Khuda Bux on 12th April 2008.

The bill for Shaheed Mohtarma Benazir Bhutto Medical University was presented and unanimously passed by Sindh Assembly on 12th September 2008.

The act was sent to Honourable Governor of Sindh for Assent and subsequently the Act was notified on 18th October 2008. The Ground-Breaking Ceremony of the university was performed by the then President of Islamic Republic of Pakistan Mr. Asif Ali Zardari on 30th December 2009.

Admission of all the candidates is according to Allocated Reserve Quota in respect of Jurisdiction, Domicile / PRC of the above mentioned previous Towns / Districts / Divisions as per previous policy hereby remain constant as here-to-fore.

OPTIONS ONCE GIVEN SHALL BE FINAL Once a candidate exercises an option for a seat on open merit basis or on self financing seat and fails to avail the same, his/ her admission shall stand cancelled & will not be considered.

ELIGIBILITY 1. Candidate for admission must have Permanent Residence and Domicile certificate in a respective Towns / Districts / Divisions of Sindh province tagged to Shaheed Mohtarma Benazir Bhutto Medical College Lyari, Karachi.

2. Whereas there is no Allocated, Reserve / Special seat available for any other province/ overseas as per policy of Shaheed Mohtarma Benazir Bhutto Medical College Lyari, Karachi in the course of M.B.B.S. like FATA, Gilgit Baltistan etc.

3. Documents submitted at the time of submission of forms will be considered genuine residential jurisdiction and correct documents after the advertisement in the daily National news papers for admission. No change / alternate of Domicile / PRC and documents in current or next year for admission will be acceptable and hence this type of claims have neither legal values nor is challengeable in any court of law and authorities. This act of change / alternate disqualify the student from admission in the current session and next.

4. Strictly notify that after the display of Final Merit List the student will be eligible for the admission in the First year M.B.B.S. Course in current session after authenticated verification of Domicile/PRC residential jurisdiction from concerned authority of previous Towns/Districts/ Divisions and other educational documents. If after verification Domicile / PRC / Educational documents appear fake or students will not appear bonafide resident of residential jurisdiction of concerned Town / District / Division. The admission will be deemed cancel and any type of claim have neither legal value nor is challengeable in any court of law and next candidate on merit will be considered for admission.

5. After displaying of final merit list, admission will be finalized after verification of domicile/ PRC of concerned towns (and Relevant Documents). Any Candidates found using Domicile/ P.R.C. of more than one Town/ District/ Division, domicile obtained on false credentials or of other province in Pakistan shall be disqualified for admission in this college forever and is liable for prosecution under the standing laws.

6. Domicile Certificate and CNIC from NADRA of Father/ Mother / Guardian should be from Sindh Province. The domicile certificate of mother shall only be accepted in case father has expired and no such certificate was issued to him or there has been remarriage / separation for which a valid document from Judge of the Court has been produced. Domicile certificate and CNIC from NADRA of the candidate can also be accepted either if he/ she has attained

the age of 18 years or both the parents are not alive (supported by death certificate) and no such certificate was issued to him. In this case guardian domicile (from Sindh Province) should be submitted.

7. All admissions are provisional subject to verification of Documents, Domicile / PRC submitted by the candidate and also the correct observance of the rules. If at any stage, even after the final merit list or the start classes of academic session, it is proved that the candidate has been admitted on the basis of false / incorrect documents or information or having double Domicile/ PRC or against the rules of admission, his/her admission shall be cancelled immediately by the institution concerned after giving him/her a genuine / legal opportunity to show cause (within seven days) as to why his/her admission should not be cancelled and all fees paid by him/her shall not be forfeited documents will result in disqualification students from admission in this current session and also next.

8. The date of admission in First year M.B.B.S course shall be taken to be the first day of the corresponding academic year, irrespective of the fact as to when candidate has been selected for admission in the institution.

9. The rules and regulations for holding different professional examination for M.B.B.S. course shall be in accordance with the rules and regulations framed by the Pakistan Medical and Dental Council (PM&DC) & university where college is affiliated for the Degree course of M.B.B.S. or amended from time to time and as approved by the Shaheed Mohtarma Benazir Bhutto Medical College Lyari, Karachi.

RULES FOR MIGRATION No migration either external or internal in any circumstances is allowed during the whole M.B.B.S course in this Institute.

All the selected candidates should submit the Affidavit duly sign alongwith his / her guardians at the time of admission that student will not apply / approach for migration any time during the course of studies. If he / she shall fail to abide the oath, defying and commit breach against the submitted affidavit, he / she will be liable of cancellation of admission immediately and all fees paid by him / her shall be forfeited according to Rules of Admission.

RULES OF PAYMENT OF FEES

1. Any fee deposited is non-refundable.

2. Total tuition fee per annum has to be deposited at the time of admission.

3. Fee of all categories will increase by 10% every year.

4. Fee is subjected to be revised by the Medical College / University at any time during the course of the study due to unavoidable circumstances.

6. All the fees should be deposited through Payorders from any Bank of Pakistan.

Since the HSC (Pre-Medical) Examination has 200 marks in each science subjects (Biology, Chemistry and Physics) making a maximum total of 600 marks, therefore the acquired and maximum marks of A Level candidates will be multiplied by two.

245 x 2 /300 x 2 = 490/600

Now, 40% of 490 marks will be considered for weightage in the total marks for final merit of an A Level/Equivalent candidate to be at par with HSC (Pre Medical) candidate.

RULES FOR WORKING OUT ADJUSTED MARKS

Marks shall be added or deducted from the total marks of the candidate in his/her HSC (Pre- Medical) qualifying examination in order to adjust the marks.

1. Ten (10) marks will be added to all Hafiz-e-Quran candidates subject to the clearance of Hafiz-e-Quran Interview, to be conducted by Hafiz-e-Quran Committee and production of legitimate certificate from an approved institution that he/she is a Hafiz-e-Quran. Interview Committee for Hafiz-e-Quran candidates constituted by the concerned Vice Chancellor to conduct interview of Hafiz-e-Quran candidates to ensure that he/she is a genuine Hafiz-e- Quran. 2. These 10 marks of Hafiz-e-Quran candidates shall be considered only for admission in MBBS/BDS course. 3. 10 marks per year shall be deducted from the cumulative score of three science subjects, if there is a gap of more than two years between the year of Matriculation and year of Entry Test.
